village commons. Similarly the concepts of “One village - one tank” <strong>and</strong> “One village -one pond”<br />
will be promoted<br />
Reclaim <strong>and</strong> repair the stream <strong>and</strong> tank beds to divert the water to village tanks. Barrages will be<br />
constructed across the rivers <strong>and</strong> nalas <strong>and</strong> desilting of tanks is being taken up. A special<br />
programme will be drawn at Panchayat level to administer this.<br />
Farmers will be encouraged to take up horticulture as a component in the cropping system to save<br />
themselves from vagaries of monsoon. Connected activities like orchards, infrastructure<br />
development providing seedling at remunerative prices, cold storage facilities, transportation <strong>and</strong><br />
marketing to be created.<br />
Encourage farmers to take up tree planting along with boundaries of their l<strong>and</strong> in a big way by<br />
growing neem, tamarind, honge, agase, ala, chigare, fodder trees, etc, at least at the rate of 5 trees<br />
per acre.<br />
7.4 Watershed Management: An Inclusive Strategy<br />
<strong>Karnataka</strong> has given an important place <strong>for</strong> Watershed Development since mid 1980s. It is one of the<br />
priority areas <strong>for</strong> the state. <strong>Karnataka</strong> has been one of the pioneers in demonstrating successful<br />
watershed development programme. The focus of this development programme is to conserve soil <strong>and</strong><br />
moisture as well as to put l<strong>and</strong>s to the best use according to their capabilities to improve the overall<br />
productivity of the catchment in a holistic manner/way. The process of watershed development<br />
involves co-ordinated multi-disciplinary activities of <strong>and</strong> expertise from several Departments. The<br />
Government has there<strong>for</strong>e considered various models <strong>and</strong> decided that better co-ordination in planning,<br />
implementation <strong>and</strong> supervision in watershed programmes would be achieved by setting up a separate<br />
department <strong>and</strong> hence the Government of <strong>Karnataka</strong> has created the Watershed Development<br />
Department since April 2000. All the watershed schemes <strong>and</strong> projects under State Sector, Central<br />
Sector Schemes <strong>and</strong> Externally aided projects as well as District Sector Schemes relating to watershed<br />
development have to be implemented through this department.<br />
