elements in a containment strategy include the prudent use of<br />

antimicrobial agents, educational intervention, integrated<br />

surveillance <strong>and</strong> monitoring systems in all areas as well as good<br />

infection control practice. In addition, risk assessment <strong>and</strong><br />

management strategies within a regulatory framework play an<br />

important role in containing antimicrobial resistance.<br />

9.13 Local <strong>and</strong> Regional Integration<br />

9.13.1 The programme will be implemented in a manner that promotes <strong>and</strong><br />

strengthens cooperation among government departments <strong>and</strong> all<br />

spheres of government. It will also pursue collaboration <strong>and</strong><br />

harmonisation of strategies within the Region in line with the<br />

SADC <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong> Strategic Framework <strong>and</strong> Programme of<br />

Action 2003 – 2007.<br />

THE PLAN<br />

10. The <strong>plan</strong> aims to accomplish two interrelated goals, namely:<br />

10.1 To provide <strong>comprehensive</strong> <strong>care</strong> <strong>and</strong> treatment <strong>for</strong> people living with <strong>HIV</strong><br />

<strong>and</strong> <strong>AIDS</strong>; <strong>and</strong><br />

10.2 To facilitate the strengthening of the national health system in South<br />

Africa.<br />

11. The following timelines are targeted:<br />

11.1 The goal of the Comprehensive <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong> Care <strong>and</strong> Treatment<br />

Programme is to establish a minimum of one service point in every health<br />

district (District Council or Metropolitan Council) in South Africa by the<br />

end of the first year of implementation.<br />
