The author c<strong>on</strong>cludes that the migrati<strong>on</strong>-and-development paradigm, when linked<br />

with the migrati<strong>on</strong> dialogues that are within or close to the RECs and similar regi<strong>on</strong>al<br />

bodies, has the greatest potential to spawn formal regi<strong>on</strong>al agreements <strong>on</strong> migrati<strong>on</strong>,<br />

which may form the building blocks for a de facto global approach to migrati<strong>on</strong><br />

governance. The increasingly close linkages of some RCPs with their sister or parent<br />

regi<strong>on</strong>al ec<strong>on</strong>omic and development bodies are especially significant, in that the<br />

potential to move from de facto to de jure policy coherence in migrati<strong>on</strong> governance<br />

is particularly str<strong>on</strong>g in the linkage of migrati<strong>on</strong> with regi<strong>on</strong>al ec<strong>on</strong>omic development<br />

agendas centered <strong>on</strong> trade and the comm<strong>on</strong> use of regi<strong>on</strong>al human resources.<br />

This point reinforces the importance of viewing RCPs more broadly, and including<br />

in the RCP category those dialogues that may be quite closely linked with their sister<br />

or parent REC, or similar regi<strong>on</strong>al ec<strong>on</strong>omic or development body.<br />

However, the report also clearly notes that the impact of RCPs and IRFs cannot be<br />

fairly judged by their ability to c<strong>on</strong>tribute to the creati<strong>on</strong> of global or even regi<strong>on</strong>al<br />

formal agreements <strong>on</strong> migrati<strong>on</strong>, as this is not the missi<strong>on</strong> or ambiti<strong>on</strong> of most of these<br />

processes and forums. Furthermore, there is no internati<strong>on</strong>al c<strong>on</strong>sensus that such an<br />

agreement is needed at the global level. The author c<strong>on</strong>cludes that the de facto policy<br />

coherence that is developing am<strong>on</strong>g countries that are part of well-functi<strong>on</strong>ing RCPs<br />

and IRFs is the main achievement of these mechanisms and the primary driver of<br />

increased global coherence in migrati<strong>on</strong> governance.<br />

The report also c<strong>on</strong>cludes that internati<strong>on</strong>al or even regi<strong>on</strong>al governance of<br />

migrati<strong>on</strong> is a c<strong>on</strong>cept whose time has not yet come in most areas of the world, when<br />

c<strong>on</strong>sidered in the formal sense of core comm<strong>on</strong> policies and practices set in place<br />

through binding treaties or similar inter-<str<strong>on</strong>g>State</str<strong>on</strong>g> instruments. However, at least at the<br />

regi<strong>on</strong>al level, its time may be approaching.<br />

While it is sensible to look for indicators of progress toward global migrati<strong>on</strong><br />

governance in the area of formal regi<strong>on</strong>al, interregi<strong>on</strong>al and global agreements <strong>on</strong><br />

migrati<strong>on</strong>, the report also notes that governance does not comprise <strong>on</strong>ly of a treaty or<br />

other formal legal basis. Governance can also be defined by and c<strong>on</strong>stitute c<strong>on</strong>sistent<br />

practical cooperati<strong>on</strong> that is engendered to enact the intent of a less-formal agreement<br />

or fill an apparent vacuum created by the lack of a broad multilateral agreement or<br />

treaty. Here, in particular, regi<strong>on</strong>al migrati<strong>on</strong> processes and forums c<strong>on</strong>tinue to lead<br />

the way.<br />

As migrati<strong>on</strong> governance is, and will c<strong>on</strong>tinue to be, an evolving landscape,<br />

there is value in having a regular comprehensive review that covers all the regi<strong>on</strong>al<br />

and interregi<strong>on</strong>al processes and forums, the main bilateral influences and the global<br />
