promotion narratives presume that sooner or later, one way or another, the world can and will be shaped according to the democratic idea they aspire. Having said that, however, we retain that democracy and good governance promotion are complex processes that represent a number of (sometimes conflicting) approaches. These have to be clarified if they are to be usefully translated into the multi-stakeholder partnership tool. 3. Each type of domestic actors – public, private, and civic – has a particular role to play in democracy promotion, however, a too narrow understanding of the role of either of these actors and poor coordination of such donors’ efforts can lead to a number of unintended consequences that can be detrimental for the democracy promotion as a whole. These are likely to be exacerbated if applied to even more complex arrangements, such as MSPs. The cautionary note, therefore, is on making sure that MSPs are about positive synergies and not about multiplying existing problems by pooling them together. 4. Involvement of each type of domestic actors – public, private, and civic – has been inspired by a particular theoretical perspective. Engagement with states has the longest history and can be said to go back to the times of the Cold War, when states were supported under different strategic alliances. These relationships have been reinvented in the post-Cold War era, notably on the basis of Democratic Peace theories and the “transition paradigm”. In the area of democracy and good governance promotion, a mixed approach that combines elements of “input” and “output” legitimacy is evident. In post-conflict settings specifically, a stronger inclination towards effective government and “output” legitimacy is quite pronounced. Private actors as well show a strong preference towards the “output” legitimacy and effectiveness and efficiency rationale, however, there is a growing interest in democratisation processes and “input” legitimacy. This latter approach is mostly visible on the “micro” community level through specific work on community capacity building and support to basic human rights. Civic actors face the most ambiguity with respect to their role in democracy and good governance promotion, especially in post-conflict settings. They are believed to be guarantors of democratisation and key players in ensuring the “input” legitimacy. In practice, however, civic actors are often instrumentalised towards implementation of social service provision and other donor-defined programmes. In post-conflict settings especially, explicitly political activities of civil society are perceived as suspicious at best and often mark a point of rupture with international donors. When bringing together different types of actors under the multi-stakeholder partnership heading, donors have to be aware of their different – and sometimes conflicting – roles for democracy and good governance promotion. It is therefore crucial that the goals and tasks of democracy and good governance promotion are clarified at the outset and that the roles and contributions of different actors are conducive to these goals.
