2.2.1.2 Document Management<br />

Objective<br />

To demonstrate that relevant, accurate and up to date <strong>HSE</strong> documentation is readily<br />

accessible.<br />

How can this be achieved?<br />

‣ Maintaining an effective document management system.<br />

‣ Having clearly defined criteria for developing and revising documents.<br />

‣ Establishing ownership responsibilities and authorities for reviewing and issuing<br />

documents.<br />

‣ Establishing arrangements for issuing, accessing and withdrawing documents.<br />

‣ Provision of arrangements to retain obsolete documents for legal and/or knowledge<br />

preservation purposes.<br />

What in the Drilling Contractor’s Management System demonstrates assurance to internal<br />

and external stakeholders that this objective can be achieved?<br />

‣ Description of the document management system.<br />

‣ Arrangements and responsibilities for ensuring that <strong>HSE</strong> documentation is revised and<br />

updated to reflect changes in the Drilling Contractor’s organisation, systems, equipment,<br />

etc.<br />

‣ Arrangements and responsibilities for withdrawal and retention of obsolete documents.<br />

‣ Method for ensuring that all personnel are informed in a timely fashion of revised<br />

procedures applicable to their assignment.<br />

2.2.1.3 Workforce Participation<br />

Objective<br />

To demonstrate the workforce actively participates in <strong>HSE</strong> management activities, including<br />

the development, revision and review of the <strong>HSE</strong> <strong>Case</strong>.<br />

How can this be achieved?<br />

‣ Programmes that recognize and encourage the contribution of the workforce in <strong>HSE</strong><br />

management activities.<br />

What in the Drilling Contractor’s Management System demonstrates assurance to internal<br />

and external stakeholders that this objective can be achieved?<br />

‣ Statement promoting active workforce participation in <strong>HSE</strong> management and <strong>HSE</strong> <strong>Case</strong><br />

activities and recognising their contribution.<br />

‣ Arrangements for programmes that recognize the workforce’s participation and<br />

contribution to meet <strong>HSE</strong> management objectives.<br />

2.2.1.4 MODU or RIG Organisation<br />

Objective<br />

To demonstrate that there is a defined structure for managing <strong>HSE</strong> on the MODU or Rig for<br />

which roles and responsibilities are defined.<br />

How can this be achieved?<br />

‣ Developing a structure in which the Master (if applicable) or senior Marine Supervisor<br />

and the OIM work effectively together with respect to <strong>HSE</strong> risks. The Drilling Contractor<br />

determines who has overall control and responsibility for the vessel and the safety of the<br />

people onboard and who has overall control and responsibility for the management of<br />
