These <strong>of</strong>ficial rates for the state are much<br />

higher than those for the project areas, and<br />

the difference is probably due in part to<br />

high rates in rural areas that were not ineluded<br />

in the Investigation. Also deaths <strong>of</strong><br />

residents <strong>of</strong> other states may have been included<br />

in the <strong>of</strong>ficial figures. Birth certificates<br />

were not found for 9.5 per cent <strong>of</strong> the<br />

deceased infants included in tile Investigation<br />

in the District <strong>of</strong> Silo Paulo (Laurenti<br />

et al., 1971) and therefore the denominator<br />

<strong>of</strong> the infant death rates may be too low.<br />

The development <strong>of</strong> birth and death statistics<br />

by residence would be very beneficial<br />

for purposes <strong>of</strong> health planning. Steps to<br />

ensure registration <strong>of</strong> all births routinely<br />

are also important.<br />

The <strong>of</strong>ficial birth rate in Sfio Paulo State<br />

declined from 33.5 per 1,000 population in<br />

1961 to 26.3 in 1970, a 21-per-cent reduction<br />

in 10 years.<br />

At the present time when the birth rate<br />

in Chile is declining rapidly, analyses <strong>of</strong><br />

infant <strong>mortality</strong> are <strong>of</strong> unusual value. The<br />

birth rate for the Province <strong>of</strong> Santiago<br />

(Chile, National Health Service, Zone V,<br />

1970) as well as for the country (Chile, National<br />

Health Service, 1971) declined in the<br />

10 years 1961-1970 (Figure 36). The birth<br />

rates per 1,000 population were as follows:<br />
