driven <strong>the</strong> evidence-based practice movement—<strong>the</strong> idea<br />

that <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong> treatments, services, and<br />

programs provided to those in need should have been<br />

demonstrated in credible research prior to widespread<br />

use. Though this movement has received more lip service<br />

than action to date, it is notable in <strong>the</strong> juvenile justice field<br />

that at least six states—Florida, North Carolina, Oregon,<br />

Pennsylvania, Tennessee, and Washington—have adopted<br />

legislation requiring evidence-based programming.<br />

...much <strong>of</strong> <strong>the</strong> research that is needed to support<br />

evidence-based practice in juvenile justice is<br />

already available.<br />

As summarized in <strong>the</strong> previous section <strong>of</strong> this paper, <strong>the</strong>re<br />

is an evidence base that identifies effective programs<br />

for juvenile <strong>of</strong>fenders. Thus, much <strong>of</strong> <strong>the</strong> research that<br />

is needed to support evidence-based practice in juvenile<br />

justice is already available. As also discussed, however,<br />

<strong>the</strong> availability <strong>of</strong> research evidence is not in itself<br />

sufficient for taking <strong>the</strong> effective programs it identifies to<br />

scale in a way that retains <strong>the</strong>ir effectiveness when <strong>the</strong>y<br />

are widely implemented in routine practice. This paper<br />

now turns to fur<strong>the</strong>r consideration <strong>of</strong> evidence-based<br />

practice with a discussion <strong>of</strong> what constitutes evidence for<br />

that purpose and how to translate it into practice.<br />
