Gym honors Airman’s fallen brother<br />

SOUTHWEST ASIA – What does<br />
the word “gym” mean to you? Does<br />
it mean the blood, sweat and tears<br />
of weight training and cardio to get<br />
in tip-top shape? Does it symbolize<br />
a place where your buddies meet to<br />
blow off steam?<br />
To Air Force 1st Lt. Noel Carroll,<br />
it is a place where she feels at home.<br />
It is a place where she goes to feel<br />
her brother’s presence and know<br />
that a gym to him meant sculpting<br />
the perfect machine and hanging out<br />
with his “bros.” You see, her gym is<br />
named after her brother, Tim Davis,<br />
who died in Afghanistan in 2009.<br />
Air Force Staff Sgt. Tim Davis<br />
was a combat controller, one of the<br />
most highly trained special operations<br />
forces in the U.S. military. He<br />
was on his second deployment when<br />
he lost his life to a roadside bomb<br />
leaving behind a wife and a year-old<br />
son.<br />
“When we lost Tim, I was an<br />
[emergency room] nurse working in<br />
Seattle,” Carroll said. “I knew immediately<br />
I wanted to go overseas and<br />
take care of wounded soldiers. When<br />
I heard about flight nursing and flying<br />
the wounded soldiers home, I<br />
knew that was what I wanted to do,<br />
so I signed up for the Air Force.”<br />
Today, Carroll is an aeromedical<br />
evacuation flight nurse stationed at<br />
Bagram Airfield, Afghanistan. Her<br />
office is a flying hospital aboard a C-<br />
17 Globemaster III, C-130 Hercules<br />
or KC-135 Stratotanker aircraft. On<br />
a daily basis, she flies throughout<br />
Afghanistan picking up wounded<br />
troops and doing her best to ensure<br />
they make it back safe and sound to<br />
Craig Hospital at Bagram Airfield for<br />
medical care.<br />
And just like Carroll, a combat<br />
controller is also a protector. Their<br />
motto, “First There,” reaffirms the<br />
combat controller’s commitment<br />
to undertaking the most dangerous<br />
missions behind enemy lines<br />
by leading the way for other forces<br />
to follow.<br />
One of Davis’ closest friends and<br />
teammates, Air Force Master Sgt.<br />
Ken Huhman, said Tim lived by that<br />
motto.<br />
“He was an incredible teammate<br />
who always put others before himself<br />
without any complaints,” Huhman<br />
said. “There are many things<br />
that make up a CCT, but one of the<br />
most important things is the team<br />
mentality, one’s willingness to put<br />
others before themselves.”<br />
A combat controller is not for<br />
the faint of heart, but Davis’ former<br />
commander Air Force Col. Brett<br />
Nelson said if you want to become<br />
one,one, Tim was the model: loyal,<br />
physically strong, mentally tough,<br />
disciplined and never satisfied with<br />
good-enough.<br />
“They have a strong sense of right<br />
and wrong,” Carroll said. “They are<br />
naturally competitive, strong-willed<br />
and willing to take risks. They are<br />
silent heroes, not ones to boast or<br />
brag. They are willing to lay down<br />
their lives for their loved ones ... And<br />
that’s just what Tim was and just<br />
what Tim did. I am truly thankful for<br />
his service and for laying down his<br />
life for his family and country. I am so<br />
proud of all his accomplishments; he<br />
definitely left his mark in this world<br />
and in people’s hearts.”<br />
It was no surprise to anyone in<br />
Davis’ family that he became a combat<br />
controller.<br />
“Tim’s nature was one of protecting,<br />
even as a young boy,” said Tim’s<br />
dad, Mike Davis. “All his life he befriended<br />
the underdog, helped them<br />
fit in and achieve.”<br />
Nelson said there was a lot that<br />
was special about Tim, but his <strong>leadership</strong><br />
founded through personal<br />
discipline is what he remembers the<br />
most, along with Tim’s very competitive<br />
nature.<br />
“This competitive nature was<br />
really just a manifestation of his<br />
personal discipline — if someone<br />
performed a task better than he, he<br />
recognized a personal responsibility<br />
to be better and set out to do just<br />
that,” Nelson said. “His <strong>leadership</strong><br />
excellence resulted from this great<br />
personal discipline coupled with a<br />
quiet, confident nature that was encouraging,<br />
not intimidating.”<br />
Keeping physically fit is critical,<br />
Huhman said.<br />
“Due to the rigorous physical demands,<br />
fitness is essential to not only<br />
success, but your survival and the<br />

AF releases mid-year selective<br />
re-enlistment bonus list, changes<br />
WASHINGTON (AFNS)<br />
— Air Force officials today<br />
released the fiscal year<br />
2012 mid-year selective reenlistment<br />
bonus list along<br />
with some changes to the<br />
program.<br />
In addition to a rebalance<br />
in overall payments, the Air<br />
Force identified 53 Air Force<br />
specialties, down from 78, to<br />
receive bonuses.<br />
Based on the semiannual<br />
program review that began<br />
in March, officials published<br />
the latest list, which includes<br />
Airmen in special operations,<br />
explosive ordnance<br />
disposal, tactical air control<br />
party, cryptological language<br />
analysts, and intelligence,<br />
surveillance and reconnaissance,<br />
to name a few.<br />
Deleted bonuses will take<br />
effect August 18.<br />
The Air Force also reduced<br />
overall payments<br />
across most career fields<br />
and enlistment zones, and<br />
eliminated bonuses for Zone<br />
E re-enlistees or those in the<br />
18-20 year range.<br />
While the Air Force remains<br />
at a 17-year high in<br />
overall retention, the bonus<br />
list is indicative of stressed<br />
or undermanned career<br />
fields within the Air Force.<br />
“We are facing the realities<br />
of high retention in many<br />
areas of the force, and government-wide<br />
budget deficits,”<br />
said Lt. Gen. Darrel D.<br />
Jones, deputy chief of staff<br />
for Manpower, Personnel,<br />
and Services at headquarters<br />
U.S. Air Force. “These<br />
are difficult decisions—we<br />
need to be good managers of<br />
the most valuable resource in<br />
the Air Force, and that’s our<br />
dedicated Airmen. But we<br />
also need to be responsible<br />
stewards for the American<br />
taxpayer, and that means living<br />
within the budget.”<br />
According to Lt. Col. Robert<br />
Romer, the acting force<br />
management division chief<br />
for the Air Force, the criteria<br />
used to determine to which<br />
career fields the Air Force<br />
would pay bonuses includes<br />
current and projected manning<br />
levels, career field retention<br />
and re-enlistment<br />
trends, career field force<br />
structure changes, and career<br />
field stress indicators.<br />
Even though SRB multiples<br />
have decreased for<br />
many career fields that remain<br />
on the list, Romer said<br />
Airmen may still be able to<br />
get a bonus that approaches<br />
the $90,000 maximum allowed<br />
by law by reenlisting<br />
for a longer term.<br />
“For our most critical Air<br />
Force specialty codes that<br />
have been offered bonuses<br />
with a multiple of seven that<br />
maxed out at $90,000 for a 4-<br />
year re-enlistment, we reset<br />
the multiple so the average<br />
re-enlistee could still reach<br />
the max bonus with a 6-year<br />
re-enlistment.”<br />
Due to the continued<br />
budget trend, FY13 SRB<br />
multiples are projected to be<br />
consistent with the mid-year<br />
changes. The Air Force will<br />
release FY13 bonus offerings<br />
in October.<br />

what earned Davis his nickname,<br />
“The Rock,” Carroll<br />
said. And it is very fitting, she<br />
said, that the gym at Bagram<br />
Airfield carries her brother’s<br />
nickname because he loved<br />
exercise.<br />
“I remember one of his<br />
friends saying Tim was the<br />
only one he could get to run<br />
the stairs with him carrying<br />
five gallon buckets in each<br />
hand filled with sand,” Davis’<br />
dad said. “If Tim had left us<br />
instructions, I think he would<br />
have said, ‘If you guys have to<br />
put my name on something<br />
after I’m gone, don’t put it on<br />
a lake or a rock or a field ... put<br />
it on a gym.’ ”<br />

Military leaders reflect on fallen warriors<br />
BUCKLEY AIR FORCE BASE,<br />
Colo. (AFNS) — Air Force leaders<br />
here expressed their sympathy<br />
for everyone affected by the movie<br />
theater shooting in Aurora, Colo.,<br />
July 20.<br />
Among the victims were two<br />
Buckley Air Force Base members,<br />
Air Force Staff Sgt. Jesse Childress<br />
and Navy Petty Officer 3rd<br />
Class John Thomas Larimer.<br />
“This tragic event has affected<br />
everyone here at Buckley Air<br />
Force Base and our local community<br />
friends and neighbors,” said<br />
Col. Daniel Dant, the 460th Space<br />
Wing commander. “We are deeply<br />
saddened by the loss of each and<br />
every loved one.”<br />
Childress, 29, was an Air Force<br />
Reserve cybersystems operation<br />
technician assigned to the 310th<br />
Force Support Squadron on active<br />
duty orders. Childress enlisted<br />
in 2002 with the Army, where<br />
he trained as a satellite systems<br />
operator. He then joined the Air<br />
Force Reserve in 2010.<br />
According to friends and family<br />
he was an avid sports fan, often<br />
participating in multiple intramural<br />
sports offered on the installation.<br />
He rooted for the Denver<br />
Broncos, L.A. Clippers and L.A.<br />
Kings and was a big fan of comics<br />
and superheroes.<br />
Larimer, 27, was a cryptologic<br />
technician assigned to the Naval<br />
Information Operations Command.<br />
He joined the Navy in 2011.<br />
“I am incredibly saddened by<br />
the loss of Petty Officer John Larimer,”<br />
said Cmdr. Jeffrey Jakuboski,<br />
Larimer’s commanding<br />
officer, in a statement. “He was an<br />
outstanding shipmate. A valued<br />
member of our Navy team, he will<br />
be missed by all who knew him.<br />
My heart goes out to John’s family,<br />
friends and loved ones, as well<br />
as to all victims of this horrible<br />
tragedy.”<br />
A memorial service is expected<br />
to be held for both service members.<br />

Organizational Goals:<br />
Continue with the training excellence and world-class<br />
command and control support for the warfighter. Today’s<br />
warfighter training organizations must be flexible enough<br />
to meet the demands of warfighting expertise across the<br />
spectrum of conflict from humanitarian/disaster relief<br />
all the way up to command and control for major combat<br />
operations. My intent for the 505th TRG is to teach and advocate<br />
“adaptive” control — to baseline our new warrior<br />
training on proven doctrinal concepts but add flexibility<br />
both in thought and the application of command and control<br />
toolkits. Every conflict brings variances in the nature<br />
of conflict and likely differing national objectives — Air<br />
and Space Operations Centers provide the operational<br />
command and control mechanisms to link our national<br />
objectives with intended battlefield effects. Bottomline,<br />
AOCs exist to integrate air, space and cyber effects for the<br />
joint commander. Our goal is simple — to improve warfighter<br />
capability through command and control testing,<br />
tactics development, and training.<br />

every day to meet those<br />
needs.<br />

healthcare for Air<br />
Commandos and their<br />

in January, Republicans<br />
are sounding alarms with<br />
special hearings, a flurry<br />
of press releases and bills<br />
that offer at least interim<br />
solutions.<br />
But will Republicans<br />
also reconsider their “anti-tax<br />
hike” pledge to the<br />
powerful lobbyist Grover<br />
Norquist? A rising chorus<br />
of critics, including<br />
some prominent Republicans,<br />
argue they must,<br />
and soon, if Congress is<br />
to avoid a devastating<br />
hit to military readiness<br />
and America’s defense<br />
industry.<br />
“Grover Norquist is<br />
wandering the earth in<br />
his white robes saying if<br />
you raise taxes one penny<br />

and a smaller portion<br />
from raising tax revenues.<br />

of the sequestration<br />
threat of deep and arbitrary<br />
cuts across all defense<br />

Jan. 2, they have slowed<br />
hiring, shelved pending<br />
contracts and could begin<br />
laying off ten of thousands<br />
of employees by October.<br />

House Armed Services<br />
Committee, called the<br />
hearing to alert the nation<br />
to another threat from<br />
sequestration. But Rep.<br />
Adam Smith of Washington,<br />
the committee’s ranking<br />
Democrat, reminded<br />
McKeon and colleagues<br />
how they got into this fix.<br />
It was House Republicans,<br />
he said, who<br />
refused last summer<br />
to raise the debt ceiling<br />
without a deal to cut<br />
deficit spending without<br />
raising taxes. The result<br />
was the Budget Control<br />
Act. It directed a trillion<br />
dollars in cuts over 10<br />
years, including $487 billion<br />
from defense. The<br />
act, which McKeon voted<br />
for and Smith did not,<br />
also established a “super<br />
committee” of Republicans<br />
and Democrats with<br />
extraordinary powers to<br />
design and hustle through<br />
Congress a second round<br />
of cuts worth $1.5 trillion<br />
over a decade.<br />
The law also specified<br />
if no deal was reached,<br />
$1.2 trillion in “sequestration,”<br />
or automatic<br />
across-the-board cuts<br />
would occur starting in<br />
2013. The defense budget<br />
share is about $500 billion,<br />
or $55 billion a year over<br />
nine years. That’s on top<br />
of the $487 billion in cuts<br />
already planned.<br />
The super committee<br />
failed. Norman Ornstein<br />
of the conservative American<br />
Enterprise Institute,<br />
co-author of a best-selling<br />
book on the current Congress,<br />
“It’s Even Worse<br />
Than It Looks,” largely<br />
blames Republicans.<br />
Senate Republican<br />
leader Mitch McConnell<br />
appointed “ardent<br />
anti-tax” colleagues to the<br />
committee so the only Republican<br />
offer to emerge<br />
sought trillions in tax cuts<br />
in return for closing $300<br />
billion of unspecified tax<br />
loopholes. “A ridiculous<br />
deal,” Ornstein said.<br />

committee Democrats<br />
offered significant cuts<br />
in the growth of entitlements<br />
in return for tax<br />
increases proposed by<br />
Simpson-Bowles and by a<br />
bipartisan group of senators<br />
called the “Gang of<br />

support, those concessions<br />
were withdrawn,<br />
Ornstein said.<br />
“Republicans’ stubborn<br />
resistance to any<br />
increase in revenues is<br />
the biggest reason why<br />
sequestration is even a<br />
possibility,” Smith said.<br />

anti-tax lobbyist Sunday<br />
with a commentary in<br />
the New York Times titled,<br />
“Norquist’s Phantom<br />

“While most Republicans<br />
do, of course, oppose<br />
tax increases, they are<br />
hardly the mindless robots<br />
Democrats say they are,”<br />
he wrote. Norquist quickly<br />
hit back, saying Coburn<br />
painted a false picture of<br />
weakening support.<br />
Ornstein does see<br />
growing unease among<br />
Republicans handcuffed to<br />
the anti-tax pledge. Sens.<br />
Lindsey Graham, R-<br />
S.C., and John McCain,<br />
R-Ariz., have suggested<br />
raising taxes to protect<br />
defense. McKeon also did<br />
last December, but hasn’t<br />
since.<br />
Claude Chafin, McKeon’s<br />
spokesman, said the<br />
chairman still believes the<br />
“real driver of our debt”<br />
is mandatory spending<br />
not low taxes. He wants<br />
Democrats to make a<br />
“counteroffer” to his bill,<br />
which would delay the effect<br />
of sequestration for a<br />
year by cutting the size of<br />
the federal workforce.<br />
“If you’re unwilling to<br />
raise revenue, you better<br />
be willing to make dramatic<br />
cuts in defense,”<br />
Smith warned in a phone<br />
interview, because cutting<br />
non-defense programs<br />
alone can’t deliver enough<br />
savings. That’s the simple<br />
math that has driven every<br />
study on the $17 trillion<br />
debt toward a balanced<br />
solution, he said.<br />
McKeon, who has<br />
signed the anti-tax pledge,<br />
didn’t discuss raising taxes<br />
to get a budget deal at<br />
the hearing with defense<br />
contractors. Rep. Robert<br />
E. Andrews, D-N.J., wasn’t<br />
as encumbered.<br />
“It’s become an article<br />
of almost religious faith<br />
around here, for some<br />
members, that any revenue<br />
increase, at anytime,<br />
on anyone should be taken<br />
off the table. Who here<br />
agrees with that proposition,”<br />
Andrews asked.<br />
Robert J. Stevens,<br />
chairman and CEO of<br />
Lockheed Martin, said his<br />
method of addressing budget<br />
challenges is “to put<br />
into the recipe every possible<br />
ingredient” to get “a<br />
flexible array of solutions.”<br />
Andrews reminded the<br />
executives that to save<br />
Social Security in the early<br />
1980s, President Ronald<br />
Reagan twice signed bills<br />
that raised revenue. Republicans<br />
“would be wise<br />
to follow President Reagan’s<br />
example in this time<br />
of national emergency,” he<br />

“Oh, that we had President<br />
Reagan,” McKeon<br />
