progressed to a stage at which these drugs become necessary?<br />

119.2 What are the best approaches to prevent new infections with <strong>HIV</strong>?<br />

119.3 What are the best interventions to extend the period during which <strong>HIV</strong>infected<br />

people can be maintained without antiretroviral drugs?<br />

CHAPTER XV – PROGRAMME MANAGEMENT<br />

120. The <strong>plan</strong> proposes an integrated structure <strong>for</strong> managing <strong>and</strong> coordinating<br />

programme implementation. The following principles will guide the management<br />

of this programme.<br />

120.1 Though it will involve a significant increase in health spending, this<br />

programme will not create a parallel health system in the country. It will be<br />

integrated into the existing management of the national health system.<br />

120.2 The programme will be integrated closely with the existing health<br />

programmes across a broad spectrum. In particular, this <strong>comprehensive</strong><br />

<strong>care</strong> <strong>and</strong> treatment programme must integrate with prevention <strong>and</strong><br />

education programmes.<br />

120.3 The programme will be coordinated within a national framework to ensure<br />

uni<strong>for</strong>m quality, an equitable implementation <strong>and</strong> efficiencies that can<br />

come with scale of operation. However, provinces <strong>and</strong> health districts will<br />

be responsible <strong>for</strong> on-the-ground implementation.<br />

120.4 Programme managers will harness, where appropriate, additional skills to<br />

enhance the effectiveness of the programme’s management.<br />

121. The national Department of Health will provide assistance to provinces as required<br />

to ensure the effective implementation of the programme.<br />
