Chairman of the Board<br />
During <strong>2011</strong>, the Foundation was immersed in issues<br />
concerning water. That’s appropriate, considering we live in Louisiana, where the<br />
differences between land and water are not always distinct.<br />
First, there was the $100 million granted to us by BP in 2010 for helping deepwater rig workers<br />
following the oil spill disaster. The Foundation paid out two rounds of grants to rig workers<br />
and those who supported the drillers, with about $80 million remaining in a fund to benefit<br />
the Gulf Coast.<br />
After assisting those deepwater rig workers impacted by the moratorium, we discovered what<br />
the oil industry already knew. Oil companies valued their skilled workers, retaining them to<br />
improve the rigs during the drilling halt. What’s especially encouraging is that 80% of these<br />
prized employees are Louisiana residents.<br />
Under terms of the act of donation, what’s left of the money is being granted to nonprofits that<br />
are working to benefit the people, wildlife and ecology of the Gulf Coast.<br />
The BP oil spill was an abrupt and unexpected blow for the region, and recovery is ongoing. But<br />
there is a larger, more ominous threat to our precious coastlands that we must confront. Rising<br />
seas and subsiding land, both in Louisiana and in other river deltas, are causing the loss of entire<br />
coastal communities. The persistent erosion of our coastline may not be a sudden, shocking<br />
disaster like the oil spill, but its consequences are ultimately far more devastating, displacing not<br />
only our neighbors but eventually requiring billions upon billions of dollars in infrastructure.<br />
In December of <strong>2011</strong>, we culminated nearly two years of work by convening the first official<br />
meeting of The Water Institute of the Gulf—a research resource that we believe will emerge as<br />
a leading world authority for the science and solutions of managing deltaic areas threatened by<br />
rising waters and subsiding land.<br />
One of our most ambitious civic leadership projects, The Water Institute has begun its work in<br />
2012. Our economist friends tell us that the Institute could spin off thousands of related jobs<br />
over the next 10 to 20 years. What’s more, Louisiana can proudly show the world that it is home<br />
to this forward-thinking knowledge enterprise.<br />
The Foundation’s staff couldn’t do this work—and the other efforts detailed within this annual<br />
report—without our fund donors and members. As you may know, fund donors provide most<br />
of the funding for grants. Meanwhile, members are our advocates and underwriters for civic<br />
leadership initiatives, such as The Water Institute.<br />
Looking back on <strong>2011</strong>, we expressedly thank our fund donors and members. Because of you,<br />
more than 1.5 million people living across South Louisiana are able to overcome the challenges<br />
that confront their communities—making each year a little better than the one before.<br />

Tribute to John W. Barton Sr. by John G. Davies, Baton Rouge<br />
Area Foundation CEO and President.—Annual Meeting, March 21, 2012<br />
In March 2012, John Walton Barton Sr. died shortly after his 95th birthday. His life was a<br />
model for others. It was a rich, rewarding and meaningful life.<br />
Much has been said about Mr. Barton and his extraordinary and varied contributions to the<br />
region.<br />
Yes, he was the father of modern Baton Rouge and he stewarded our region to this exciting and<br />
promising point of our evolution.<br />
Yes, he was an outdoorsman extraordinaire who played a major role in bringing back the wild<br />
turkey populations throughout the country.<br />
Yes, he built a successful company in our community that brought him recognition as an astute<br />
businessman.<br />
Yes, he held precious, above all, his children, grandchildren and great grandchildren.<br />
And yes, he founded or shaped virtually every important notprofit organization to have served<br />
our community in the last 50 years.<br />
What a life. What a rich life.<br />
But there are two points I would like to make tonight about our founder.<br />
People puzzle over the concoction of qualities in John W. Barton Sr. that allowed him to have<br />
a broad and deep impact. Was it his compassion for his fellow man? Was it his abiding love<br />
for the region of South Louisiana? Was it his significant business acumen? Was it his deep<br />
understanding of human nature? Or was it his twinkling eyes and magnetic charm?<br />
It was probably all of the above.<br />
What I can affirm is that a singular quality of Mr. Barton was that he connected with people at<br />
a level that led each individual to believe that she or he had a very special bond to him. There are<br />
hundreds of people who believe that their relationship with this remarkable man was profound<br />
and unique.<br />
And it was.<br />
It is this magical quality of connectivity to people at a very human level that helped Mr. Barton<br />
move our community progressively forward to be increasingly a better community. All of us<br />
wanted to embrace his vision, his passions.<br />
Secondly, Mr. Barton represents the end of an era to many of us. He was the last surviving of our<br />
11 founders; 12 if you properly include his wife, Scott Duchein Barton. That era of ladies and<br />
gentlemen—of true ladies and gentlemen—who shaped the community we now live in is gone.<br />
The mantle has been passed to those of us 50 and older who inherit the significant responsibility<br />
to mentor the next generations and to pass on as great a number of achievements as Mr. Barton’s<br />
generation passed on to us.<br />

MISSON<br />
The Baton Rouge Area Foundation unites human and financial resources to enhance the quality<br />
of life in South Louisiana.<br />
We are a community foundation, a nonprofit that pursues its mission in two ways.<br />
1. We are intermediaries between philanthropists and the causes they seek to support. Generous<br />
donors open charitable funds with us; to help them promote their causes, we provide them with<br />
knowledge about local needs and opportunities. We also manage the funds and the paperwork,<br />
making their philanthropy effortless, effective and enduring. Our donors have granted hundreds<br />
of millions of dollars to nonprofits over nearly five decades.<br />
2. Our civic leadership staff takes on essential projects, which we believe will fundamentally alter<br />
the direction of South Louisiana in good ways. Among our largest ongoing initiatives was creating<br />
The Water Institute of the Gulf, which aims to become a global leader among scientific resources,<br />
providing intelligence to combat rising seas and land loss. You have seen some of our other civic<br />
leadership projects: downtown and inner-city redevelopment, education reform, health care<br />
reform, and urban planning in Baton Rouge and across Louisiana.<br />

The Foundation is governed by up to 15 directors who are elected by members to three-year terms.<br />
Directors may serve two consecutive terms. The immediate past Board Chair serves as a member<br />

Who we serve<br />
The Foundation and our affiliates, the Northshore Community Foundation and the<br />
Community Foundation of Southwest Louisiana, serve more than 3.5 million people who<br />
reside across South Louisiana. But our efforts don’t end at those borders.<br />

Assets<br />
The Finance Committee and the Investment Subcommittee oversee the Foundation’s stock<br />
and bond investments, which are managed by Goldman Sachs and JP Morgan. The list of<br />
committee members is on page 27.<br />
The Foundation’s assets include real estate held by the Wilbur Marvin Foundation, a<br />
supporting nonprofit. The Wilbur Marvin Foundation is overseen by a board, which is listed<br />
along with other supporting organization boards on page 28. Assets of the Wilbur Marvin<br />
Foundation include shopping centers and other real estate in Louisiana, Puerto Rico and<br />
North Carolina. In Baton Rouge, the Wilbur Marvin Foundation owns retail centers,<br />
including Acadian Village on Perkins Road. Real estate is largely managed and developed by<br />
Commercial Properties Realty Trust.<br />
The Foundation has also invested in venture capital funds that provide seed and growth capital<br />
to promising Louisiana companies—a means to improve the economic prospects of the state.<br />

<strong>2011</strong> quick review<br />
Enhancements to the Shaw Center, which includes the<br />
Manship Theatre, were initiated. Among the upgrades, the<br />
Manship, an asset of the Foundation, will have a marquee<br />
entrance for the Hartley/Vey Studio on North Boulevard.<br />
Construction begins in spring 2012. | Victor Lavalle won the<br />
fourth annual Ernest J. Gaines Award for Literary Excellence.<br />
Foundation donors established the prize to honor Mr. Gaines, a<br />
world-renowned author, and to support rising African American<br />
writers. | Created by the Foundation and city government, the<br />
EBR Redevelopment Authority entered its second full year<br />
with a flurry of activity. The Authority issued neighborhood<br />
improvement plans, granted New Market Tax Credits to<br />
projects in underserved and rural areas, and invested with<br />
businesses in façade improvements. | The Hilton Baton Rouge,<br />
an asset of the Wilbur Marvin Foundation, celebrated its fifth<br />
year and opened the first Viking Cooking School Outdoors in<br />
the nation. Refurbished with a mix of equity, bank financing<br />
and tax credits, the hotel has been integral in downtown’s<br />
recovery. | Real estate assets of the Foundation and its<br />
support organizations improved in <strong>2011</strong>, letting us pursue<br />
the mission of developing property for the greater good. | The<br />
Northshore Community Foundation, an affiliate, unveiled<br />
a plan to build a town center in Mandeville. | A performing<br />
arts convention selected Baton Rouge, largely because of a<br />
blossoming downtown. Downtown has been revitalized by<br />
following a blueprint paid for by the Foundation 11 years ago.<br />

civic leadership initiatives<br />
Our civic leadership initiatives are intended to steer<br />
communities toward solutions for primary problems. These projects are undertaken by<br />
our civic leadership staff, with John Davies, our CEO, in charge of short-term efforts of less<br />
than a year, and John Spain, our executive vice president, leading initiatives that can take years<br />
to complete. But before the Foundation commits to a project, a case for it must be made to our<br />
civic leadership committee, whose members are listed on page 27.<br />
Our endeavors in civic leadership have produced substantial results, including the creation<br />
of the East Baton Rouge Redevelopment Authority, which has moved quickly to assist in the<br />
rebirth of neglected neighborhoods. We are now working with school officials on educational<br />
reforms, and we have engaged health care leaders in an effort to establish an economic corridor<br />
based on their services. Listed below are select civic leadership projects that were begun or<br />
advanced in <strong>2011</strong>.<br />
the water institute of the gulf<br />
All along our coastline are storm-tossed houses, tilting on their<br />
stilts, and abandoned homesteads where the water has crept in under them. They are the<br />
evidence of invisible but powerful forces working to wash away Louisiana’s coastlands and<br />
the communities that inhabit them. We believe that The Water Institute of the Gulf will be<br />
a convincing response to the problem of eroding marshes, rising seas and a changing climate.<br />
With government and university leaders, the Institute began to operate late last year, first<br />
defining its work as scientific research to inform public policy, then hiring an interim director<br />
and working to secure steady funding sources. As a stand-alone nonprofit, the Institute could<br />
one day employ hundreds of researchers and anchor Louisiana’s reputation as a leader in<br />
scientific solutions to the problem of eroding coasts around the globe.<br />

smiley heights<br />
Redevelopment requires patience and persistence. Smiley Heights<br />
began as a Foundation project following Hurricane Katrina. It was intended to provide a<br />
community for East Baton Rouge’s rapidly growing population. But it fizzled because the<br />
federal government didn’t come through with financing. Nearly six years after the storm,<br />
the smoldering idea for Smiley Heights was rekindled, this time with education facilities<br />
envisioned as anchors for the community. Located on 200 acres surrounding North<br />
Ardenwood Drive, and bordered by North Lobdell Boulevard and Greenwell Springs Road,<br />
the neighborhood will feature a career high school operated by EBR Schools and a proposed<br />
automotive training center, all surrounded by mixed-income homes. Greenspaces and shops<br />
will also be an integral part of the community. The Smiley Heights neighborhood is one of<br />
the visionary undertakings of the East Baton Rouge Redevelopment Authority, which was<br />
also formed with the Foundation’s assistance. In <strong>2011</strong>, the Authority secured funding for the<br />
project and signed contracts to buy the land that will become Smiley Heights.<br />

companion animal alliance<br />
Among the Foundation’s projects was the collaboration with<br />
animal advocates in forming the Companion Animal Alliance. The CAA is an<br />
independent nonprofit that is dedicated to humane alternatives to euthanasia for the problem<br />
of unwanted dogs and cats. The CAA took over management of the EBR Animal Shelter in<br />
mid-<strong>2011</strong>. Within just three months, the percentage of dogs and cats saved from certain death<br />
more than tripled, from 20% to 66%. In cooperation with Yelp BR!, Project Purr and Friends<br />
of the Animals, CAA has found homes for thousands of adoptable companion animals. The<br />
Alliance has set a goal of saving 90% of the animals that come through the doors of the shelter.<br />
In light of what they’ve done already, that goal no longer seems audacious; it is now within<br />
reach.<br />

old south baton rouge<br />
The collection of neighborhoods stretching between<br />
downtown and LSU is known as Old South Baton Rouge. Despite its prime location,<br />
the community is a patchwork of poverty and decay, resulting from the flight of middle-class<br />
African American residents searching for better opportunities in the suburbs and in larger<br />
cities. But, recently, the outmigration has been reversed, and the neighborhoods have seen a<br />
small surge in growth. Repopulation has mostly been on the edges of Old South Baton Rouge,<br />
where there is an economic base comprised of LSU students and staff. But now adventurous<br />
developers are beginning to build houses deep within the community. What’s driving the<br />
rebirth of these neighborhoods? In part, it is the Foundation’s framework for revival, which<br />
was written by urban planners and residents, working together, in 2006. Since then, the<br />
Foundation, the East Baton Rouge Redevelopment Authority and the Center for Planning<br />
Excellence have provided resources to rebuild Old South Baton Rouge. From this have come<br />
the stirrings of new life: homes are being fixed up, community gardens are being planted, the<br />
Lincoln Theater is being reimagined as a cultural resource, residents are receiving job training<br />
and gathering places are being improved. In the battle against blight, there is still much to do<br />
before victory can be declared there. But, rather than being a place that people seek to escape,<br />
Old South Baton Rouge is once again becoming a place that people want to call home, as it was<br />
for so many generations before.<br />

futureBR<br />
Traffic in the parish is a tangled mess. Streets don’t connect,<br />
main thoroughfares are heavily congested, and at rush hour everything comes to a standstill.<br />
FutureBR is a way out. With ideas and input from residents, Fregonese Associates has created<br />
a new comprehensive plan for the parish. It’s called FutureBR. Think of it as a blueprint for<br />
growth over the next three decades. That includes repairing the broken street grid, turning<br />
select thoroughfares into destinations and aligning medical centers along Essen Lane and<br />
Bluebonnet Boulevard into a crucial health care corridor. The Foundation provided money<br />
to review the previous comprehensive plan, which ultimately led to the creation of FutureBR.<br />
Parish government adopted the new plan in 2010, and Mayor Kip Holden was set to hire a<br />
cabinet-level person to implement it. If we follow the plan, the city will function much better<br />
in the coming years, and, among other great benefits, that means fewer traffic jams.<br />

citystats survey<br />
Is Baton Rouge really divided into four sectors with<br />
competing interests—North Baton Rouge, South Baton Rouge, Southeast Baton<br />
Rouge, and Baker/Central/Zachary? Or do the people who live in these areas, in fact, share<br />
a common vision for the future of Baton Rouge? In fall <strong>2011</strong>, a CityStats survey found the<br />
answer. Studying those four regions of the parish, the survey sample was deep enough to<br />
draw some surprising conclusions. For example, there was unexpected agreement among<br />
the majority in wanting government to spend the same amount of money—or more—on<br />
downtown over the next decade. Respondents also told us what they would support with taxes,<br />
providing clear policy directions for elected leaders. The entire survey is available at<br />

Excellence in Nonprofit Management Award<br />
In each of the past 11 years, the Foundation has honored people<br />
working at the region’s nonprofits. Our fund donors nominate people for the John. W. Barton<br />
Sr. Excellence in Nonprofit Management Award, which is named after Mr. Barton, among<br />
the founders of our community foundation. Past chairs of the Foundation choose winners<br />
from the nominated list, and awards are bestowed upon the selected at the annual meeting in<br />
March. Each receives $10,000 with the requirement that they spend it on themselves.<br />
The Barton Award winners for 2012<br />
Michael Manning, president and CEO of the Greater Baton Rouge Food Bank. Food<br />
distribution has grown by nearly 60% since Manning was chosen in 2004 to run the nonprofit.<br />
Most recently, his organization raised more than $10 million to retrofit a donated warehouse<br />
that will improve efficiency while expanding reach, such as permitting the repackaging of bulk<br />
orders into sizes fit for families.<br />
Keith Ouchley, executive director of The Nature Conservancy of Louisiana. Under<br />
Ouchley, the Conservancy has preserved thousands of acres of land in the state. In Morehouse<br />
Parish, the Conservancy also has removed levees to reconnect the Ouachita River with a 25-<br />
acre plain, hoping that the experiment produces new forest land while reducing nutrients that<br />
flow into the Gulf of Mexico to create a dead zone.<br />
Michael Tipton, executive director of Teach for America for five years. Tipton joined<br />
TFA as a corps member and zoomed up the ranks. When hired, he was the second youngest<br />
executive director. Under his leadership, local funding support has grown from $600,000 to<br />
$2.5 million. He wants to expand TFA here by 33% to 200 teachers in the next two years.<br />

gifts and grants<br />
Donors come to us with a desire to change the world, and we<br />
make it easier for them. The Foundation is here to help them give their neighbors<br />
a chance to prosper. With a minimum of $10,000, philanthropists can open charitable<br />
funds—a donor account for doing good. Donor Advised Funds and Corporate Advised<br />
Funds are the most popular, comprising more than 40% of all funds at the Foundation. They<br />
allow the donor to recommend grants to nonprofits, which are voted on by the Foundation<br />
board, as required by the IRS. To donors, we also offer: 1) Designated Beneficiary Funds,<br />
which automatically give to a nonprofit of their choice; 2) Field of Interest Funds, which are<br />
dedicated to a particular area of concern, such as education or the arts; and 3) Scholarships<br />
to cover tuition and education expenses. The Foundation’s Donor Services department works<br />
with donors to open and then oversee charitable accounts, while the Partnership Relations<br />
department provides information about nonprofits.<br />
Food bank<br />
Our donors provided millions to help the Greater Baton Rouge Food Bank reach an ambitious<br />
goal: $12.1 million to retrofit a warehouse to expand its facilities. The 174,000-square-foot<br />
warehouse was donated by Albert Fraenkel and his family through the Foundation at a<br />
value of $2.2 million. Facing a ticking clock, the Food Bank raised $10.5 million, including<br />
the value of the warehouse, to secure a challenge grant of $1.2 million from the Kresghe<br />
Foundation. The Food Bank expects to be in its warehouse later this year. Among other<br />
things, the facility will let the nonprofit repackage bulk food in a “clean room” to sizes fit<br />
for families and buy larger amounts at lower prices and divide the purchases with other food<br />
pantries for the hungry. (In <strong>2011</strong>, the Foundation and our donors granted $293,580 to the<br />
Food Bank.)<br />
Opening Doors<br />
Innovations coupled with an understanding of community needs is the trademark of Opening<br />
Doors, a nonprofit that was born from St. John’s United Methodist Church to serve children<br />
in the dangerous Gardere Lane neighborhoods. Opening Doors, for instance, offers points to<br />
parents who support their children at the Charlie Thomas Head Start program. That program<br />
has grown to more than 120 children in <strong>2011</strong> from 19 when it began in 2002. In December,<br />
parents trade their points for clothes and toys on their children’s wish lists. Another program<br />
offers a party as an incentive for middle school children to take the LEAP tests, while summer<br />
camps ensure that children are prepared for the upcoming school year. (The Powell Group<br />
Fund at the Foundation granted $2,000 to Opening Doors in <strong>2011</strong>.)<br />

Alzheimer’s Services<br />
Alzheimer’s Services of the Capital Area teamed with other nonprofits<br />
to care for lesbians, gays, bisexuals and transgenders, who sometimes<br />
have been abandoned by family members or have weak family structures.<br />
ASCA also created Memory Café in <strong>2011</strong> for group counseling of people<br />
with early onset Alzheimer’s. (Grants by Credit Bureau of Baton Rouge,<br />
a supporting organization of the Foundation, to this organization was<br />
$12,442. In total, the Credit Bureau Foundation gave $780,000 from its<br />
charitable fund last year.)<br />

Asparagus Club Scholarship<br />
The Asparagus Club scholarships at the Baton Rouge Area Foundation are partly responsible<br />
for well-run neighborhood groceries. Affiliated with the National Grocers Association, the<br />
Asparagus Club was created in 1909 to generate a spirit of cooperation among members of the<br />
grocery industry. To improve the industry, the Club began offering scholarships to students<br />
who wanted careers in the industry, particularly those wishing to work at independent grocers<br />
or wholesalers. The Club’s scholarship program is among 16 scholarships managed by the<br />
Foundation.<br />
Catholic Charities Archdiocese of New Orleans<br />
In <strong>2011</strong>, the Gulf Coast Restoration and Protection Foundation, a supporting organization<br />
of the Baton Rouge Area Foundation, granted $18 million to nonprofits to benefit the<br />
people, wildlife and ecology of the Gulf Coast. Among the grantees were Catholic Charities<br />
Archdiocese of New Orleans, which received $15 million to serve residents in communities<br />
recovering from the oil leak. BP donated $100 million after the Deepwater Horizon oil spill<br />
for grants to workers on deepwater rigs and those directly supporting the deepwater rigs,<br />
which were told to stop drilling by the federal government. The Foundation met the demand<br />
from the deepwater rig employees with about $12 million and is granting the rest to nonprofits<br />
that are working on behalf of the coast. We expect all the funds to be granted over the next<br />
two years.<br />
Baton Rouge Speech and Hearing Foundation<br />
Baton Rouge Speech and Hearing Foundation has some new wheels for its eventual new home.<br />
With gifts from Foundation donors and others who share its vision, the Speech and Hearing<br />
Foundation is building a $7 million, 26,000-square-foot headquarters at LSU’s South<br />
Campus on GSRI Road. At the center, which is two-and-a-half times the size of the current<br />
facility, the nonprofit will provide therapy to more autistic patients, regardless of their ability<br />
to pay. What’s more, the organization has added mobile services that will offer services to rural<br />
communities, reaching a population that is often underserved with social services. (Donors<br />
of the Baton Rouge Area Foundation gave $37,084 to BR Speech and Hearing Foundation in<br />
<strong>2011</strong>.)<br />
Academic Distinction Fund class projects<br />
Through an endowment managed by the Baton Rouge Area Foundation, the Academic<br />
Distinction Fund makes grants to support East Baton Rouge public schools. Many of the<br />
grants underwrite direct projects by teachers. Teacher projects in <strong>2011</strong> included Scope On<br />
A Rope, in which school students used LSU’s digital microscopes to study the details of<br />
nature; and Project Learning Tree, which followed a national curriculum to teach about<br />
trees, including students creating models to understand how seasons impact tree growth and<br />
development. (Grants from the ADF endowed fund at the Foundation totaled $219,234.)<br />
