Gym honors Airman’s fallen brother
By Air Force .
Lt. Col. Kristi Beckman
U.S. Air Forces Central Public Affairs
Staff Sgt. Clay Lancaster | USAF
Air Force 1st Lt. Noel Carroll at the fitness center named after her fallen brother, Air Force Staff Sgt. Timothy
Davis, at Bagram Airfield, Afghanistan, May 31, 2012.
SOUTHWEST ASIA – What does
the word “gym” mean to you? Does
it mean the blood, sweat and tears
of weight training and cardio to get
in tip-top shape? Does it symbolize
a place where your buddies meet to
blow off steam?
To Air Force 1st Lt. Noel Carroll,
it is a place where she feels at home.
It is a place where she goes to feel
her brother’s presence and know
that a gym to him meant sculpting
the perfect machine and hanging out
with his “bros.” You see, her gym is
named after her brother, Tim Davis,
who died in Afghanistan in 2009.
Air Force Staff Sgt. Tim Davis
was a combat controller, one of the
most highly trained special operations
forces in the U.S. military. He
was on his second deployment when
he lost his life to a roadside bomb
leaving behind a wife and a year-old
son.
“When we lost Tim, I was an
[emergency room] nurse working in
Seattle,” Carroll said. “I knew immediately
I wanted to go overseas and
take care of wounded soldiers. When
I heard about flight nursing and flying
the wounded soldiers home, I
knew that was what I wanted to do,
so I signed up for the Air Force.”
Today, Carroll is an aeromedical
evacuation flight nurse stationed at
Bagram Airfield, Afghanistan. Her
office is a flying hospital aboard a C-
17 Globemaster III, C-130 Hercules
or KC-135 Stratotanker aircraft. On
a daily basis, she flies throughout
Afghanistan picking up wounded
troops and doing her best to ensure
they make it back safe and sound to
Craig Hospital at Bagram Airfield for
medical care.
And just like Carroll, a combat
controller is also a protector. Their
motto, “First There,” reaffirms the
combat controller’s commitment
to undertaking the most dangerous
missions behind enemy lines
by leading the way for other forces
to follow.
One of Davis’ closest friends and
teammates, Air Force Master Sgt.
Ken Huhman, said Tim lived by that
motto.
“He was an incredible teammate
who always put others before himself
without any complaints,” Huhman
said. “There are many things
that make up a CCT, but one of the
most important things is the team
mentality, one’s willingness to put
others before themselves.”
A combat controller is not for
the faint of heart, but Davis’ former
commander Air Force Col. Brett
Nelson said if you want to become
one, one, Tim was the model: loyal,
physically strong, mentally tough,
disciplined and never satisfied with
good-enough.
“They have a strong sense of right
and wrong,” Carroll said. “They are
naturally competitive, strong-willed
and willing to take risks. They are
silent heroes, not ones to boast or
brag. They are willing to lay down
their lives for their loved ones ... And
that’s just what Tim was and just
what Tim did. I am truly thankful for
his service and for laying down his
life for his family and country. I am so
proud of all his accomplishments; he
definitely left his mark in this world
and in people’s hearts.”
It was no surprise to anyone in
Davis’ family that he became a combat
controller.
“Tim’s nature was one of protecting,
even as a young boy,” said Tim’s
dad, Mike Davis. “All his life he befriended
the underdog, helped them
fit in and achieve.”
Nelson said there was a lot that
was special about Tim, but his leadership
founded through personal
discipline is what he remembers the
most, along with Tim’s very competitive
nature.
“This competitive nature was
really just a manifestation of his
personal discipline — if someone
performed a task better than he, he
recognized a personal responsibility
to be better and set out to do just
that,” Nelson said. “His leadership
excellence resulted from this great
personal discipline coupled with a
quiet, confident nature that was encouraging,
not intimidating.”
Keeping physically fit is critical,
Huhman said.
“Due to the rigorous physical demands,
fitness is essential to not only
success, but your survival and the
AF releases mid-year selective
re-enlistment bonus list, changes
WASHINGTON (AFNS)
— Air Force officials today
released the fiscal year
2012 mid-year selective reenlistment
bonus list along
with some changes to the
program.
In addition to a rebalance
in overall payments, the Air
Force identified 53 Air Force
specialties, down from 78, to
receive bonuses.
Based on the semiannual
program review that began
in March, officials published
the latest list, which includes
Airmen in special operations,
explosive ordnance
disposal, tactical air control
party, cryptological language
analysts, and intelligence,
surveillance and reconnaissance,
to name a few.
Deleted bonuses will take
effect August 18.
The Air Force also reduced
overall payments
across most career fields
and enlistment zones, and
eliminated bonuses for Zone
E re-enlistees or those in the
18-20 year range.
While the Air Force remains
at a 17-year high in
overall retention, the bonus
list is indicative of stressed
or undermanned career
fields within the Air Force.
“We are facing the realities
of high retention in many
areas of the force, and government-wide
budget deficits,”
said Lt. Gen. Darrel D.
Jones, deputy chief of staff
for Manpower, Personnel,
and Services at headquarters
U.S. Air Force. “These
are difficult decisions—we
need to be good managers of
the most valuable resource in
the Air Force, and that’s our
dedicated Airmen. But we
also need to be responsible
stewards for the American
taxpayer, and that means living
within the budget.”
According to Lt. Col. Robert
Romer, the acting force
management division chief
for the Air Force, the criteria
used to determine to which
career fields the Air Force
would pay bonuses includes
current and projected manning
levels, career field retention
and re-enlistment
trends, career field force
structure changes, and career
field stress indicators.
Even though SRB multiples
have decreased for
many career fields that remain
on the list, Romer said
Airmen may still be able to
get a bonus that approaches
the $90,000 maximum allowed
by law by reenlisting
for a longer term.
“For our most critical Air
Force specialty codes that
have been offered bonuses
with a multiple of seven that
maxed out at $90,000 for a 4-
year re-enlistment, we reset
the multiple so the average
re-enlistee could still reach
the max bonus with a 6-year
re-enlistment.”
Due to the continued
budget trend, FY13 SRB
multiples are projected to be
consistent with the mid-year
changes. The Air Force will
release FY13 bonus offerings
in October.
The newly released bonus
list can be found at http://
safety and survival of your
team.”
This, and discipline is
what earned Davis his nickname,
“The Rock,” Carroll
said. And it is very fitting, she
said, that the gym at Bagram
Airfield carries her brother’s
nickname because he loved
exercise.
“I remember one of his
friends saying Tim was the
only one he could get to run
the stairs with him carrying
five gallon buckets in each
hand filled with sand,” Davis’
dad said. “If Tim had left us
instructions, I think he would
have said, ‘If you guys have to
put my name on something
after I’m gone, don’t put it on
a lake or a rock or a field ... put
it on a gym.’ ”
Military leaders reflect on fallen warriors
BUCKLEY AIR FORCE BASE,
Colo. (AFNS) — Air Force leaders
here expressed their sympathy
for everyone affected by the movie
theater shooting in Aurora, Colo.,
July 20.
Among the victims were two
Buckley Air Force Base members,
Air Force Staff Sgt. Jesse Childress
and Navy Petty Officer 3rd
Class John Thomas Larimer.
“This tragic event has affected
everyone here at Buckley Air
Force Base and our local community
friends and neighbors,” said
Col. Daniel Dant, the 460th Space
Wing commander. “We are deeply
saddened by the loss of each and
every loved one.”
Childress, 29, was an Air Force
Reserve cybersystems operation
technician assigned to the 310th
Force Support Squadron on active
duty orders. Childress enlisted
in 2002 with the Army, where
he trained as a satellite systems
operator. He then joined the Air
Force Reserve in 2010.
According to friends and family
he was an avid sports fan, often
participating in multiple intramural
sports offered on the installation.
He rooted for the Denver
Broncos, L.A. Clippers and L.A.
Kings and was a big fan of comics
and superheroes.
Larimer, 27, was a cryptologic
technician assigned to the Naval
Information Operations Command.
He joined the Navy in 2011.
“I am incredibly saddened by
the loss of Petty Officer John Larimer,”
said Cmdr. Jeffrey Jakuboski,
Larimer’s commanding
officer, in a statement. “He was an
outstanding shipmate. A valued
member of our Navy team, he will
be missed by all who knew him.
My heart goes out to John’s family,
friends and loved ones, as well
as to all victims of this horrible
tragedy.”
A memorial service is expected
to be held for both service members.
505th TRG welcomes
new commander
1st Special Operations Wing Public Affairs
The 505th Training Group recently welcomed a new
commander. Here is a little information about him.
Name/Rank: Col. Todd Flesch
Organization: 505th Training
Group
Hometown: Louisville, Ky.
Off-duty time is for:
Enjoy the time off with family
and friends; doing the things
you want to do with the people
you want to do them with. We’re
lucky here at Hurlburt as we
Col. Todd Flesch
have many things other folks
have to travel great distances to
enjoy like the beach, the bay, the gulf, numerous outdoor
activities and, most importantly, the weather to enjoy
them all. Use your time and even be selfish with it...you’ve
earned it!
Previous Assignments - limit to the last three:
• 2007-2008: Commander, 8th Fighter Squadron “Black
Sheep,” Holloman Air Force Base, N.M.
• 2009-2011: Joint Staff J-8, Pentagon, Washington, D.C.
• 2011-2012: Director, Combat Plans Division, Al Udeid
Air Base, Qatar
Organizational Goals:
Continue with the training excellence and world-class
command and control support for the warfighter. Today’s
warfighter training organizations must be flexible enough
to meet the demands of warfighting expertise across the
spectrum of conflict from humanitarian/disaster relief
all the way up to command and control for major combat
operations. My intent for the 505th TRG is to teach and advocate
“adaptive” control — to baseline our new warrior
training on proven doctrinal concepts but add flexibility
both in thought and the application of command and control
toolkits. Every conflict brings variances in the nature
of conflict and likely differing national objectives — Air
and Space Operations Centers provide the operational
command and control mechanisms to link our national
objectives with intended battlefield effects. Bottomline,
AOCs exist to integrate air, space and cyber effects for the
joint commander. Our goal is simple — to improve warfighter
capability through command and control testing,
tactics development, and training.
Work Philosophy:
Never put off what could be accomplished today for
tomorrow. The reality becomes there is always something
else to accomplish, some other work that needs attention.
We’ll be busy enough tomorrow just trying to get that
done. Also, working harder usually has merit; working
smarter ALWAYS has merit!
The 1st Special Operations
their hours to better accommodate
the needs of
Air Commandos.
Acute appointments
are available Monday to
Friday 7:30 a.m. to 10 a.m.
Central appointments will
start booking at 7 a.m.
Routine and follow-up
appointments are available
Monday to Friday
from 10 a.m. until close
of business. Return-to-
Flight status walk-in hours
are available Monday to
Thursday from 8 a.m. to
10 a.m. and from 1 p.m. to
3 p.m.; and Friday 8 a.m.
to 10 a.m. and 1 p.m. to
2:30 p.m.
There is no change to
flight physical scheduling
at this time.
“Our flyers’ time is very
valuable — their job is to
be in the air, not waiting
in our waiting room for an
appointment,” said Maj.
Dion Vecchio, flight commander
of 1st SOAMDS.
“By changing to appointment-based
acute care,
we are able to get our flyers
back in their planes
quicker. Whereas before
they may wait several
hours at a time for a sickcall
visit, they are in and
out now in 30 minutes or
less”.
Vecchio also said the
flight is working hard
every day to meet those
needs.
“Quality care for all of
our patients is what we
all strive for,” he said. “At
the 1st Special Operations
Medical Group, our mission
is to provide exceptional
healthcare for Air
Commandos and their
families.”
Defense funds in peril; pressure
builds on anti-tax pledge
Tom
Philpott
Worried by the “sequestration”
blade set to
fall on defense budgets
in January, Republicans
are sounding alarms with
special hearings, a flurry
of press releases and bills
that offer at least interim
solutions.
But will Republicans
also reconsider their “anti-tax
hike” pledge to the
powerful lobbyist Grover
Norquist? A rising chorus
of critics, including
some prominent Republicans,
argue they must,
and soon, if Congress is
to avoid a devastating
hit to military readiness
and America’s defense
industry.
“Grover Norquist is
wandering the earth in
his white robes saying if
you raise taxes one penny
he’ll defeat you,” former
Republican Sen. Alan
Simpson recently told
CNN. “He can’t murder
you. He can’t burn your
house. The only thing
he can do … is defeat
you for re-election. And
if that means more to
you than your country …
you shouldn’t even be in
Congress.”
Simpson co-chaired
with Erskine Bowles the
National Commission on
Fiscal Responsibility and
Reform, which like every
bipartisan examination
of the debt crisis, urged
a “balanced” solution: a
large proportion of savings
from slowing growth
in popular entitlement
programs such as Medicare
and Social Security
and a smaller portion
from raising tax revenues.
Republicans so far
have rejected any tax
increases. But their antitax
pledge to Norquist and
his group, Americans for
Tax Reform, is on a collision
course
with another
tradition
for Republicans,
protecting
defense
budgets.
Major
defense
contractors
warned
Wednesday that because
of the sequestration
threat of deep and arbitrary
cuts across all defense
programs starting
Jan. 2, they have slowed
hiring, shelved pending
contracts and could begin
laying off ten of thousands
of employees by October.
Rep. Harold “Buck”
McKeon, chairman of the
House Armed Services
Committee, called the
hearing to alert the nation
to another threat from
sequestration. But Rep.
Adam Smith of Washington,
the committee’s ranking
Democrat, reminded
McKeon and colleagues
how they got into this fix.
It was House Republicans,
he said, who
refused last summer
to raise the debt ceiling
without a deal to cut
deficit spending without
raising taxes. The result
was the Budget Control
Act. It directed a trillion
dollars in cuts over 10
years, including $487 billion
from defense. The
act, which McKeon voted
for and Smith did not,
also established a “super
committee” of Republicans
and Democrats with
extraordinary powers to
design and hustle through
Congress a second round
of cuts worth $1.5 trillion
over a decade.
The law also specified
if no deal was reached,
$1.2 trillion in “sequestration,”
or automatic
across-the-board cuts
would occur starting in
2013. The defense budget
share is about $500 billion,
or $55 billion a year over
nine years. That’s on top
of the $487 billion in cuts
already planned.
The super committee
failed. Norman Ornstein
of the conservative American
Enterprise Institute,
co-author of a best-selling
book on the current Congress,
“It’s Even Worse
Than It Looks,” largely
blames Republicans.
Senate Republican
leader Mitch McConnell
appointed “ardent
anti-tax” colleagues to the
committee so the only Republican
offer to emerge
sought trillions in tax cuts
in return for closing $300
billion of unspecified tax
loopholes. “A ridiculous
deal,” Ornstein said.
By contrast, super
committee Democrats
offered significant cuts
in the growth of entitlements
in return for tax
increases proposed by
Simpson-Bowles and by a
bipartisan group of senators
called the “Gang of
Six.” With no Republican
support, those concessions
were withdrawn,
Ornstein said.
“Republicans’ stubborn
resistance to any
increase in revenues is
the biggest reason why
sequestration is even a
possibility,” Smith said.
One Gang of Six member,
Republican Sen. Tom
Coburn of Oklahoma, all
but declared war on the
anti-tax lobbyist Sunday
with a commentary in
the New York Times titled,
“Norquist’s Phantom
Army.” Coburn argued
See pledge page 11
pledge From page 10
that Norquist and Democrats
are exaggerating the
lobbyist’s influence.
“While most Republicans
do, of course, oppose
tax increases, they are
hardly the mindless robots
Democrats say they are,”
he wrote. Norquist quickly
hit back, saying Coburn
painted a false picture of
weakening support.
Ornstein does see
growing unease among
Republicans handcuffed to
the anti-tax pledge. Sens.
Lindsey Graham, R-
S.C., and John McCain,
R-Ariz., have suggested
raising taxes to protect
defense. McKeon also did
last December, but hasn’t
since.
Claude Chafin, McKeon’s
spokesman, said the
chairman still believes the
“real driver of our debt”
is mandatory spending
not low taxes. He wants
Democrats to make a
“counteroffer” to his bill,
which would delay the effect
of sequestration for a
year by cutting the size of
the federal workforce.
“If you’re unwilling to
raise revenue, you better
be willing to make dramatic
cuts in defense,”
Smith warned in a phone
interview, because cutting
non-defense programs
alone can’t deliver enough
savings. That’s the simple
math that has driven every
study on the $17 trillion
debt toward a balanced
solution, he said.
McKeon, who has
signed the anti-tax pledge,
didn’t discuss raising taxes
to get a budget deal at
the hearing with defense
contractors. Rep. Robert
E. Andrews, D-N.J., wasn’t
as encumbered.
“It’s become an article
of almost religious faith
around here, for some
members, that any revenue
increase, at anytime,
on anyone should be taken
off the table. Who here
agrees with that proposition,”
Andrews asked.
Robert J. Stevens,
chairman and CEO of
Lockheed Martin, said his
method of addressing budget
challenges is “to put
into the recipe every possible
ingredient” to get “a
flexible array of solutions.”
Andrews reminded the
executives that to save
Social Security in the early
1980s, President Ronald
Reagan twice signed bills
that raised revenue. Republicans
“would be wise
to follow President Reagan’s
example in this time
of national emergency,” he
said.
“Oh, that we had President
Reagan,” McKeon
quipped.
