include expenditures for four services or capabilities, namely, (l)<br />

publicati<strong>on</strong> costs editing, artwork, typing, printing, distributi<strong>on</strong>;<br />

(2) travel costs attending society meetings and sp<strong>on</strong>soring symposia<br />

or clinics (like this <strong>on</strong>e) in order to "acquire" informati<strong>on</strong>; (3)<br />

library costs procurement and organizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> recorded knowledge,<br />

circulati<strong>on</strong>, reference, and literature search services; and (4) computer<br />

or data processing costs development and producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> mechanized<br />

capability to store and retrieve informati<strong>on</strong> rapidly and<br />

reliably.<br />

Obviously, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a need to c<strong>on</strong>trol literature. Effective<br />

bibliographic c<strong>on</strong>trol, toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with timely availability <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> literature,<br />

should prevent repeated reinventi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> wheel. It was over<br />

six years ago, you remember, that L. H. Flett produced <str<strong>on</strong>g>the</str<strong>on</strong>g> challenging<br />

statistics in Informati<strong>on</strong> Resources A Challenge to American<br />

Science and Technology^ that 45 per cent <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> R&D expenditure is<br />

wasted. Flett's reas<strong>on</strong> is that recorded knowledge was not effectively<br />

utilized. I have not pers<strong>on</strong>ally checked <str<strong>on</strong>g>the</str<strong>on</strong>g>se findings, but if Flett's<br />

figures are any indicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> magnitude <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> problem, it would<br />

appear that several billi<strong>on</strong> dollars are going down <str<strong>on</strong>g>the</str<strong>on</strong>g> drain annually.<br />

Bibliographic c<strong>on</strong>trol costs m<strong>on</strong>ey; such costs will be astr<strong>on</strong>omical<br />

by 1975 should we c<strong>on</strong>tinue to use <str<strong>on</strong>g>the</str<strong>on</strong>g> traditi<strong>on</strong>al methods <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

cataloging, indexing, storaging, and retrieving. These costs would<br />

even be excessive today if it were not for our practice <str<strong>on</strong>g>of</str<strong>on</strong>g> discarding<br />

certain works, thus exercising judgment not to catalog for admittedly<br />

arbitrary reas<strong>on</strong>s; <strong>on</strong>e overworked reas<strong>on</strong> which you will easily<br />

recognize rests <strong>on</strong> format, particularly that associated with <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cept<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> ephemera.<br />

We just cannot afford to go <str<strong>on</strong>g>the</str<strong>on</strong>g> route <str<strong>on</strong>g>the</str<strong>on</strong>g> rut <str<strong>on</strong>g>of</str<strong>on</strong>g> traditi<strong>on</strong>. In<br />

a very few years, <str<strong>on</strong>g>the</str<strong>on</strong>g> cost problem will have been pre-empted by<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> bigger problem <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> chaotic, accelerating, and inundating,<br />

"publish -or -perish" paper storm, wherein backlogs <str<strong>on</strong>g>of</str<strong>on</strong>g> uncataloged<br />

(bibliographically unorganized) materials will mount. Recorded<br />

knowledge could not possibly be put to effective use; unwanted duplicati<strong>on</strong><br />

will abound. It is in such an envir<strong>on</strong>ment <str<strong>on</strong>g>of</str<strong>on</strong>g> rising costs and<br />

mounting backlogs that computer technology thrives. In an automated<br />

system, backlogs normally do not accrue, and <str<strong>on</strong>g>the</str<strong>on</strong>g> items, as well as<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>ir c<strong>on</strong>tents, will be under excellent bibliographic c<strong>on</strong>trol at a cost<br />

per title much less than what can be achieved through traditi<strong>on</strong>al<br />

systems. In additi<strong>on</strong>, computer technology insists <strong>on</strong> a systems approach<br />

which inevitably identifies o<str<strong>on</strong>g>the</str<strong>on</strong>g>r technical informati<strong>on</strong> center<br />

operati<strong>on</strong>s that are amenable to mechanizati<strong>on</strong>. It has already happened<br />

in this fashi<strong>on</strong> at M<strong>on</strong>santo, where <str<strong>on</strong>g>the</str<strong>on</strong>g> semi -automated codex<br />

catalog <str<strong>on</strong>g>of</str<strong>on</strong>g> 1962 has been programmed for fully automated (computer)<br />

producti<strong>on</strong> in 1963. It is <str<strong>on</strong>g>the</str<strong>on</strong>g> system analysis approach which quite<br />

likely produced M<strong>on</strong>santo's decisi<strong>on</strong> "to integrate <str<strong>on</strong>g>the</str<strong>on</strong>g> cataloging system<br />

back to <str<strong>on</strong>g>the</str<strong>on</strong>g> purchasing step," according to Wilkins<strong>on</strong>. The fact<br />
