CHAPTER IO: INTEGRATED PEST MANAGEMENT<br />

It is recommended that:<br />

Basinwide guidelines, outlining development goals for Integrated Pest Management<br />

programs, be established by the Parties under the Agreement and evaluated periodically<br />

by the <strong>Commission</strong> in its role of providing advice and recommendations to governments<br />

(10.0)<br />

Governments at all levels increase their resource commitment to all aspects of the<br />

development of Integrated Pest Management programs (10.0)<br />

All basin jurisdictions adopt Integrated Pest Management as their official state or<br />

provincial pest management policy, and government agencies with the responsibility for<br />

pest management implement Integrated Pest Management policies and practices and<br />

apply them to their own operations (10.0)<br />

Research on Integrated Pest Management concentrate on interdisciplinary efforts that<br />

develop options to chemical controls and reconcile the development of the agroecosystem<br />

with related concepts such as sustainable and organic agriculture, multiple<br />

cropping, conservation tillage and low input farming (10.0)<br />

A Great Lakes Strategy<br />

Long-Range Transport of Toxic Substances<br />

Radionuclides<br />

Global Climate Change<br />

CHAPTER 12: COUNCIL OF GREAT LAKES RESEARCH MANAGERS<br />

It is recommended that:<br />

A Basin-wide Vision: Great Lakes 2000 -An Ecosystem Charter for the Great Lakes<br />

The Council of Great Lakes Governors and the Premiers of Ontario and Quebec, with<br />

support from the <strong>International</strong> <strong>Joint</strong> <strong>Commission</strong>, the Great Lakes Fishery <strong>Commission</strong>,<br />

and federal agencies on both sides of the border, begin to build a broadly based public<br />

consensus for a decade “Great Lakes 2000.” This statement of purpose will define a<br />

social, economic, environmental and political vision for the region in the 21st century<br />

(12.2.1)<br />

A Vision of and for the Research Community<br />

The research community in the Great Lakes basin interact more with the community at<br />

large if it is to deal effectively with the anticipated environmental, economic, social,<br />

technical and political challenges in the 1990s and beyond (12.2.1)<br />

Accepting Global Leadership<br />

A Great Lakes - St. Lawrence Ecosystem Studies <strong>International</strong> Center/Network be<br />

established as a clearly identified research entity (12.2.2)<br />
