Provided financial statement analysis and development of appropriate<br />

rate base for an investor-owned utility in Louisiana in preparation for<br />

the sale of utility assets to one of the nation’s largest private<br />

water/wastewater companies. Provided subject matter expertise to<br />

mid-west investment banking firm brokering the acquisition.<br />

Created dynamic model to evaluate revenue requirements and prepare<br />

five-year forecast using various operational scenarios involving expense<br />

levels, capital plan levels, rate increase levels and financing alternatives.<br />

Prepared presentation relating to out-of-city-limit surcharges including<br />

legal justification, rate making authority, impacts of repealing and action<br />

items necessary for cities to prevent legislative changes that would<br />

reduce or eliminate the level of surcharge statutorily approved.<br />

Performed evaluation of alternative billing programs, including Black<br />

Mountain, Intedata, CUSI, Waterworks and TAK and prepared<br />

recommendation of the most functional/cost effective software solution.<br />

Performed financial analysis under multiple scenarios supporting<br />

acquisition of private utilities by various municipalities.<br />

Prepared bond report in support of approximately $90,000,000 capital<br />

improvement program.<br />

Prepared DEP required facilities plan and business plan in support of<br />

SRF loan application of approximately $6,000,000. Client awarded<br />

approximately $5,500,000, approximately $2,500,000 in ARRA principle<br />

forgiveness funds.<br />

Prepared presentation regarding electric utility franchise agreement.<br />

Presentation included historical perspective, technical and financial<br />

review of existing agreement, survey of other ongoing efforts relating to<br />

franchise agreements and options including exclusive negotiations with<br />

electric provider, explore other electric providers, explore acquisition of<br />

electric utility.<br />

Provided valuation of electric utility distribution system relating to<br />

potential acquisition of electric utility assets by municipal client. Include<br />

income approach, cost approach and comparable sales approach.<br />
