Students admitted as “Special Part time Students Grades K-12”<br />

and enroll<strong>in</strong>g <strong>in</strong> 11 or fewer units are exempt from enrollment fees<br />

charged for all terms (<strong>in</strong>clud<strong>in</strong>g summer) pursuant to Education<br />

Code section 76300.<br />

Fees are correct as of <strong>the</strong> date of pr<strong>in</strong>t<strong>in</strong>g <strong>the</strong> catalog. Changes may<br />

be made by <strong>the</strong> state legislature or <strong>the</strong> LACCD Board of Trustees<br />

any time prior to <strong>the</strong> start of each semester’s classes.<br />

If at <strong>the</strong> time of enrollment you are receiv<strong>in</strong>g benefits under <strong>the</strong><br />

Aid to Families with Dependent Children program, <strong>the</strong> Supplemental<br />

Security Income/State Supplementary program, or <strong>the</strong> General<br />

Assistance Program, <strong>the</strong> enrollment fee may be waived. For<br />

<strong>in</strong>formation on <strong>the</strong> procedure for request<strong>in</strong>g a waiver, contact <strong>the</strong><br />

F<strong>in</strong>ancial Aid Office prior to <strong>the</strong> date of your enrollment. F<strong>in</strong>ancial aid<br />

may be available to students who meet <strong>the</strong> qualification. Students<br />

with questions concern<strong>in</strong>g f<strong>in</strong>ancial aid eligibility should contact<br />

<strong>the</strong> college f<strong>in</strong>ancial aid office. Applications should be submitted<br />

as soon as possible.<br />

The <strong>Los</strong> <strong>Angeles</strong> Community <strong>College</strong> District policy exempts <strong>the</strong><br />

follow<strong>in</strong>g students from pay<strong>in</strong>g <strong>the</strong> student health fee: (a) students<br />

who depend exclusively on prayer for heal<strong>in</strong>g <strong>in</strong> accordance with <strong>the</strong><br />

teach<strong>in</strong>g of a bonafide religious sect, (b) students who are attend<strong>in</strong>g<br />

classes under an approved apprenticeship tra<strong>in</strong><strong>in</strong>g program, (c) noncredit<br />

education students, (d) students enrolled <strong>in</strong> District colleges<br />

exclusively at sites where student health services are not provided,<br />

(e) students who are enrolled <strong>in</strong> District colleges exclusively through<br />

Instructional Television or distance education classes, (f) students<br />

who are enrolled <strong>in</strong> District colleges exclusively through contract<br />

education. Students exempted under <strong>the</strong> provisions of (b) and<br />

(c) above are eligible to receive <strong>the</strong> services of <strong>the</strong> college health<br />

program; all o<strong>the</strong>r exempted students are not eligible to receive <strong>the</strong><br />

services of <strong>the</strong> college health program.<br />

Enrollment Fee Refund Policy<br />

For full-term and short-term classes: The student may receive a<br />

full refund for classes dropped by <strong>the</strong> Last Day to Drop for a Refund<br />

as published <strong>in</strong> <strong>the</strong> Schedule of Classes. There will be no refunds<br />

after that date, unless <strong>the</strong> student is dropped from a class because<br />

it is canceled or rescheduled by <strong>the</strong> college adm<strong>in</strong>istration. Before<br />

<strong>the</strong> last day to drop for a refund, <strong>the</strong> student may drop a course and<br />

use <strong>the</strong> fee to add ano<strong>the</strong>r class for that particular semester. When<br />

<strong>in</strong> doubt of <strong>the</strong> exact drop date, check with <strong>the</strong> Admissions and<br />

Records Office. Refunds are not processed automatically and must<br />

be requested <strong>in</strong> person. Refunds cannot be rolled over or applied<br />

to future enrollment fees.<br />

RESIDENCY REQUIREMENTS<br />

California Residence Requirements<br />

To attend any of <strong>the</strong> <strong>Los</strong> <strong>Angeles</strong> Community <strong>College</strong>s as a resident<br />

of California, a student is required to have been a California resident<br />

for more than one year immediately preced<strong>in</strong>g <strong>the</strong> Residence<br />

Determ<strong>in</strong>ation Date. The “Residence Determ<strong>in</strong>ation Date” is that<br />

day immediately preced<strong>in</strong>g <strong>the</strong> open<strong>in</strong>g day of <strong>in</strong>struction of <strong>the</strong><br />

semester or summer session. Residence is def<strong>in</strong>ed as a union of<br />

act and <strong>in</strong>tent.<br />

AB 540 Exemption<br />

On October 12, 2001 <strong>the</strong> Education Code was modified to exempt<br />

certa<strong>in</strong> non-resident students, who attended and graduated from<br />

California high schools, from non-resident tuition. This change<br />

(Education Code, section 68120.5) does not grant residency; ra<strong>the</strong>r<br />

it requires that certa<strong>in</strong> non-resident students be exempted from<br />

pay<strong>in</strong>g non-resident tuition. Students exempted from pay<strong>in</strong>g nonresident<br />

tuition do not become residents for eligibility purposes<br />

for any state-funded program (e.g. EOPS, BOG Fee Waiver). The<br />

exemption from non-resident tuition is mandatory; if <strong>the</strong> District<br />

f<strong>in</strong>ds that a student meets all requirements <strong>in</strong> <strong>the</strong> law, non-resident<br />

tuition may not be charged.<br />

The student must meet all of <strong>the</strong> follow<strong>in</strong>g eligibility requirements<br />

to be eligible for <strong>the</strong> exemption:<br />

a) The student must have attended a California high school<br />

(grades 9 through 12) for three or more years.<br />

b) The student must have graduated from a California high<br />

school or atta<strong>in</strong>ed <strong>the</strong> equivalent <strong>the</strong>reof (e.g. GED or high<br />

school proficiency exam).<br />

c) Except for nonimmigrant aliens, any non-resident student<br />

who meets <strong>the</strong> requirements conta<strong>in</strong>ed <strong>in</strong> “a” and “b”<br />

above shall be exempt from non-resident tuition even if<br />

he or she is a US citizen or lawful immigrant.<br />

d) Students without lawful immigration status must complete<br />

and sign <strong>the</strong> LACCD EC 68130.5 Non-Resident Tuition<br />

Exemption Request form which <strong>in</strong>dicates that <strong>the</strong> student<br />

has applied for legalization or will do so as soon as <strong>the</strong><br />

student is eligible to do so.<br />

e) Persons who are “nonimmigrant aliens” are not eligible for<br />

this exemption. Nonimmigrant alien as def<strong>in</strong>ed by federal<br />

law, <strong>in</strong>clud<strong>in</strong>g, but not limited a foreign student (F visa) or<br />

exchange visitor (J visa).<br />

Non-Resident<br />

A non-resident student is one who has not had residence <strong>in</strong> <strong>the</strong><br />

State of California for more than one year immediately preced<strong>in</strong>g <strong>the</strong><br />

Residence Determ<strong>in</strong>ation Date. Residence is def<strong>in</strong>ed as a union of<br />

act and <strong>in</strong>tent. Physical presence alone is not sufficient to establish<br />

California residency nor is <strong>in</strong>tent when not coupled with cont<strong>in</strong>uous<br />

physical presence <strong>in</strong> <strong>the</strong> State. Certa<strong>in</strong> non-U.S. citizens are permitted<br />

to establish residency and certa<strong>in</strong> o<strong>the</strong>rs are not. Check with <strong>the</strong><br />

Admissions Office regard<strong>in</strong>g your particular status.<br />
