This project is for the Daytona Beach Halifax River Crossing. This schedule is for a water main replacement project requiring design, planning, permitting, easement acquisition, and implementation based on construction schedules with limited times for active construction due to location and events. We have completed the project on schedule. Specific Project Issues & Solutions As part of our approach, GAI thinks ahead and anticipates potential issues so that they can be addressed quickly, so as not to impact a specific project schedule or budget. GAI believes that the earlier issues are anticipated, the easier they can be solved. Examples of common project issues, and GAI’s innovative and cost saving potential solutions, are as follows:

Unlike other firms, GAI provides local experts who understand the business of operating a utility. GAI’s management consultants understand utility rates and rate setting. GAI’s management consulting experts include CPA’s, a utility appraiser and MBA’s. Our management consulting experts work every day with our technical engineering staff. The GAI team also includes plant operational experts, including licensed plant operators and energy efficiency experts that understand how to optimize process performance to save money. Knowledge of Local Issues GAI is familiar with local issues affecting the City including new regulations, local development needs and permitting. As an example, GAI’s staff is specifically experienced in Alternative Water Supply solutions. GAI staff has served as the principal author for regional water supply planning in Central Florida. GAI understands and can identify innovative long-term successful solutions that will serve the City’s water supply needs and satisfy regulators. GAI staff does not to spend project money to “learn” the local issues. GAI works with these issues every day. Schedule For each project to be assigned, GAI will develop a project schedule that identifies time needed for each project step. GAI builds in time for permit and client reviews and clearly identifies deliverables. The schedule also includes the anticipated construction period. Knowing up front when products will be delivered allows coordination of staff review, as well as project and budget needs. Comparison to Reality For master planning and hydraulic modeling, GAI compares modeling and proposed improvement items directly with real information. GAI will meet with your planning department to ensure that piping and treatment plant expansion plans are consistent with the planned long-term needs of a community. During the hydraulic modeling phase of a project, GAI compares the results of the various models with the actual performance of the utility systems. This allows tweaking of the models to create a more accurate representation of the system that can be used for system improvements and expansions. Design Criteria GAI develops project design parameters, investigates right-sizing measures, and gets concurrence from the client before proceeding with design. This essential process enhances our ability to meet client expectations and reduces the potential for unnecessary rework. Constructability At the 60% design completion milestone, GAI reviews each project for constructability. GAI uses inhouse seasoned construction personnel and senior staff to review each project. We understand that during the construction of pipeline, quick and efficient communicated responses are needed for RFI’s and shop drawings. Communication with the City, contractor and any affected utilities in the construction zone is necessary to avoid conflicts. If a conflict does arise the matter will be handled immediately. Depending on the magnitude of the conflict it may be handled in the field. If it is of a nature that will effect time or money a meeting will be held with City, contractor and GAI to resolve and discuss options for resolutions which are in the best interest of the City.
