2. l(J hold open hearings on advanced energy and propulsion systems, relating to<br />

extraterrestrial phenomena that, when publicly released, will provide solutions to glohal<br />

environmental challenges. <strong>The</strong>se technologies which may now be sequestered behind the<br />

National Security Act.<br />

To date the Ministry of Defence knows of no evidence which substantiates the existence or<br />

otherwise ofextraterrestriallifeforms. We are therefore unable to comment on 'advanced energy<br />

and propulsion systems' which we do not know exist.<br />

3. lrJ enact legislation which will ban all spaced-based weapons, and to enact and<br />

implement inlernational treaty and legal standards prohibiting the weaponisation of space.<br />

<strong>The</strong> United Kingdom' s position on the military use of space is clear. <strong>The</strong> Outer Space Treaty<br />

places some important limitations on military activity in space, prohibiting the deployment of<br />

weapons of mass destruction and military activity on the moon and other celestial bodies. But we<br />

do not wish to see a general prohibition on the military use of space. For example, the 1998<br />

Strategic Defence Review confirmed a continuing need for secure satellite communications for<br />

the armed forces . We recognise, however, there are issues that countries wish to discuss on space<br />

and we support the further consideration of Outer Space by the Conference on Disarmament in<br />

Geneva to identify whether there are substantive issues on which further work could be done.<br />

4. To enact comprehensive legislation to research, develop and explore space<br />

peacefully and co-operatively with all cultures on Earth and in space.<br />

I have explained above our position on the military use of space. While we remain open minded,<br />

we know of no evidence to substantiate the existence of extraterrestriallifeforms and therefore are<br />

unable to comment on our future co-operation with these alleged beings.<br />

Finally, I must say that the MOD has no expertise or role in respect of the existence or othen.vise<br />

of extraterrestriallifeforms. We are aware that many people have claimed to have experienced<br />

various phenomena and we remain open-minded.<br />
