Public Affairs
While enjoying a night
out, you casually observe a
group across the bar having
a few drinks, laughs and
shots. As the night wears on,
they start to disperse - some
head to the dance floor, others
make their way to a cab.
What started as five or six
2067123
See something, say something: bystanders asked
to take action in sexual assault prevention
guys fawning over a girl
has dwindled to a duo, and
the laughs have simmered.
Now, an aggressive suitor is
spending more effort keeping
his female counterpart
upright than on the typical
courting ritual of two consenting
adults. After another
barely touched “round”,
he reaches for her arm and
gestures toward the exit.
You see them prepare to
leave together, but your gut
tells you that something’s
not right. What do you do?
Janet Morrison, Hurlburt
Field’s sexual assault
response coordinator, wants
you to follow your instincts
and have the courage to
act.
“Typically in society we
tend not to get involved
in something that doesn’t
directly pertain to us,”
Morrison explained. “The
intention may be perfectly
harmless, or it might be
a sexual predator trying
to isolate a victim so they
can assault them, but
when in doubt you should
intervene.”
To assist with this, the
Air Force has implemented
mandatory bystander intervention
training to avert
sexual assault force-wide.
Sexual assault is defined
as “intentional sexual contact,
characterized by use
of force, physical threat or
abuse of authority or when
3618258
the victim does not or cannot
consent.”
According to Morrison,
simply asking if everything
is alright, or suggesting
friends get the other person
home safely can often
be enough. Sometimes, a
bystander might need to
report what he or she observed
to their chain of command,
and seek guidance on
how to respond. Morrison
herself is on-call 24 hours a
day and is willing to help.
“Bystander intervention
trains that it is our job to
intervene; it is our job to
step up and say something
when we witness an act that
is either offensive, harms
someone or could lead to
something else,” Morrison
said.
She calls this “see something,
say something.”
Not every scenario that
leads to sexual assault is
obvious, and that’s when
awareness and bystander
inter vention becomes
crucial.
Before most assaults
the perpetrator has already
worked to isolate a victim,
by gaining trust or placing
the victim in a vulnerable
position. Often in plain view
of others.
“We are trying to get people
to step up and ask, ‘what
is the intention there?’”
Yet many bystanders
choose to stay silent out of
fear or complacency.
Social psychologists
believe a common reason
is pluralistic ignorance. In
sum, while in a group setting
that requires action
most people assume that
the situation must not be
too bad since no one else is
acting.
Also at work is diffusion
of responsibility, which Mor-
See prevention page 5

prevention From page 4
rison summarizes as “the
larger the crowd the less
likely an individual feels
compelled to act.”
Essentially, everyone in
a group is convinced that
someone else will do something
so they won’t have to.
Many times, no one acts
at all.
The Air Force is training
its force to not just notice,
but to take a personal stake
in preventing assault and
acting toward prevention.
Capt. Mariko Dailey, intelligence
flight commander
of the 14th Weapons Squadron
has placed herself on
the forefront of this initiative;
she volunteers to help
others as a victim advocate
and as Hurlburt’s alternate
SARC. Since 2010, Daily has
trained over a thousand Airmen
at Hurlburt.
She points out that Airmen
shouldn’t assume they
aren’t at risk because they
are surrounded by peers
they already know.
“It’s not necessarily
a stranger situation
all the time,” Dailey said.
“Through this training, we
are reframing how people
think about sexual assault
in the military — it’s not
always stranger rape that
is happening — it is often
between acquaintances. Often,
the victim is groomed
by a perpetrator.”
In some cases the camaraderie
and bond shared by
Air Commandos can also be
used to exploit a victim.
“The Air Force is full of
very talented, capable and
trustworthy people and they
want to believe the same
thing about everyone else in
the military as well.” Dailey
said. “[Because of this] we
are sometimes unassuming
about what could be going
on, or abuses of power. I’m
not saying we need to scrutinize
our peers at every
turn, but it is important to
empower ourselves and be
able to recognize potential
signs.”
An additional reality is
that there are not as many
perpetrators as the Air
Force believed.
“There are actually a
few repeat offenders that
are doing a lot of harm,”
Morrison said.
“That leaves a large population
that is not offending,
and what we want is for
everyone to recognize the
signs and signals. To not be
afraid to say something, to
step up, to make a report,
help a friend, or hold people
accountable - at all levels.”
A goal of bystander intervention
training is imparting
in Airmen the knowledge
and confidence they are doing
the right thing so that
they are willing to take preventive
action.
“I think the temporary
discomfort you might experience
if you misjudge
a situation is a very small
price to pay compared to
preventing something truly
big from happening,” Daily
adds.
“If you have a gut feeling
that something could be
wrong, follow it.”
Welsh ‘humbled’ to serve
as Air Force chief of staff
By Tech. Sgt. Shawn J. Jones
Air Force Public Affairs Agency
JOINT BASE ANDREWS, Md. — The
Air Force chief of staff flag passed to the
service’s 20th chief in a ceremony here
Aug. 10.
Gen. Mark A. Welsh III, a 36-year Airman,
stepped into the position, taking over
for Gen. Norton Schwartz, who also retired
from the Air Force during the ceremony.
“Mark is respected throughout the Air
Force for his exceptional leadership and
ability to connect with Airmen,” Secretary
of the Air Force Michael Donley said.
Raised in an Air Force family, Welsh
said he found a role model in his father, a
decorated combat pilot.
“Today, I think he’d be proud of me,”
Welsh said. “And any day a kid can make
his dad proud is a great day.”
Welsh emphasized the need for Airmen
to understand the importance of the
other services in joint operations, but also
said Airmen shouldn’t underestimate the
combat capabilities of their own service in
winning today’s fight.
“No one else can bring what we bring
to the fight, and any real warfighter knows
that,” he said. “Don’t ever doubt yourself or
this service.
Welsh also addressed his stance on issues
affecting the well-being of Airmen.
“When it comes to Airman resiliency,
suicide prevention, and sexual assault
prevention and response, I believe you’re
either part of the solution or you’re part of
the problem,” he said. “There is no middle
ground.”
Welsh also said the Air Force must
shape the future and that will require innovative
thinking and different approaches to
problems, along with modernization.
Welsh was nominated by the president
May 10 and confirmed by the Senate on
Aug. 2.
In his previous position as the commander
of U. S. Air Forces in Europe, he
was in charge of Air Force activities in an
area of operations covering nearly one-fifth
of the globe.
Welsh, a 1976 graduate of the Air Force
Secretary of the Air Force Michael Donley swears in Gen. Mark A. Welsh III as the
20th Air Force chief of staff, assisted by Welsh’s wife, Betty, during a ceremony at
Joint Base Andrews, Md., Aug. 10.
Academy, has served in numerous operational,
command and staff positions, such
as commandant of cadets at the U.S. Air
Force Academy, vice commander of Air
Education and Training Command and
associate director for military affairs at the
Central Intelligence Agency.
“When I became a squadron commander,
I felt excited. When I became a wing
commander, I felt proud. When I became
a major command commander, I felt privileged
and a little bit old,” he said. “Today
when I was sworn in as chief of staff of the
Air Force, I felt humbled to be given the
honor of leading its incredible Airmen.”
His experience includes nearly 3,300 flying
hours, most of which came in the A-10
Thunderbolt II and F-16 Fighting Falcon.
As the ceremony ushered in a new chapter
in Air Force history, it also served as the
final chapter for Schwartz’s four years as
the service’s senior uniformed leader and
his more than 39 years of military service.
Schwartz’s career began in1973 after
graduating from the Air Force Academy.
He has logged more than 4,400 flying hours
and participated in military operations in
Vietnam, Iraq and Cambodia.
“Anyone looking for an example of Air
Force core values need look no further than
Gen. Norty Schwartz,” Donley said. “Thank
you for your lasting contribution to our Air
Force and the character and quality of your
service.”
Defense Secretary Leon Panetta presented
Schwartz with the Defense Distinguished
Service Medal, which is awarded
to service members who perform exceptionally
meritorious service in a position of
great responsibility.
The award citation highlighted his success
in restoring excellence in the Air Force
nuclear mission, his efforts to partner with
joint and coalition teammates in support of
operations worldwide, modernizing the Air
Force’s air and space inventories, and care
for Airmen and families. Schwartz’s wife
Suzie was also recognized for her devotion
to Airmen and family support programs.
“The Air Force has afforded us an honorable
and rewarding journey for the entirety
of our adult lives,” Schwartz said.
CSAF Letter to Airmen
By Gen. Mark A. Welsh III
Chief of Staff of the Air Force
JOINT BASE ANDREWS, Md. — Earlier today,
I was sworn in as the 20th Chief of Staff of our
Air Force. It was a pretty humbling experience.
Since I haven’t met most of you, I thought my
first move as CSAF should be to say hi. You’ll
probably get tired of hearing me say that “every
Airman has a story,” but it’s true, and I’m no
different.
My story starts with family. My dad, who was
the greatest patriot, officer, and leader I’ve ever
known, taught me that no rank or title would
ever be as important as the unit patch I wore.
Today, I wear the Air Force patch, and my family
has grown to 690,000 active, Guard, Reserve, and
civilian Airmen, all serving as part of an unbeatable
Joint team.
YOU are what makes our Air Force the best
the world has ever known!
Thank you for your service, your sacrifice,
your dedication and commitment. Most of all,
thank you for the privilege of serving beside you
and your families. Betty and I are so honored
to represent you and will do everything in our
power to do it in a way that makes you proud.
From Tooey Spaatz’s drive and vision in 1947,
to General Norty Schwartz’s steady hand and
thoughtful leadership over the past four years,
our Air Force has benefited from strong Chiefs of
Staff throughout its rich heritage. I wish I could
tell you I bring the same IQ and talent level to the
job as they did, but that would be a stretch. So I
just promise you I’ll do my very best, every day,
every task ... just like you do.
You need to know that I care about each of
you, your mission, your training, your equipment,
your professional development, your career, and
your family. My job is to prove it to you.
I’ll get back to you after I’ve had a chance to
sit down with Secretary Donley and benefit from
his wise counsel. I’ll let you know what my focus
areas will be and where I think we’re headed. In
the meantime, you take care of the “Fly, Fight,
and Win” part ... and I’ll ensure that “Integrity,
Service, and Excellence” aren’t just buzz words
I use in speeches.

Airmen in the 1st
street sweepers on
a daily basis. You might
think that what they are
doing is only for aesthetics
or base beautification.
It does improve base
appearance, but there’s
a lot more to it than just
that.
An equally important,
but less visible benefit
is the removal of a significant
source of pollution.
When the street
sweepers remove trash,
sediment build-up and
debris from roads and
curb gutters they are also
removing and preventing
it from getting into our
creeks, rivers, jurisdictional
wetlands and Santa
breakup of street surface
materials, and littering
can accumulate along
rainfall events. This
also results in accumulation
of pollutants such as
sediment, nutrients, trace
metals, hydrocarbons,
bacteria, pesticides,
trash and other toxic
chemicals. Although
sometimes invisible,
these pollutants can
be extremely harmful
to fish and other wildlife
if they reach water
bodies.
Street sweeping is
not only effective at removing
microscopic pollutants
that collect on our
streets and parking lots,
it’s also an effective method
of removing larger debris
that can block storm
water facilities, causing
localized flooding during
heavy rains. Removing
the debris before it accumulates
within storm
catch basins also helps
minimize the amount of
storm system maintenance
required to keep
storm conveyances clean
and open.
As it’s such an
important factor in
preventing pollution,
tracking of street sweeping
activity, amount of
debris collected, and
documenting proper handling
and disposal of the
debris is a requirement of
a base-wide storm water
permit. Hurlburt Field’s
1st SOCES’ horizontal
shop not only meets that
regulatory requirement
and keeps the base beautiful,
but they also play a
huge part in preventing
pollution.
Last year they recorded
sweeping 369 miles of
streets and removed approximately
100 cubic
yards of debris keeping
the associated pollution
out of our protected
waterways.
Bill ‘a big step forward’ for ailing Lejeune vets, families
President Barack Obama
signed a bipartisan bill Monday
that, for the first time, offers
veterans and family members
government-funded hospitalization
and medical services for 15
specific ailments presumed linked
to drinking water contamination
at Camp Lejeune, N.C., over 31
years, ending in 1987.
The bill has several controversial
features, including a mandate
that the Department of Veterans
Affairs, rather than the military
and its TRICARE program, provide
the care. The estimated cost
for the first five years is $162 million
to treat several thousand victims
who are expected to qualify.
To be eligible, patients must
show they spent at least 30 days
at Lejeune from Jan. 1, 1957, to
Dec. 31, 1987, or they were in utero
during that period with mothers
residing on base. They also
must have one or more of the following:
cancer of the esophagus,
Tom
Philpott
lung, breast, bladder
or kidney;
leukemia; multiple
myeloma;
myleodysplasic
syndromes;
renal toxicity;
hepatic steatosis;
female infertility;
miscarriage;
scleroderma;
neurobehavioral
effects or non-Hodgkin’s
lymphoma.
Family members of veterans
also must show they have exhausted
all other possible claims
or remedies available against
other parties for payment of care,
including employer or family
health insurance plans.
Up to 1 million Marines and
family members assigned to
Lejeune could have been exposed
to contaminated water, the Agency
for Toxic Substances and Disease
Registry estimates. Some
of these families for years have
blamed cancers, rare diseases,
birth defects and early deaths on
drinking water fouled by known
carcinogens, including trichloroethylene,
benzene and vinyl
chloride — poisons they say were
ignored for years by base officials.
After years of fighting the Navy
Department, organizing fellow
victims and lobbying Congress,
advocates including retired Marine
Corps Master Sgt. Jerry Ensminger
see only a partial victory
in the enactment of the Honoring
America’s Veterans and Caring
for Camp Lejeune Families Act
of 2012.
The short title for the portion
of the law dealing with Lejeune
families is the Janey Ensminger
Act. It honors Ensminger and his
daughter who, at died in 1985 at
age 9 from acute lymphoblastic
leukemia, a rare ailment linked
to the toxins found in water at
Lejeune.
Victims and families don’t fully
understand yet what Congress
has passed, Ensminger said in
a phone interview. But they do
know “this bill is a big step forward.
It’s the first step in achieving
justice.”
He credited Sen. Richard Burr
and Rep. Brad Miller of North
Carolina for shaping a bill that
could clear Congress.
One major hurdle was getting
Congress to act before completion
of ongoing scientific studies
that are expected to show more
precisely levels of contamination
and populations exposed. Another
hurdle was finding budget dollars
to provide VA medical services to
a new population of veterans and
family members.
As it flails to address the debt
crisis, Congress isn’t approving
new entitlement spending.
So money must be taken from
existing programs. Burr last
year pushed through the Senate
Veterans Affairs Committee
a similar Lejeune victims’ bill.
But he sought to fund by cutting
appropriations for military
commissaries, sharply lowering
grocery shopper discounts. Even
Ensminger opposed that move,
arguing that a prized military
benefit shouldn’t be gutted to care
for those harmed by serving their
country.
The law signed this week
covers health care for Lejeune
victims by extending by one year
higher fees veterans are paying to
use the VA home loan guarantee
program. Active-duty members
and veterans who seek a nomoney-down
VA home loan, for
example, pay a funding fee today
that equals to 2.15 percent on the
value of the loan. That fee was set
to drop to 1.4 percent Oct. 1, 2016.
The new law extends the higher
fee until Oct. 1, 2017.
Similar one-year extensions
will keep higher fees
in place on all types of VA
home loans. Congress set
them in the first place to pay
for new VA benefits. It has
extended them routinely to
pay for more new services.
Several veterans’ service
organizations had a
more important reason to
withhold their support for
the Lejeune bill. They see
a dangerous precedent in
saddling the VA with the
cost of caring for ill family
members.
“We certainly support the
government’s responsibility
to take care of dependents
harmed while living on
military bases by environmental
or toxic hazards,”
said Joseph Violante, legislative
director for Disabled
American Veterans. “But
we believe it shouldn’t be
through VA, especially with
TRICARE (offering) insurance
where they can go anywhere
they want.”
Until now, VA has offered
private sector health
care only to dependents
of veterans who are 100-
percent disabled through
the CHAMPVA. Program.
The new law could swamp
CHAMPVA with victims
from Lejeune, Violante said.
But they could be followed
by victims of contaminated
air at Naval Air Facility
Atsugi, Japan, victims of environmental
hazards found
at Fort McClellan, Ala., and
at many other problem
bases, he said.
“We already get chewed
out by Congress that VA
funding has increased
exponentially over the last
10 years and they can’t continue
to do that,” Violante
said. Now, he said, “they are
ZERO Overpricing (ZOP)
- If you suspect price discrepancies
contact Customer
Service at 884-7676.
All customers visiting 1
SOLRS for parts pick-up,
out-processing, etc., must
adhere to AFI 36-2903 when
in uniform and have on their
ABU tops, Fleece with AF
& Name tapes & rank, and
Gortex Jackets must have
the rank.
the money to fund us at the
rate we need to be funded.
This puts us into a terrible
situation. We’ll be rationing
health care here soon.”
Ensminger also objected
to making VA the first payer,
calling it the law’s biggest
flaw. He fought to have the
Department of Defense
pick up the tab. It was the
military that caused so
many families to be exposed
to carcinogens for so long.
The armed services committees
oversee TRICARE
and have resisted legislation
that would have the
military health care cover
the Lejeune victims, partly
because studies ordered on
levels of exposure and the
populations likely harmed
haven’t been completed yet.
The law doesn’t set a
deadline for VA to start
providing medical services
to Lejeune victims. It could
take months to write the
regulations.
