Classification System (Office <strong>of</strong> State Courts Administrator,<br />

2002). A major goal <strong>of</strong> <strong>the</strong> state in establishing this<br />

classification system is to promote statewide consistency<br />

in <strong>the</strong> classification and supervision <strong>of</strong> juvenile <strong>of</strong>fenders.<br />

The three tools <strong>of</strong> <strong>the</strong> Missouri system are as follows:<br />

• An actuarial risk assessment tool, completed before<br />

court adjudication, that classifies youth into three<br />

categories: high, moderate, or low probability <strong>of</strong><br />

re<strong>of</strong>fending. The risk assessment instrument has been<br />

validated (Johnson, Wagner, and Mat<strong>the</strong>ws, 2001)<br />

Mandatory certification hearings are required by statute for all Class A Felonies. In <strong>the</strong> event <strong>the</strong> juvenile is not certified, <strong>the</strong> juvenile <strong>of</strong>ficer should refer to<br />

this column <strong>of</strong> <strong>the</strong> matrix for classification purposes.<br />
