2.3.16 Logistics Management<br />
2.3.16.1 Personnel Tracking<br />
Objective<br />
To demonstrate there are administrative arrangements in place to control and co-ordinate the<br />
movement of people to/from the rig or MODU.<br />
How can this be achieved?<br />
‣ Maintaining an administrative capability to plan and co-ordinate the personnel<br />
movements with the MODU/rig, client, Drilling Contractor and carrier.<br />
‣ Maintaining administrative capability to record arrivals and departures of people on<br />
board (POB) and provide related information.<br />
What in the Drilling Contractor’s Management System demonstrates assurance to internal<br />
and external stakeholders that this objective can be achieved?<br />
‣ Description of the administrative arrangements for maintaining personnel movements<br />
and POB data.<br />
2.3.16.2 Helicopter Operations<br />
Objective<br />
To demonstrate that suitable arrangements are in place to ensure all helicopter operations<br />
on, or in connection with, the rig or MODU will be carried out safely and effectively.<br />
How can this be achieved?<br />
‣ Assigning qualified Helicopter Landing Officers (HLOs) to supervise and coordinate all<br />
helideck operations.<br />
‣ Ensuring that personnel are competent in Helicopter Operations prior to undertaking the<br />
HLO’s role.<br />
‣ Providing helideck procedure manuals addressing both routine and emergency<br />
helicopter operations.<br />
‣ Maintenance and Inspection of helideck and associated safety equipment.<br />
What in the Drilling Contractor’s Management System demonstrates assurance to internal<br />
and external stakeholders that this objective can be achieved?<br />
‣ Information on the helideck operation arrangements and limits.<br />
2.3.17 Hazardous and Radioactive Substances<br />
Objective<br />
To demonstrate that suitable arrangements are in place for storing, handling and using<br />
hazardous and radioactive substances.<br />
How can this be achieved?<br />
‣ Ensuring relevant Material Safety Data Sheets (MSDS) are supplied with all hazardous<br />
and radioactive substances.<br />
‣ Providing identified and dedicated storage facilities, including appropriate<br />
bunding/secondary containment for liquids.<br />
‣ Carrying out suitable risk assessments on the storage, usage and transportation of<br />
hazardous and radioactive materials to minimize potential exposure.<br />
‣ Providing a system to track and document usage and discharge of chemicals in<br />
compliance with regulatory requirements.<br />
