you to follow your instincts<br />
and have the courage to<br />
act.<br />
“Typically in society we<br />
tend not to get involved<br />
in something that doesn’t<br />
directly pertain to us,”<br />
Morrison explained. “The<br />
intention may be perfectly<br />
harmless, or it might be<br />
a sexual predator trying<br />
to isolate a victim so they<br />
can assault them, but<br />
when in doubt you should<br />
intervene.”<br />
To assist with this, the<br />
Air Force has implemented<br />
mandatory bystander intervention<br />
training to avert<br />
sexual assault force-wide.<br />
Sexual assault is defined<br />
as “intentional sexual contact,<br />
characterized by use<br />
of force, physical threat or<br />
abuse of authority or when<br />

the victim does not or cannot<br />
consent.”<br />
According to Morrison,<br />
simply asking if everything<br />
is alright, or suggesting<br />
friends get the other person<br />
home safely can often<br />
be enough. Sometimes, a<br />
bystander might need to<br />
report what he or she observed<br />
to their chain of command,<br />
and seek guidance on<br />
how to respond. Morrison<br />
herself is on-call 24 hours a<br />
day and is willing to help.<br />
“Bystander intervention<br />
trains that it is our job to<br />
intervene; it is our job to<br />
step up and say something<br />
when we witness an act that<br />
is either offensive, harms<br />
someone or could lead to<br />
something else,” Morrison<br />
said.<br />
She calls this “see something,<br />
say something.”<br />
Not every scenario that<br />
leads to sexual assault is<br />
obvious, and that’s when<br />
awareness and bystander<br />
inter vention becomes<br />
crucial.<br />
Before most assaults<br />
the perpetrator has already<br />
worked to isolate a victim,<br />
by gaining trust or placing<br />
the victim in a vulnerable<br />
position. Often in plain view<br />
of others.<br />
“We are trying to get people<br />
to step up and ask, ‘what<br />
is the intention there?’”<br />
Yet many bystanders<br />
choose to stay silent out of<br />
fear or complacency.<br />
Social psychologists<br />
believe a common reason<br />
is pluralistic ignorance. In<br />
sum, while in a group setting<br />
that requires action<br />
most people assume that<br />
the situation must not be<br />
too bad since no one else is<br />
acting.<br />

rison summarizes as “the<br />
larger the crowd the less<br />
likely an individual feels<br />
compelled to act.”<br />
Essentially, everyone in<br />
a group is convinced that<br />
someone else will do something<br />
so they won’t have to.<br />
Many times, no one acts<br />
at all.<br />
The Air Force is training<br />
its force to not just notice,<br />
but to take a personal stake<br />
in preventing assault and<br />
acting toward prevention.<br />
Capt. Mariko Dailey, intelligence<br />
flight commander<br />
of the 14th Weapons Squadron<br />
has placed herself on<br />
the forefront of this initiative;<br />
she volunteers to help<br />
others as a victim advocate<br />
and as <strong>Hurlburt</strong>’s alternate<br />
SARC. Since 2010, Daily has<br />
trained over a thousand Airmen<br />
at <strong>Hurlburt</strong>.<br />
She points out that Airmen<br />
shouldn’t assume they<br />
aren’t at risk because they<br />
are surrounded by peers<br />
they already know.<br />
“It’s not necessarily<br />
a stranger situation<br />
all the time,” Dailey said.<br />
“Through this training, we<br />
are reframing how people<br />
think about sexual assault<br />
in the military — it’s not<br />
always stranger rape that<br />
is happening — it is often<br />
between acquaintances. Often,<br />
the victim is groomed<br />
by a perpetrator.”<br />
In some cases the camaraderie<br />
and bond shared by<br />
Air Commandos can also be<br />
used to exploit a victim.<br />
“The Air Force is full of<br />
very talented, capable and<br />
trustworthy people and they<br />
want to believe the same<br />
thing about everyone else in<br />
the military as well.” Dailey<br />
said. “[Because of this] we<br />
are sometimes unassuming<br />
about what could be going<br />
on, or abuses of power. I’m<br />
not saying we need to scrutinize<br />
our peers at every<br />
turn, but it is important to<br />
empower ourselves and be<br />
able to recognize potential<br />
signs.”<br />
An additional reality is<br />
that there are not as many<br />
perpetrators as the Air<br />
Force believed.<br />
“There are actually a<br />
few repeat offenders that<br />
are doing a lot of harm,”<br />
Morrison said.<br />
“That leaves a large population<br />
that is not offending,<br />
and what we want is for<br />
everyone to recognize the<br />
signs and signals. To not be<br />
afraid to say something, to<br />
step up, to make a report,<br />
help a friend, or hold people<br />
accountable - at all levels.”<br />
A goal of bystander intervention<br />
training is imparting<br />
in Airmen the knowledge<br />
and confidence they are doing<br />
the right thing so that<br />
they are willing to take preventive<br />
action.<br />
“I think the temporary<br />
discomfort you might experience<br />
if you misjudge<br />
a situation is a very small<br />
price to pay compared to<br />
preventing something truly<br />
big from happening,” Daily<br />
adds.<br />
“If you have a gut feeling<br />
that something could be<br />
wrong, follow it.”<br />

friends and comrades gathered<br />
Friday to honor two <strong>airmen</strong> who<br />
died aboard Chariot 55 when<br />
it went down near Gardez, Afghanistan,<br />
on June 2, 2002, and<br />
seven <strong>Hurlburt</strong> <strong>airmen</strong> on Talon<br />
13, which crashed in Puerto Rico<br />
the following Aug. 7.<br />

through sensational deeds to<br />
one that does remarkable things<br />
every day.<br />
“Things are that busy now,<br />
that every crew has to be the A<br />
Team every night,” he said.<br />
The memorial service included<br />
the presentation of a wreath<br />
to the 20 or so family members<br />
on hand and concluded with the<br />
playing of taps.<br />

like them will be remembered<br />
for “their character, honor,<br />
and dedication to duty,” said<br />

spirit, to our camaraderie,<br />
to our dedication to freedom<br />
and to our undying faith and<br />
commitment to each other … to<br />
America,” he said.<br />

Welsh ‘humbled’ to serve<br />
as Air Force chief of staff<br />

JOINT BASE ANDREWS, Md. — The<br />
Air Force chief of staff flag passed to the<br />
service’s 20th chief in a ceremony here<br />
Aug. 10.<br />
Gen. Mark A. Welsh III, a 36-year Airman,<br />
stepped into the position, taking over<br />
for Gen. Norton Schwartz, who also retired<br />
from the Air Force during the ceremony.<br />
“Mark is respected throughout the Air<br />
Force for his exceptional leadership and<br />
ability to connect with Airmen,” Secretary<br />
of the Air Force Michael Donley said.<br />
Raised in an Air Force family, Welsh<br />
said he found a role model in his father, a<br />
decorated combat pilot.<br />
“Today, I think he’d be proud of me,”<br />
Welsh said. “And any day a kid can make<br />
his dad proud is a great day.”<br />
Welsh emphasized the need for Airmen<br />
to understand the importance of the<br />
other services in joint operations, but also<br />
said Airmen shouldn’t underestimate the<br />
combat capabilities of their own service in<br />
winning today’s fight.<br />
“No one else can bring what we bring<br />
to the fight, and any real warfighter knows<br />
that,” he said. “Don’t ever doubt yourself or<br />
this service.<br />
Welsh also addressed his stance on issues<br />
affecting the well-being of Airmen.<br />
“When it comes to Airman resiliency,<br />
suicide prevention, and sexual assault<br />
prevention and response, I believe you’re<br />
either part of the solution or you’re part of<br />
the problem,” he said. “There is no middle<br />
ground.”<br />
Welsh also said the Air Force must<br />
shape the future and that will require innovative<br />
thinking and different approaches to<br />
problems, along with modernization.<br />
Welsh was nominated by the president<br />
May 10 and confirmed by the Senate on<br />
Aug. 2.<br />
In his previous position as the commander<br />
of U. S. Air Forces in Europe, he<br />
was in charge of Air Force activities in an<br />
area of operations covering nearly one-fifth<br />
of the globe.<br />

Academy, has served in numerous operational,<br />
command and staff positions, such<br />
as commandant of cadets at the U.S. Air<br />
Force Academy, vice commander of Air<br />
Education and Training Command and<br />
associate director for military affairs at the<br />
Central Intelligence Agency.<br />
“When I became a squadron commander,<br />
I felt excited. When I became a wing<br />
commander, I felt proud. When I became<br />
a major command commander, I felt privileged<br />
and a little bit old,” he said. “Today<br />
when I was sworn in as chief of staff of the<br />
Air Force, I felt humbled to be given the<br />
honor of leading its incredible Airmen.”<br />
His experience includes nearly 3,300 flying<br />
hours, most of which came in the A-10<br />
Thunderbolt II and F-16 Fighting Falcon.<br />
As the ceremony ushered in a new chapter<br />
in Air Force history, it also served as the<br />
final chapter for Schwartz’s four years as<br />
the service’s senior uniformed leader and<br />
his more than 39 years of military service.<br />
Schwartz’s career began in1973 after<br />
graduating from the Air Force Academy.<br />
He has logged more than 4,400 flying hours<br />
and participated in military operations in<br />
Vietnam, Iraq and Cambodia.<br />
“Anyone looking for an example of Air<br />
Force core values need look no further than<br />
Gen. Norty Schwartz,” Donley said. “Thank<br />
you for your lasting contribution to our Air<br />
Force and the character and quality of your<br />
service.”<br />
Defense Secretary Leon Panetta presented<br />
Schwartz with the Defense Distinguished<br />
Service Medal, which is awarded<br />
to service members who perform exceptionally<br />
meritorious service in a position of<br />
great responsibility.<br />
The award citation highlighted his success<br />
in restoring excellence in the Air Force<br />
nuclear mission, his efforts to partner with<br />
joint and coalition teammates in support of<br />
operations worldwide, modernizing the Air<br />
Force’s air and space inventories, and care<br />
for Airmen and families. Schwartz’s wife<br />
Suzie was also recognized for her devotion<br />
to Airmen and family support programs.<br />
“The Air Force has afforded us an honorable<br />
and rewarding journey for the entirety<br />
of our adult lives,” Schwartz said.<br />
CSAF Letter to Airmen<br />

I was sworn in as the 20th Chief of Staff of our<br />
Air Force. It was a pretty humbling experience.<br />
Since I haven’t met most of you, I thought my<br />
first move as CSAF should be to say hi. You’ll<br />
probably get tired of hearing me say that “every<br />
Airman has a story,” but it’s true, and I’m no<br />
different.<br />
My story starts with family. My dad, who was<br />
the greatest patriot, officer, and leader I’ve ever<br />
known, taught me that no rank or title would<br />
ever be as important as the unit patch I wore.<br />
Today, I wear the Air Force patch, and my family<br />
has grown to 690,000 active, Guard, Reserve, and<br />
civilian Airmen, all serving as part of an unbeatable<br />
Joint team.<br />
YOU are what makes our Air Force the best<br />
the world has ever known!<br />
Thank you for your service, your sacrifice,<br />
your dedication and commitment. Most of all,<br />
thank you for the privilege of serving beside you<br />
and your families. Betty and I are so honored<br />
to represent you and will do everything in our<br />
power to do it in a way that makes you proud.<br />

to General Norty Schwartz’s steady hand and<br />

of pollutants such as<br />
sediment, nutrients, trace<br />
metals, hydrocarbons,<br />
bacteria, pesticides,<br />
trash and other toxic<br />
chemicals. Although<br />
sometimes invisible,<br />
these pollutants can<br />

Bill ‘a big step forward’ for ailing Lejeune vets, families<br />
President Barack Obama<br />
signed a bipartisan bill Monday<br />
that, for the first time, offers<br />
veterans and family members<br />
government-funded hospitalization<br />
and medical services for 15<br />
specific ailments presumed linked<br />
to drinking water contamination<br />
at Camp Lejeune, N.C., over 31<br />
years, ending in 1987.<br />
The bill has several controversial<br />
features, including a mandate<br />
that the Department of Veterans<br />
Affairs, rather than the military<br />
and its TRICARE program, provide<br />
the care. The estimated cost<br />
for the first five years is $162 million<br />
to treat several thousand victims<br />
who are expected to qualify.<br />
To be eligible, patients must<br />
show they spent at least 30 days<br />
at Lejeune from Jan. 1, 1957, to<br />
Dec. 31, 1987, or they were in utero<br />
during that period with mothers<br />
residing on base. They also<br />
must have one or more of the following:<br />
cancer of the esophagus,<br />
Tom<br />
Philpott<br />
lung, breast, bladder<br />
or kidney;<br />
leukemia; multiple<br />
myeloma;<br />
myleodysplasic<br />
syndromes;<br />
renal toxicity;<br />
hepatic steatosis;<br />
female infertility;<br />
miscarriage;<br />
scleroderma;<br />
neurobehavioral<br />
effects or non-Hodgkin’s<br />
lymphoma.<br />
Family members of veterans<br />
also must show they have exhausted<br />
all other possible claims<br />
or remedies available against<br />
other parties for payment of care,<br />
including employer or family<br />
health insurance plans.<br />
Up to 1 million Marines and<br />
family members assigned to<br />
Lejeune could have been exposed<br />
to contaminated water, the Agency<br />
for Toxic Substances and Disease<br />
Registry estimates. Some<br />
of these families for years have<br />
blamed cancers, rare diseases,<br />
birth defects and early deaths on<br />
drinking water fouled by known<br />
carcinogens, including trichloroethylene,<br />
benzene and vinyl<br />
chloride — poisons they say were<br />
ignored for years by base officials.<br />
After years of fighting the Navy<br />
Department, organizing fellow<br />
victims and lobbying Congress,<br />
advocates including retired Marine<br />
Corps Master Sgt. Jerry Ensminger<br />
see only a partial victory<br />
in the enactment of the Honoring<br />
America’s Veterans and Caring<br />
for Camp Lejeune Families Act<br />
of 2012.<br />
The short title for the portion<br />
of the law dealing with Lejeune<br />
families is the Janey Ensminger<br />
Act. It honors Ensminger and his<br />
daughter who, at died in 1985 at<br />
age 9 from acute lymphoblastic<br />
leukemia, a rare ailment linked<br />
to the toxins found in water at<br />
Lejeune.<br />

Victims and families don’t fully<br />
understand yet what Congress<br />
has passed, Ensminger said in<br />
a phone interview. But they do<br />
know “this bill is a big step forward.<br />
It’s the first step in achieving<br />
justice.”<br />
He credited Sen. Richard Burr<br />
and Rep. Brad Miller of North<br />
Carolina for shaping a bill that<br />
could clear Congress.<br />
One major hurdle was getting<br />
Congress to act before completion<br />
of ongoing scientific studies<br />
that are expected to show more<br />
precisely levels of contamination<br />
and populations exposed. Another<br />
hurdle was finding budget dollars<br />
to provide VA medical services to<br />
a new population of veterans and<br />
family members.<br />
As it flails to address the debt<br />
crisis, Congress isn’t approving<br />
new entitlement spending.<br />
So money must be taken from<br />
existing programs. Burr last<br />
year pushed through the Senate<br />
Veterans Affairs Committee<br />
a similar Lejeune victims’ bill.<br />
But he sought to fund by cutting<br />
appropriations for military<br />
commissaries, sharply lowering<br />
grocery shopper discounts. Even<br />
Ensminger opposed that move,<br />
arguing that a prized military<br />
benefit shouldn’t be gutted to care<br />
for those harmed by serving their<br />
country.<br />
The law signed this week<br />
covers health care for Lejeune<br />
victims by extending by one year<br />
higher fees veterans are paying to<br />
use the VA home loan guarantee<br />
program. Active-duty members<br />
and veterans who seek a nomoney-down<br />
VA home loan, for<br />
example, pay a funding fee today<br />
that equals to 2.15 percent on the<br />
value of the loan. That fee was set<br />
to drop to 1.4 percent Oct. 1, 2016.<br />
The new law extends the higher<br />
fee until Oct. 1, 2017.<br />

them in the first place to pay<br />
for new VA benefits. It has<br />
extended them routinely to<br />
pay for more new services.<br />
Several veterans’ service<br />
organizations had a<br />
more important reason to<br />
withhold their support for<br />
the Lejeune bill. They see<br />
a dangerous precedent in<br />
saddling the VA with the<br />
cost of caring for ill family<br />
members.<br />

The law doesn’t set a<br />
deadline for VA to start<br />
providing medical services<br />
to Lejeune victims. It could<br />
take months to write the<br />
