WHAT WE DO... We provide essential services to the residents and road users of <strong>Barnsley</strong>. We control a wide range of statutory functions relating to the existence and use of the highway, along with a number of activities ranging from planned, cyclical, and reactive maintenance and emergency response. All of these can have a direct impact on the residents, businesses and visitors in <strong>Barnsley</strong>. The Highways and Engineering Service has three divisions: • Network Management • Design & Transportation • Engineering Services The service covers approximately 1175km of roads and footways, and 750km of public footpaths, including 75km of the Trans Pennine Trail. Note: Some of the roads in the borough are maintained by the Highways Agency, A-One Plus (please see contact details on the ‘How to contact us’ section on page 4). These are the M1, the A616 Stocksbridge Bypass, the A628 from Flouch to the Tameside border and a short section of the A61 from the M1 to the Stocksbridge Bypass. 1 O U R C O M M I T M E N T T O Y O U
Design & Transportation provides an engineering and environmental consultancy service for council and external clients and provides a wide range of professional services. Functions include: Network Management is the highway, traffic and street authority and is responsible for ensuring the highway network operates in a safe and efficient way. Functions include: • Highway regulation and enforcement • Control and co-ordination of works and activities on the highway • Development of roads, footways, Rights of Way and drainage maintenance programmes • Resilience planning, including flooding and severe weather • Managing the public interface • Road safety investigation and solution development • Road safety education and training, and the provision of school crossing patrols • Car park management and civil parking enforcement • Highway Development Control and the adoption of new streets • Management, maintenance and promotion of rights of way including the Trans Pennine Trail • Design of new and improvement of existing highway infrastructure including roads, footways, bridges, walls, drainage and public realm • Project and programme management of single or multiple schemes • Contract management of specific works • Specialist procurement of major highway projects • Reclamation and demolition • Landscaping • Health and safety management and advice • Highway structures, asset management and Reservoirs Act 1975 responsibilities • Movement of abnormal loads • Management of developer funded alterations to the highway 2 O U R C O M M I T M E N T T O Y O U
