India <strong>for</strong> this purpose. Minimum Support Price scheme will be extended to all the major<br />
crops of the state <strong>and</strong> specially attuned to cover small <strong>and</strong> marginal farmers. Satishch<strong>and</strong>ran<br />
Committee (1993) recommended that arrangements <strong>for</strong> procurement / purchase of Ragi,<br />
Jowar <strong>and</strong> maize have to be properly organized if support pricing policy is to be meaningful.<br />
A procurement <strong>and</strong> Public Distribution network <strong>for</strong> these crops should be put in place. Farm<br />
income insurance scheme will be implemented <strong>and</strong> the risks of loss of income due to fall in<br />
the prices of commodities will be covered under the scheme. Future markets will be set up <strong>for</strong><br />
major commodities of the State.<br />
The pledge loan facility will be extended to rural <strong>and</strong> co-operative godowns. Suitable<br />
modifications in the Warehousing Act will be made to secure the interest of lenders <strong>for</strong><br />
increasing the quantum of loan against warehouse receipts. Provision of soft loan at lower<br />
rate of interest <strong>for</strong> small <strong>and</strong> marginal farmers will be explored.<br />
Promotion of pledge financing <strong>and</strong> marketing credit through the network of rural godowns,<br />
by evolving simplified procedure <strong>and</strong> legal arrangement with Banks will be done <strong>and</strong> it will<br />
be ensured that warehousing/godown receipts are accepted by the bankers <strong>for</strong> providing<br />
marketing credit.<br />
Development of rural godowns/storage to provide at a single point, comprehensive<br />
warehousing <strong>and</strong> marketing services to farmers including the facility of grading,<br />
st<strong>and</strong>ardization, packing, quality certification, credit <strong>and</strong> bulk market will be taken up on a<br />
priority basis.<br />
The Gramina Bh<strong>and</strong>ara Yojana, which is a pioneering scheme of Government of India<br />
ensursing construction of godowns in rural areas under public, private <strong>and</strong> co-operative<br />
sectors <strong>and</strong> also ensures pledge loan facility, will be implemented comprehensively, if<br />
required with State support.<br />
An effective market in<strong>for</strong>mation <strong>and</strong> intelligence network, preferably web enabled ITES<br />
(In<strong>for</strong>mation Technology Enabled Services) <strong>and</strong> IVRS system will be evolved to serve the<br />
complex marketing in<strong>for</strong>mation needs of the farmers, processor <strong>and</strong> other stake holders. The<br />
existing website Krishi Marata Vahini will be strengthened to reach out to all areas in the<br />
state.<br />
Retail chains will be encouraged in the State by changes in the KAPM(R) Act to provide <strong>for</strong><br />
procurement of commodities directly from the farmers <strong>and</strong> trader to supply to retailer <strong>and</strong><br />
consumers. Foreign direct investment in retailing will be allowed so as to accelerate<br />
investment <strong>for</strong> marketing infrastructure <strong>and</strong> establish direct link between farmers <strong>and</strong> food<br />
