102. It proposes a significant expansion in specific capabilities to per<strong>for</strong>m the CD4 <strong>and</strong><br />

viral load tests that are essential <strong>for</strong> high quality <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong> <strong>care</strong> <strong>and</strong> treatment.<br />

103. The <strong>plan</strong> also envisages improved efficiency <strong>and</strong> improvements in procurement<br />

mechanisms that should lead to significantly lower prices <strong>for</strong> these laboratory tests.<br />

These material improvements in the laboratory infrastructure as well as the<br />

efficiency gains will benefit the total public health system.<br />

CHAPTER X – SOCIAL MOBILIZATION AND COMMUNICATION<br />

104. This chapter proposes the implementation of a <strong>comprehensive</strong> communications <strong>and</strong><br />

community mobilisation programme to ensure that administrators of all relevant<br />

government programmes, health <strong>care</strong> providers, people living with <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong><br />

<strong>and</strong> their families, <strong>and</strong> <strong>care</strong>givers, are fully knowledgeable about all key provisions<br />

<strong>and</strong> requirements of this <strong>plan</strong>, as well as their respective roles <strong>and</strong> responsibilities.<br />

105. The communications <strong>plan</strong> also focuses on educating people who will be initiating<br />

antiretroviral drugs <strong>and</strong> their families on what to expect from the treatment <strong>and</strong><br />

what they must do to make it successful. Finally, <strong>and</strong> of equal importance, the<br />

<strong>plan</strong> integrates prevention messages into programme communications. The <strong>plan</strong><br />

also proposes significant investments in community support programmes <strong>for</strong> those<br />

being treated <strong>for</strong> <strong>AIDS</strong>.<br />

106. Experience in other countries demonstrates that these programmes play an<br />

essential role in promoting proper use of drugs <strong>and</strong> in assisting people to overcome<br />

the difficulties associated with treatment, particularly in early stages.<br />

107. The Government Communication <strong>and</strong> In<strong>for</strong>mation System (GCIS) will be an<br />

important partner in the implementation of this communication <strong>and</strong> community<br />

mobilisation strategy <strong>and</strong> <strong>plan</strong>.<br />

108. The media is another important partner in this initiative as it has the potential to<br />

communicate a message of hope to the nation <strong>and</strong> to keep the public in<strong>for</strong>med<br />
