PROGRAM MANUAL<br />
Introduction<br />
The purpose of the <strong>Program</strong> <strong>Manual</strong> is to assist community colleges in following <strong>Illinois</strong> <strong>Community</strong><br />
<strong>College</strong> <strong>Board</strong> (<strong>ICCB</strong>) policies and procedures that govern community college programs.<br />
Definitions of Common Terms. Terms used in this manual are defined below.<br />
• CIP – Classification of Instructional <strong>Program</strong>s, a six-digit code developed by the National Center for<br />
Education Statistics (NCES) (with <strong>Illinois</strong>-specific modifications) to identify the subject matter of the<br />
wide range of academic, occupational, and personal enrichment instructional programs at the secondary,<br />
postsecondary, and adult education levels (see Appendix A).<br />
• Generic Course List – The composite listing of all categories of courses offered by community colleges<br />
in <strong>Illinois</strong>. Each generic course is assigned a unique PCS/CIP number which determines the funding<br />
category for an institution’s specific course.<br />
• <strong>ICCB</strong> Course Master File – The computerized listing of credit courses classified for each college. The<br />
college's credit hour claim is processed against the Course Master File.<br />
• <strong>ICCB</strong> Curriculum Master File – The computerized listing of curricula approved by the <strong>ICCB</strong> for<br />
offering at each community college in <strong>Illinois</strong>, designated by college-selected prefix and number.<br />
Student data are submitted by curriculum prefix and number and matched to the Curriculum Master File.<br />
• PCS – <strong>Program</strong> Classification System, a two-digit code for identifying both instructional programs and<br />
other functions of the college.<br />
• Syllabus – A document prepared and maintained for each course offered by the college that contains<br />
specific written objectives, description of the course, a topical outline, and method of student evaluation.<br />
• Unit Cost – The amount of money spent, both directly and indirectly, by the college to generate a single<br />
credit hour. This can be obtained from the annual <strong>ICCB</strong> Unit Cost Report.<br />
• Unit of Instruction – A curriculum consisting of a sequence of courses which, when successfully<br />
completed, earns the student an associate degree or a certificate.
