In order to protect the environment, the Indonesian Government issued Act No. 23/1997 on Managing<br />

the Environment and Attendant Implementing Legal Instruments. Environmental management is not<br />

only reported to the government but also to the public in the form <strong>of</strong> corporate social responsibility. The<br />

State Ministry for the Environment assesses environmental management to measure the degree <strong>of</strong><br />

compliance with legal instruments, under the acronym PROPER. PROPER findings are announced<br />

annually to the public, creating an incentive or disincentive for the company, depending on its ranking.<br />

The performance <strong>of</strong> the company is assessed and categorized into five colour rankings as follows:<br />

Gold ranking: for a company that has succeeded in conducting good environmental<br />

management in a satisfactory manner.<br />

Green ranking: for a company that succeeds in conducting environmental management beyond<br />

legal standards.<br />

Blue ranking: for a company that succeeds in conducting environmental management in line<br />

with the basic minimum legal requirements.<br />

Blue minus ranking: for a company that attempts to carry out environmental management,<br />

though some <strong>of</strong> the attempts have not met legal requirements.<br />

Red ranking: for a company that carries out environmental management below minimum legal<br />

standards.<br />

Black ranking: for a company that has so far failed to carry out meaningful environmental<br />

management.<br />

The outcomes <strong>of</strong> compliance rankings indicate that FDI companies perform better than domestic<br />

investment companies. The following is a detailed account <strong>of</strong> the categories and compliance in the<br />

chemical industry in Cilegon City, Banten province, Indonesia.<br />

Data in Table 12 show that foreign companies in the chemical industry in 2007 generally perform well.<br />

Five chemical companies fall into the Green category, eight into the Blue category, and nine into the<br />

Blue-minus category. Two chemical companies fell into the Red category, and none fell into the Black<br />

category. In general, FDI chemical companies outperformed domestic chemical companies in<br />

environmental safety compliance in the area survey.<br />

Moreover, the ranking achieved by respondent companies shows an upward trend. Out <strong>of</strong> six companies<br />

that were observed in 2007, five fell under the Green category, with only one still in the Blue category.<br />
