The SPEP approach can be used as an overlay with any<br />
existing juvenile justice system. Though some will have<br />
to increase <strong>the</strong>ir commitment to <strong>the</strong> use <strong>of</strong> validated<br />
assessment instruments, research-informed programs<br />
and practices, and outcome measurements, <strong>the</strong> beauty<br />
<strong>of</strong> <strong>the</strong> approach and <strong>the</strong> timing <strong>of</strong> its introduction is that<br />
this is <strong>the</strong> direction that <strong>the</strong> juvenile justice field has been<br />
heading. This movement has been led by <strong>the</strong> likes <strong>of</strong> Terry<br />
Thornberry, David Huizinga, Rolf Loeber, Del Elliott, Rico<br />
Catalano, David Hawkins, Barry Krisberg, John Wilson,<br />
Peter Greenwood, Clay Yeager, and o<strong>the</strong>rs, let alone Mark<br />
Lipsey and James “Buddy” Howell, <strong>the</strong> primary authors <strong>of</strong><br />
this paper.<br />
The juvenile justice field has been living in an evidencebased<br />
and outcome-driven world for <strong>the</strong> past decade,<br />
but has been missing <strong>the</strong> operating platform that would<br />
bring <strong>the</strong> various evidence-based pieces toge<strong>the</strong>r.<br />
The framework presented in this paper provides this<br />
platform and facilitates this work going to <strong>the</strong> next level<br />
<strong>of</strong> implementation and performance. It provides <strong>the</strong><br />
balanced and coherent framework <strong>of</strong> <strong>the</strong> Comprehensive<br />
Strategy with <strong>the</strong> quality assurance mechanisms <strong>of</strong> <strong>the</strong><br />
SPEP. Indeed, it is my belief that <strong>the</strong> introduction <strong>of</strong> this<br />
framework and its adoption by juvenile justice agencies<br />
across <strong>the</strong> country will be one <strong>of</strong> <strong>the</strong> greatest advances<br />
in <strong>the</strong> juvenile justice field over <strong>the</strong> past several decades<br />
and into <strong>the</strong> next. It will facilitate an appropriate balancing<br />
<strong>of</strong> prevention and intervention while making it possible<br />
to create <strong>the</strong> greater levels <strong>of</strong> system accountability and<br />
performance that our knowledge now allows us to achieve.<br />
I am delighted, <strong>the</strong>refore, to author <strong>the</strong> preface to <strong>the</strong> paper<br />
that will introduce this next generation <strong>of</strong> work. I thank<br />
all <strong>of</strong> <strong>the</strong> authors for <strong>the</strong>ir insight and vision in advancing<br />
<strong>the</strong> juvenile justice field and helping to improve <strong>the</strong> life<br />
outcomes <strong>of</strong> <strong>the</strong> children, youth, and families whose lives<br />
we touch. They have helped us make sure that, as a field,<br />
we are able to cross every I-beam that we confront in our<br />
work and grab every child and youth by <strong>the</strong> hand to help<br />
<strong>the</strong>m lead healthy, safe, happy, and fulfilled lives.<br />
