3.3.2 South American C<strong>on</strong>ference <strong>on</strong> Migrati<strong>on</strong>, RCP<br />

Background<br />

The 1999 South American Meeting <strong>on</strong> Migrati<strong>on</strong>, Integrati<strong>on</strong> and Development, 18<br />

held in Peru, resulted in an agreement to establish c<strong>on</strong>tinuous c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong><br />

migrati<strong>on</strong> am<strong>on</strong>g South American countries. The following year, the first Annual<br />

South American C<strong>on</strong>ference <strong>on</strong> Migrati<strong>on</strong> was held in Argentina. South American<br />

C<strong>on</strong>ference <strong>on</strong> Migrati<strong>on</strong> (SACM) has since proceeded with an Annual C<strong>on</strong>ference,<br />

various preparatory and technical meetings and the enactment of derivative projects<br />

to inform and, at times, implement SACM-vetted priorities.<br />

The membership profile of SACM mirrors exactly that of UNASUR, which<br />

is the intergovernmental uni<strong>on</strong> for the broad regi<strong>on</strong>. UNASUR integrates the two<br />

existing customs uni<strong>on</strong>s in that regi<strong>on</strong>, namely, the Comm<strong>on</strong> Market of the South<br />

(MERCOSUR) and the Andean Community of Nati<strong>on</strong>s (CAN), and also includes<br />

Chile, Guyana and Suriname. 19<br />

The themes of SAMC include the following: rights of migrants, integrati<strong>on</strong> of<br />

migrants in their host countries/communities, migrati<strong>on</strong> and development, diasporas,<br />

informati<strong>on</strong> exchange, migrati<strong>on</strong> statistics, human trafficking and migrant smuggling.<br />

The current priorities of SACM include the following:<br />

• Ensuring respect for the human rights of migrants regardless of their status<br />

(rejecti<strong>on</strong> of the criminalizati<strong>on</strong> of irregular status);<br />

• Promoting the discourse <strong>on</strong> migrati<strong>on</strong> in relati<strong>on</strong> to development;<br />

• Strengthening dialogue and political coordinati<strong>on</strong> am<strong>on</strong>g <str<strong>on</strong>g>State</str<strong>on</strong>g>s;<br />

• Highlighting the value of c<strong>on</strong>tributi<strong>on</strong>s made by migrants to development in<br />

countries of destinati<strong>on</strong>;<br />

• Highlighting the significance of migrants' c<strong>on</strong>tributi<strong>on</strong>s to the welfare and<br />

cultural enrichment of societies in countries of origin;<br />

• Promoting the participati<strong>on</strong> of representatives from civil society in the<br />

formulati<strong>on</strong>, implementati<strong>on</strong> and evaluati<strong>on</strong> of programmes <strong>on</strong> migrati<strong>on</strong><br />

matters.<br />

Recent meetings and evoluti<strong>on</strong> of the agenda<br />

SACM approved, at its Tenth Meeting in Cochabamba, Bolivia in October 2010,<br />

its Declarati<strong>on</strong> of Migrati<strong>on</strong> Principles and Guidelines, which is intended to help<br />

governments in the establishment and development of migrati<strong>on</strong> policies. Furthermore,<br />

at this same meeting the South American Plan for the Human Development of Migrants<br />

(SAPHDM) was adopted. 20 SAPHDM, as an acti<strong>on</strong> and policy model, promotes a<br />

comprehensive approach towards migrati<strong>on</strong>. It addresses issues such as respect for<br />
