9.3.4 This operational <strong>plan</strong> calls <strong>for</strong> significant additional investments to<br />

improve the capacity <strong>and</strong> capabilities of the national health <strong>care</strong><br />

system, in particular the strengthening of human resource capacity,<br />

<strong>and</strong> providing incentives to recruit <strong>and</strong> retain health professionals in<br />

historically underserved areas.<br />

9.3.5 Comprehensive <strong>care</strong> <strong>and</strong> treatment <strong>for</strong> <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong> needs to be<br />

delivered in an integrated fashion within a coherent overarching<br />

public health policy framework <strong>for</strong> the provision of basic social<br />

services as part of the continuum of <strong>care</strong>.<br />

9.3.6 More than half of the total expenditures envisaged in this <strong>plan</strong> will<br />

go toward strengthening the national health system, emphasizing<br />

prevention <strong>and</strong> promoting healthy lifestyles. These funds will allow<br />

not only <strong>for</strong> the delivery of <strong>comprehensive</strong> <strong>care</strong> <strong>and</strong> treatment <strong>for</strong><br />

those infected with <strong>HIV</strong>, but will also improve the overall<br />

capabilities of the health system.<br />

9.4 Rein<strong>for</strong>cing the Key Government Strategy of Prevention<br />

9.4.1 In the absence of a cure <strong>for</strong> <strong>AIDS</strong>, prevention remains the<br />

cornerstone of the country’s response to <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong>. The<br />

current range of prevention strategies includes provision of barrier<br />

methods, voluntary counselling <strong>and</strong> <strong>HIV</strong> testing, prevention of<br />

mother-to-child-transmission (PMTCT), post-exposure prophylaxis<br />

(PEP), syndromic management of STIs, TB management, <strong>and</strong> a<br />

large <strong>and</strong> sustained in<strong>for</strong>mation, education <strong>and</strong> communication<br />

campaign. Some of these strategies are critical entry points <strong>for</strong> <strong>care</strong><br />

<strong>and</strong> treatment interventions.<br />
