Sealed tenders are invited on behalf of the President of India by the Chief Engineer,<br />

<strong>GSO</strong>, Anupuram 603 127, Kancheepuram District, Tamilnadu from reputed and<br />

experienced Civil Engineering Contractors, possessing the required construction equipments<br />

and who have executed works costing not less than 80 % of Estimated cost under a single<br />

contract or two works each costing not less than 60 % of Estimated cost or three works<br />

each costing not less than 40 % of Estimated cost (at least one similar work) during past<br />

seven years and who are in the approved list of the appropriate class of Central Public Works<br />

Department, State Public Works Department, Railways, Military Engineers Services for the<br />

following works.<br />

Similar work means Tenderer who have successfully executed any of the works as mentioned<br />

below.<br />

For Sl. No: (1) – Any type of building construction works, Compound wall, Fencing work.<br />

For Sl. No: (2) & (3) – Refurbishment of buildings or any type of building construction works.<br />

For Sl. No: (4) – Subsoil Investigation work.


The security deposit at 5 % (Five percent) of the gross amount of the bill shall be deducted from<br />

each running bills of the contractor, till the sum along with the amount already deposited as<br />

earnest money will amount to security deposit of 5 % (Five percent) of the tendered value of the<br />

work. In addition, the contractor shall be required to deposit an amount equal to 5 % of the<br />

tendered and accepted value of the contract as irrevocable performance security in the<br />

prescribed form as specified in the NIT within a period of fifteen days from the date of issue of<br />

letter of intent.<br />

Tender documents can be had on written request, duly recommended by the Chief<br />

Engineer, <strong>GSO</strong> or his authorised representative on any working day from 23/07/<strong>2013</strong><br />

to 08/08/<strong>2013</strong> up to 16.00 Hrs. on all working days on payment of the cost of tender<br />

document in cash in person (this amount is not refundable) from the Pay & Accounts Officer,<br />

<strong>GSO</strong>, Kalpakkam - 603 102.<br />

Tenderer must produce the Original/Copy of documents in support of their experience,<br />

turnover, solvency, manpower, tools & Plants etc., for verification at the time of request<br />

of tender document.<br />

Tenders will be received up to 2.30 PM on 14/08/<strong>2013</strong> (or the next working day if the<br />

tender receiving date happens to be a holiday) by Chief Engineer, <strong>GSO</strong> at E&C,<br />

<strong><strong>CE</strong>D</strong>, Civil Office, Anupuram - 603 127 and will be opened at <strong>GSO</strong> Civil<br />

Office at Anupuram on the same day at 2.35 PM in the presence of attending<br />

tenderer.<br />

Contractors who fulfill the following requirements shall be eligible to apply.<br />

Joint<br />

a) The contractor approaching the department for issue of tender shall furnish a<br />

certificate from Assistant Commissioner, Commercial Tax department,<br />

Chengalpattu Assessment Circle, Chengalpattu or the respective VAT authorities to<br />

the effect that their registration under TNVAT Act 2006 or VAT Act of the relevant<br />

state is valid and in case of award of work, the same shall be kept valid till the<br />

completion of the work.<br />

b) In the case of contractors in the approved list of public works Department, Central Public<br />

Works Department or Military Engineer Services shall be required to submit the copy of<br />

evidence showing the appropriate and eligible class to which they belong. Incase of<br />

reputed contractors they are required to submit the detailed list of works carried out by<br />

them during the last seven years along with solvency certificate and the list of Plants &<br />

Machineries and manpower they posses. Statement of current commitments if any shall<br />

be furnished i.e. List of projects under execution or works to be awarded.<br />

c) Performance report of works referred in Point (a).<br />

d) PAN Certificate in the latest approved form - Details of sales tax registration including<br />

details of commercial tax office with whom they are remitting this tax.<br />

e) Should have had average annual financial turnover of minimum 30 % of estimated cost<br />

on civil works during the last three years ending previous financial year.<br />

f) Should not have incurred any loss for more than two years during the last three years<br />

ending previous financial year. Details shall be furnished duly supported by figures in<br />

balance sheet/profit & lose account for the last three (3) years duly certified by Charted<br />

Accountant as submitted by the applicant to Income tax department.


g) Should have a Solvency of minimum 40 % of estimated cost obtained from competent<br />

authorities. The Solvency certificate shall not be older than one year from the date of<br />

tender submission/opening.<br />

h) Details regarding structure and organization of the firm shall be submitted.<br />

i) Details regarding manpower possessed shall be furnished. The details of trained and<br />

certified workmen proposed to be employed at the work site of the project should also be<br />

furnished.<br />

j) Details of construction plant and equipment likely to be used for carrying out the work<br />

shall be furnished.<br />

k) Registration/Certificate of incorporation of the firm.<br />

l) Copies of original documents detailing the constitution or legal status place or regulation<br />

and principle place of business, written power of attorney of the regulatory of the bond to<br />

commit the applicants.<br />

TENDERS NOT ACCOMPANYING THE FOLLOWING ARE LIABLE TO BE SUMMARILY<br />

REJECTED<br />

A Deposit at Call receipt, Bankers Cheque or Demand Draft issued by State Bank of India or<br />

Canara Bank, payable at Kalpakkam or Indian Bank, payable at Anupuram, for the Earnest<br />

Money Deposit indicated above in favour of Pay & Accounts Officer, <strong>GSO</strong>, Kalpakkam.<br />

NOTE: Cash, Cheques & Bank Guarantee for Earnest Money Deposit will not be<br />

accepted.<br />

The tenderer shall be required to place the Earnest Money and the Tender in separate<br />

sealed envelopes marked `Earnest Money’ and `Tender’ respectively and both these<br />

envelopes shall then be placed in another sealed envelope and submitted. The envelope<br />

containing the EMD shall be opened first. If the EMD is found to be in order then only the<br />

envelope containing the tender will be opened.<br />

In case of successful tenderer, the tenderer is required to deposit an amount equal to 5 % of<br />

the tendered and accepted value of the contract as irrevocable performance guarantee in one<br />

of the following forms within a period of 15 days from the date of issue of letter of intent. i.e.<br />

Deposit at Call Receipt/Bankers Cheque /Demand Draft/Pay Order of State Bank of India or<br />

Canara Bank, payable at Kalpakkam or Indian Bank, payable at Anupuram (In case of<br />

guarantee amount is less than Rs. 1, 00,000/-) or Fixed Deposit Receipt (FDR) of a scheduled<br />

Bank or an irrevocable bank guarantee bond of any scheduled bank or the State bank of<br />

India/Canara bank/Indian bank in the prescribed form given in Annexure drawn in favour of Pay<br />

& Accounts Officer, <strong>GSO</strong>, Kalpakkam.<br />

The letter of award of work will be issued only after the above said performance guarantee in<br />

any one of the prescribed form is received and accepted failing which the Government shall<br />

without prejudice to any other right or remedy available in law, be at liberty to forfeit the earnest<br />

money absolutely.<br />

In addition to the above, the successful tenderer is required to remit security deposit amounting<br />

to 5% of the tendered value, which shall be deducted at 5% of the gross amount of the bill from<br />

each running bill, till such amount along with the sum already deposited as earnest money,<br />

shall amount to security deposit as specified above.


Tenderer shall note that tenders with any condition including that of conditional rebate shall be<br />

rejected forthwith. Bidders shall not be under a declaration of ineligibility for acceptance and<br />

fraudulent practice.<br />

Information regarding projects in hand, current litigation, orders regarding exclusion, expulsion<br />

or block entry if any to be furnished. Further details can be had from Engineer-in-Charge, E<br />

& C Section, Civil Engineering Division, <strong>GSO</strong>, Anupuram during working hours (Ph: 044-<br />

27482890).<br />

Chief Engineer, <strong>GSO</strong> on behalf of president of India does not bind himself to accept the<br />

lowest or any other tender and reserves to himself the authority to reject any or all of the<br />

tenders or to allot parts of the works to different agencies without assigning any reasons<br />

therefor. All tenders, in which any of the prescribed conditions is not fulfilled or any condition<br />

including that of conditional rebate is put forth by the tenderer, shall be summarily rejected.<br />
