<strong>HSE</strong> <strong>Case</strong> <strong>Guidelines</strong> Introduction<br />
Foreword<br />
It is reassuring to see an <strong>IADC</strong> regional initiative developed into a global one which<br />
specifically addresses the requirements of Drilling Contractors and their stakeholders.<br />
The drive to improve cooperation and promote further harmonisation of legal requirements<br />
was initially provided by both industry and the coastal state regulators in North West Europe,<br />
namely the North Sea <strong>Offshore</strong> Authorities Forum (NSOAF). As a result of the excellent<br />
initial work undertaken by <strong>IADC</strong> members in this region, the benefits of the guidelines to<br />
offshore Health, Safety and Environment in the drilling industry have been acknowledged by<br />
both the North Sea <strong>Offshore</strong> Authorities Forum (NSOAF) and the International Regulators<br />
Forum (IRF). Additionally, regulatory agencies in other parts of the world have also<br />
acknowledged its benefits.<br />
Interest in the <strong>IADC</strong> <strong>HSE</strong> <strong>Case</strong> guidelines outside North West Europe has influenced the<br />
development of a global guideline specifically addressing the needs of Drilling Contractors<br />
and external stakeholders.<br />
This project was initiated following requests by <strong>IADC</strong> members operating in diverse<br />
worldwide locations to improve the cooperation amongst Drilling Contractors, oil and gas<br />
producers and coastal state regulators to further promote the harmonisation of requirements.<br />
For me personally, the <strong>IADC</strong> <strong>HSE</strong> <strong>Case</strong> Guideline for Drilling Contractors has achieved two<br />
major successes. Firstly, the guideline gives priority to addressing the requirements of<br />
Drilling Contractors, which is a first within industry. This represents a milestone and a<br />
significant contribution to improving health, safety and environmental management.<br />
Secondly, this project has brought together <strong>IADC</strong> members, oil and gas producers and<br />
regulators to share a mutual commitment to harmonise and simplify requirements. The<br />
success of this industry alliance has contributed to this being a truly global effort.<br />
It is a privilege to be associated with so many professionals in this field, who have devoted<br />
so much time and effort in achieving this guideline.<br />
