engineering and environmental consultancy
service for council and external clients and
provides a wide range of professional
services. Functions include:
Network Management is the highway, traffic
and street authority and is responsible for
ensuring the highway network operates in a
safe and efficient way. Functions include:
• Highway regulation and enforcement
• Control and co-ordination of works and
activities on the highway
• Development of roads, footways, Rights
of Way and drainage maintenance
programmes
• Resilience planning, including flooding
and severe weather
• Managing the public interface
• Road safety investigation and solution
development
• Road safety education and training, and
the provision of school crossing patrols
• Car park management and civil parking
enforcement
• Highway Development Control and the
adoption of new streets
• Management, maintenance and
promotion of rights of way including the
Trans Pennine Trail
• Design of new and improvement of
existing highway infrastructure including
roads, footways, bridges, walls, drainage
and public realm
• Project and programme management of
single or multiple schemes
• Contract management of specific works
• Specialist procurement of major highway
projects
• Reclamation and demolition
• Landscaping
• Health and safety management and
advice
• Highway structures, asset management
and Reservoirs Act 1975 responsibilities
• Movement of abnormal loads
• Management of developer funded
alterations to the highway
