Burglary and robbery investigative teams will be implemented in each district <br />

comprising experienced investigators who will be paired with experienced patrol <br />

<strong>of</strong>ficers who have in-­‐depth knowledge <strong>of</strong> the neighborhoods in their assigned <br />

districts. <strong>The</strong>se investigators will be trained, managed and led by experienced <br />

investigative supervisors. <strong>The</strong>ir primary duties will be investigating, arresting and <br />

delivering for prosecution the individuals committing robberies, burglaries and <br />

shootings/assaults. <strong>The</strong> District Investigations Unit will maintain a dedicated focus <br />

on the crimes <strong>of</strong> burglary and robbery, two investigators assigned to investigate all <br />

burglary crimes exclusively and two investigators assigned to investigate robbery <br />

cases exclusively. <strong>The</strong>se investigators may sometimes be required to respond and <br />

preliminarily investigate other serious crimes, outside <strong>of</strong> their specialty area, while <br />

on duty. <strong>The</strong>re will also be investigators assigned to investigate local shootings and <br />

assaults resulting in less than grievous bodily harm. In every case, only one <br />

investigator shall be designated as the assigned case <strong>of</strong>ficer with primary <br />

responsibility for the follow-­‐up investigation <strong>of</strong> cases assigned to them. <br />

<strong>The</strong> following Standard Operating Procedure shall be used to manage the the <br />

investigative process conducted by district-­‐based investigators, under the <br />

supervision <strong>of</strong> the district investigative supervisor. Investigative supervisors are <br />

responsible for insuring that the investigators they supervise, including <strong>of</strong>ficers <br />

temporarily assigned in that capacity, know and follow the steps outlined in the <br />

Case Management procedure. <br />

<strong>The</strong> thorough investigation <strong>of</strong> designated crimes is the mandate <strong>of</strong> all <strong>Oakland</strong> <br />

detectives. Successful investigations, especially those involving the arrest <strong>of</strong> pattern <br />

criminals, help us achieve our mission, i.e., the prevention and reduction <strong>of</strong> crime <br />

and the improvement <strong>of</strong> the quality <strong>of</strong> life in our neighborhoods. This procedure is <br />

designed to assist supervisors and investigators to organize and direct their <br />

investigations so they can be more effective in their work. <br />
