Irish Language, Culture <strong>and</strong> Society<br />

ITB proactively wants to create an awareness <strong>and</strong> underst<strong>and</strong>ing of Irish language, culture <strong>and</strong> society. The<br />

following initiatives have been undertaken to this end:<br />

All buildings on our new campus have Irish names, as follows:<br />

Buntús (Learning <strong>and</strong> Innovation Building)<br />

Croí (Multipurpose Building including Sports Hall <strong>and</strong> Restaurant)<br />

Eolas (Teaching Building)<br />

Fios (Library <strong>and</strong> Administration Building)<br />

All signage within these buildings are bi-lingual.<br />

To encourage the use of conversational Irish among staff <strong>and</strong> students, an Irish conversation group has been<br />

established <strong>and</strong> holds regular meetings.<br />

A module called Irish Culture <strong>and</strong> Society has been introduced into the first semester of the National<br />

Certificate in Business Studies Course. On completion of this module students have an underst<strong>and</strong>ing of how<br />

Irish society <strong>and</strong> culture has developed to date <strong>and</strong> the major influences in the development of Irish culture.<br />

Academic <strong>and</strong> Student Affairs<br />

Academic Council<br />

The first Academic Council was appointed in February 2000. Council members are appointed for a period of<br />

three years (with the exception of student representatives) <strong>and</strong> are eligible for reappointment. The Academic<br />

Council currently has 17 members. The Council normally meets five times per year on a scheduled basis, with<br />

additional meetings as necessary.<br />

The Council has established a number of sub-committees. These subcommittees meet normally once per<br />

semester during the academic year, or more frequently if required.<br />

The main focus of each sub-committee is:<br />

Admissions: responsible for policy <strong>and</strong> development of admissions <strong>and</strong> recommendation of regulations to the<br />

Governing Body for the selection, retention <strong>and</strong> exclusion of students.<br />

Research <strong>and</strong> Postgraduate Studies: responsible for assisting the Governing Body in the planning, coordination,<br />

quality control <strong>and</strong> development of postgraduate studies within the Institute.<br />

Apprenticeship Sub-committee: responsible for academic operations <strong>and</strong> quality st<strong>and</strong>ards of phase 4 & 6 of<br />

FAS Apprenticeship offered.<br />

Education Subcommittee: considers practices <strong>and</strong> new innovative procedures applied to teaching<br />

academic courses.<br />

The Academic Council appoints a Course Board for each academic course annually, <strong>and</strong> also appoints extern<br />

examiners for all courses. Both these activities are part of the ongoing academic quality assurance<br />

programme of ITB.<br />

Student Services <strong>and</strong> Facilities<br />

ITB is committed to providing caring support to our students, to equal opportunity for students <strong>and</strong> to assisting<br />

with their personal, medical <strong>and</strong> counselling needs, to help students achieve their full academic <strong>and</strong> personal<br />

potential. The following services are being provided on campus since our first intake of students in September<br />

1999, with many of these services being exp<strong>and</strong>ed <strong>and</strong> developed each year.<br />

Access Office: The role of the Access Officer is to co-ordinate programmes <strong>and</strong> activities to promote access to<br />

third level education to groups that have traditionally been underrepresented within the third level sector. The<br />

Access Officer also co-ordinates a range of supports for students which particularly seeks to address the area of<br />

student retention. Close links with local schools <strong>and</strong> communities have been established, <strong>and</strong> an active Schools<br />

Programme aims to change perceptions <strong>and</strong> attitudes to education <strong>and</strong> promote good career guidance.<br />

Accommodation Advice: Regular transport services <strong>and</strong> proximity to major roads make it feasible for many<br />

students to commute daily to ITB. ITB is not in a position to offer residential accommodation to students. A list of<br />

local property owners who offer accommodation to students, together with guidelines to be considered before<br />

accepting the accommodation, is available to students on request from Student Services Staff or on the intranet.<br />

Careers Office: The Careers Office at ITB is available to all full time <strong>and</strong> part time students <strong>and</strong> past<br />

graduates. The service provides students with information <strong>and</strong> offers advice to assist them in their search for<br />

future careers.Information about careers, undergraduate <strong>and</strong> postgraduate studies, summer jobs, grants <strong>and</strong><br />

scholarships are available to students on the Intranet Careers page, this information is frequently updated. In<br />

addition to this students receive regular emails <strong>and</strong> ‘hot off the press’ job information in the Careers Newsletter.<br />

The Careers Office also provides C.V. preparation <strong>and</strong> interview skills workshops to assist students in<br />

preparing for full time employment.<br />

Chaplaincy: The Chaplain to ITB is on campus every day during term <strong>and</strong> is available to both students <strong>and</strong><br />

staff at any time. He offers spiritual support to students <strong>and</strong> staff of all denominations <strong>and</strong> will refer to<br />

Ministers of other denominations if so wished.<br />

Counselling Service: A professional, confidential <strong>and</strong> free counselling service is available to all students, <strong>and</strong><br />

provides vital support. From time to time, students may experience personal difficulties, such as difficulties<br />

with study or examinations, lack of confidence <strong>and</strong> self-esteem, relationship problems, family difficulties,<br />

anxiety or depression.<br />

Medical & Health Service: Health services are provided free of charge to all full-time registered students at<br />

ITB. The medical <strong>and</strong> health centre is staffed by doctors, a nurse, chaplain <strong>and</strong> counsellor. Advice <strong>and</strong><br />

support is offered to students throughout the year.<br />

Mentoring Programme: A student Mentoring Programme is run by the Access Office. The aim of the<br />

programme is to help new students to successfully adapt to the academic <strong>and</strong> social dem<strong>and</strong> of ITB <strong>and</strong> gain<br />

confidence in a third level environment. This valuable programme allows existing students <strong>and</strong> staff to use<br />

their experience <strong>and</strong> knowledge to help new students make the transition to third level education.<br />

Sports Facilities: ITB has its own playing pitches <strong>and</strong> sports facilities. The Sports Officer works closely with<br />

students to determine particular interests <strong>and</strong> strengths. We are developing a comprehensive sporting<br />

programme for students which will include participation in appropriate higher education <strong>and</strong> inter-institutional<br />

competitions <strong>and</strong> leagues. ITB’s Sports Officer organises <strong>and</strong> promotes a range of sporting activities, <strong>and</strong> coordinates<br />

the running of sporting events both within ITB <strong>and</strong> with other Institutes <strong>and</strong> Colleges. State-of-theart<br />

sporting facilities are provided on campus <strong>and</strong> so sport <strong>and</strong> involvement in sporting activities continues to<br />

develop as an important aspect of college life.

Access <strong>and</strong> Community Initiatives<br />

The following educational programmes run at ITB have come about because of the enthusiasm <strong>and</strong><br />

commitment shown by the Access Officer <strong>and</strong> all staff to encourage school children in the region to participate<br />

in educational activities in a fun <strong>and</strong> non-threatening environment.<br />

Initiatives at Primary Level<br />

Robotics Summer School: As part of a Third Level Access Initiative, ITB provides a summer school for children<br />

from the four local primary schools <strong>and</strong> Blanchardstown YouthService. The Robotics School was exp<strong>and</strong>ed in<br />

2002 to allow the children who were participating in the Soccer 4 Success initiative to avail of the programme.<br />

Over a three-week period in June each year over 120 5th <strong>and</strong> 6th class children have the opportunity to spend<br />

up to one week at ITB. The goal of the summer school is to introduce children to the exciting <strong>and</strong> challenging<br />

worlds of information technology. The 2001 programme was exp<strong>and</strong>ed to allow the children to work together<br />

on building robots as well as learning how to create a web page <strong>and</strong> to use multimedia game building. The<br />

summer school culminates in a ‘Robot Show’ <strong>and</strong> ‘Graduation’ on the final day where the children are joined<br />

by their parents <strong>and</strong> friends.<br />

Discover IT: 2002 saw the development of a programme called ‘Discover IT’ which was a collaboration<br />

between the four Dublin Institutes of Technology at Blanchardstown, Tallaght, Dun Laoghaire <strong>and</strong> DIT. This<br />

programme saw 5th Year/Transition Year students spending one day in each of the participating Institutes <strong>and</strong><br />

then completing a project with their class in relation to their experiences. The theme of the first ‘Discover IT’<br />

programme was Careers. A video of the project was completed <strong>and</strong> forwarded to the participating schools to<br />

use as a resource with regard to Career Guidance.<br />

Exploring Electronics: In 2001 we hosted a Transition Year Workshop in ‘Exploring Electronics’ which was<br />

collaboration between ITB, the Transition Year Curriculum Support Service <strong>and</strong> Cork IT. The purpose of the<br />

module was to make engineering <strong>and</strong> electronics available to students in an exciting <strong>and</strong> innovative way.<br />

Soccer 4 Success: This programme is run in collaboration with the Early School Leaving Initiative in Navan <strong>and</strong><br />

Warrenstown Horticultural College. For this programme, 12 primary school children considered to be at risk of<br />

leaving school early were identified. They spend one evening per week in Warrenstown Horticultural College<br />

where they do assisted homework as well as a special curriculum designed to support their schoolwork using<br />

sports related material to stimulate interest. The programme finishes with sports activities designed to improve<br />

self-esteem <strong>and</strong> team building. This programme commenced in February 2002 on a pilot basis.<br />

Language Support – Primary Schools: A languages initiative which commenced in 2001 allows sixth class<br />

primary school children to attend ITB for French language tuition. The programme was devised to link with,<br />

<strong>and</strong> support, existing programmes in the schools concerned.<br />

Initiatives at Second Level<br />

Language Support – Second Level: A languages support programme commenced in 2001 to provide oral <strong>and</strong><br />

aural French <strong>and</strong> German language support to Leaving Certificate classes. The programme was initially offered to<br />

Riversdale Community College <strong>and</strong> Blakestown Community School <strong>and</strong> was exp<strong>and</strong>ed in 2002 to offer these<br />

supports to another two schools in the Dublin 15 area.<br />

Teachers Days: The first Teachers Seminar was held in May 2001. This programme allows teachers to spend<br />

a day at ITB. They participated in modules including; the use of teaching aids at ITB, national <strong>and</strong><br />

international trends in computing, the use of assistive technology, <strong>and</strong> the use of the robotics programme as<br />

an educational tool.<br />

IT Module for Transition/5th Year Students: An advanced IT/Engineering module was offered in January 2002<br />

to 5th Year/Transition Year students from four local second-level schools. Students from these schools were<br />

offered the opportunity to learn the basics of computer hardware, operating systems, networking,<br />

programming, the internet <strong>and</strong> building circuit boards amongst others. The programme was designed to<br />

stimulate interest in Computing <strong>and</strong> Electronics.

International Socrates Programme<br />

We encourage mobility of students during their third level educational programmes under the European Credit<br />

Transfer System (ECTS). International exchange opportunities are available across discipline areas at ITB.<br />

During 2001/2002, ITB completed the first year of student exchange with various Institutes throughout Europe<br />

under the Socrates/Erasmus programme. This programme gives students the opportunity to study at a<br />

university or higher education establishment in another participating country for a period of three months to a<br />

year. In the era of the internet <strong>and</strong> the ‘new economy’ in which the globalisation of trade is communicationsdriven,<br />

knowledge of European languages <strong>and</strong> cultures is more valuable than ever for a good career.<br />

Companies see people with experience abroad as bringing qualifications <strong>and</strong> knowledge which benefit<br />

competitiveness. Studies conducted at European level confirm that young people who have studied abroad are<br />

often the quickest to find employment <strong>and</strong> an international career involving greater responsibility. Links have<br />

Nineteen students from ITB travelled to these institutes during the academic session 2001/2002 <strong>and</strong> eleven<br />

students from these institutes spent time at ITB. On their return, the students all agreed that it had been a<br />

very rewarding experience. They learned how to adapt to a foreign country, improve their language skills <strong>and</strong><br />

benefit from the different approaches taken to their studies by a different intellectual culture.<br />

It is anticipated that in 2002/2003 students will travel to each of the above listed destinations <strong>and</strong> also to new<br />

links which are being established in Spain, Switzerl<strong>and</strong> <strong>and</strong> France.

Project Title:<br />

Investigating the potential for XML/EDI in the Healthcare Industry<br />

Description: The objective of this project was to investigate the potential of using XML<br />

(eXtensible Mark-up Language) to facilitate data exchange between GMS (General Medical<br />

Services), pharmacists, doctors, dentists <strong>and</strong> opticians. The project has successfully<br />

developed a prototype that will transfer existing data from pharmacies to GMS using XML. It<br />

has also been enhanced to facilitate easy conversion to other data exchanges from<br />

pharmacists, doctors, dentists <strong>and</strong> opticians to GMS.<br />

Virtual Incident Management Centre<br />

Description: The objective of this project is to develop a range of web-based tools which can<br />

be used to support the management of an incident by a distributed incident response team.<br />

The tools include information collection <strong>and</strong> collation tools (e.g. reporting database) <strong>and</strong> a<br />

range of communication tools e.g. Notice board, SMS, email, etc. The communication tools<br />

are unified to provide services such as email to SMS or Noticeboard to email/SMS<br />

The project is an Enterprise Irel<strong>and</strong>-funded project with sponsorship from Risk Management<br />

International (RMI).<br />

Project Title:<br />

The design <strong>and</strong> development of an on-line language learning course for incompany<br />

training in Irish industry.<br />

Description: In the context of global markets <strong>and</strong> increased internationalisation of business<br />

practices, it has become essential for managers <strong>and</strong> executives in both SMEs <strong>and</strong><br />

multinationals in Irel<strong>and</strong> to equip themselves with the language skills which would allow<br />

them to develop good working relations with European <strong>and</strong> global partners. Given the everincreasing<br />

e-business environment, more <strong>and</strong> more business people have access to<br />

computer technology, <strong>and</strong> this can become a support for different types of training including<br />

language learning.<br />

The project being carried out by ITB is to create an on-line language learning course where<br />

the material matches the specific needs of Irish Industry, <strong>and</strong> where the on-line support<br />

provided by the instructor/tutor can mimic the type of support normally found in a classroom<br />

context. ITB has been pioneering in its use of a virtual language laboratory for full-time<br />

students; creating a specialised course for Irish industry would further exploit the capabilities<br />

of this advanced software by bringing it into a virtual domain.<br />

The project includes a phase of piloting the materials with an Irish company. The close <strong>and</strong><br />

scientific monitoring of data generated from the interaction of the participants with the course<br />

materials would allow for fine-tuning of the course materials <strong>and</strong> “best practice”<br />

recommendations for working with on-line learners in a business environment.<br />

Hardware/Software Co-Design in MultiMedia Capable Portable Devices using SystemC<br />

Description: Increasingly IC’s designs are Systems-On-A-Chip, where a variety of digital, analogue<br />

<strong>and</strong> software technologies are integrated together. Hardware/software co-design plays a vital role<br />

throughout such development, <strong>and</strong> this research will examine the deployment of SystemC, a tool<br />

combining elements of C++ <strong>and</strong> VHDL, in the area of multimedia capable portable devices.<br />

Project Title:<br />

Web Services Insurance Components<br />

This project is aimed at researching the applicability of Web Services <strong>and</strong> component<br />

technology within the insurance industry. The goals of the project will be as follows:<br />

• Assess the uptake of state of the art technologies such as J2EE <strong>and</strong> Web Services<br />

• Identify how this technology could be applied to solve outst<strong>and</strong>ing business problems<br />

• Develop an application that will meet the needs of the insurance community using these<br />

technologies,<br />

<strong>and</strong> demonstrate the benefits of this technology<br />

• Ultimately, provide a foundation for a set of commercial products to be developed servicing<br />

the insurance<br />

<strong>and</strong> financial services communities both in Irel<strong>and</strong> <strong>and</strong> abroad using Web Services<br />

technology.<br />

Project Title:<br />

Real Time Physically Based Audio Generation for Virtual Environments<br />

Description: Building systems that can simulate a 3D virtual environment (VE) has been an active<br />

area of research for some time. In recent years, the computer games industry has provided a<br />

lucrative <strong>and</strong> growing application area for this.<br />

Recently the use of physically-based animation has provided an innovative means of programming<br />

such a system. This technique describes objects in terms of physical characteristics such as mass,<br />

volume, density, velocity, acceleration, elasticity, <strong>and</strong> so on. If this information is available, then the<br />

system can use the laws of classical physics to calculate how the object should behave when, for<br />

example, it is dropped from a height onto another object.<br />

This project proposes to use this idea to generate audio within a 3D environment. The nature of<br />

sounds generated in the real world is dependent on the physical characteristics of objects <strong>and</strong> the<br />

force of the collisions which occur between them. It is proposed that it is possible to develop a<br />

system that uses information of this nature to significantly increase the realism of the audio<br />

component of a virtual environment, <strong>and</strong> hence add to the realism of the user experience. The<br />

research is being carried out in conjunction with leading real time interactive physics developers,<br />

Havok <strong>and</strong> utilises their games development software suite.<br />

The st<strong>and</strong>ards that will support Web Services are still being developed, <strong>and</strong> are not yet finalised.<br />

The product set supporting Web Services is still quite immature – there are developer tools, but<br />

no commercial business solutions. This project will allow Connect Business Solutions <strong>and</strong> ITB to<br />

be on the leading edge of solution innovation using this exciting <strong>and</strong> important new technology.<br />

DIRECTORS’ REPORT<br />

STATEMENT OF DIRECTORS’ RESPONSIBILITIES<br />

Company law requires the directors to prepare financial statements for each financial period which give a true <strong>and</strong> fair view of<br />

the state of affairs of the company <strong>and</strong> of the operating surplus or deficit of the company for that period. In preparing those<br />

financial statements, the Directors are required to<br />

• Select suitable accounting policies <strong>and</strong> apply them consistently,<br />

• Make judgements <strong>and</strong> estimates that are reasonable <strong>and</strong> prudent,<br />

• Prepare the account on a going concern basis, notwithst<strong>and</strong>ing the dissolution of the Company on 9 December 1999. As the<br />

company’s operations continue to be carried on by the Institute of Technology, Blanchardstown its assets <strong>and</strong> liabilities<br />

were transferred in their entirety to that Body at the date of dissolution of the company.<br />

• Disclose <strong>and</strong> explain any material departures from applicable Accounting St<strong>and</strong>ards.<br />

The Directors are responsible for keeping proper accounting records, which discloses with reasonable accuracy at any time the<br />

financial position of the Company <strong>and</strong> to enable them to ensure that the financial statements comply with the Companies Act<br />

1963 to 1999 <strong>and</strong> the European Communities regulations 1992. They are also responsible for safeguarding the assets of the<br />

company <strong>and</strong> hence for taking reasonable steps for the prevention <strong>and</strong> detection of fraud <strong>and</strong> other irregularities.<br />

REVIEW OF THE BUSINESS<br />

The company was set up to establish, manage, administer <strong>and</strong> develop an education institute to be called the Institute of<br />

Technology, Blanchardstown. The Institute of Technology, Blanchardstown was formally established on 10 December, 1999 <strong>and</strong> the<br />

company was dissolved with immediate effect. All the assets <strong>and</strong> liabilities of the company were transferred to the Institute.<br />

RESULTS FOR THE PERIOD AND STATE OF AFFAIRS AS AT 9 December 1999<br />

The income <strong>and</strong> expenditure account <strong>and</strong> balance sheet for the period ended 9 December 1999 are set out on pages 53 to 54.<br />

Operating surplus on ordinary activities before taxation amounted to IR£33,000<br />

REVIEW OF INSTITUTE ACTIVITIES<br />

Since incorporation the Institute has been developing its educational, research <strong>and</strong> development programmes <strong>and</strong> the physical<br />

infrastructure which the institute will require to deliver these programmes. The Institute has developed six programmes, three<br />

at National Certificate level <strong>and</strong> three at National Diploma level. Delivery of these full-time programmes commenced in<br />

September 1999.<br />

RESEARCH AND DEVELOPMENT<br />

During the period covered by the financial statements, the Institute’s expenditure on research <strong>and</strong> development amounted to<br />

IR£11,000 reflecting its principal activities in education <strong>and</strong> development.<br />

IMPORTANT EVENTS SINCE THE PERIOD END<br />

In December 1999, the Institute of Technology, Blanchardstown was established under the Regional Technical Colleges<br />

(Amendment) Act 1999. This Act made provision for the dissolution of Institute of Technology Blanchardstown Limited <strong>and</strong> the<br />

transfer of all of its assets <strong>and</strong> liabilities to the Institute of Technology, Blanchardstown.

I have audited the financial statements on pages 51 to 61.0<br />

STATEMENT OF ACCOUNTING POLICIES<br />

The Institute of Technology, Blanchardstown Limited was incorporated on 11 December 1998, as a company limited by<br />

guarantee without share capital under the Companies Acts 1963 to 1999.<br />

ACCOUNTING PERIOD<br />

These financial statements cover the period 11 December 1998 to 9 December 1999.<br />

Responsibilities of the Institute <strong>and</strong> of the Comptroller <strong>and</strong> Auditor General<br />

The accounting responsibilities of the Institute are set out in the <strong>Directors'</strong> <strong>Report</strong> on pages 44 to 45. It is my responsibility to<br />

audit the financial statements presented to me by the directors <strong>and</strong> to report on them. As the result of my audit I form an<br />

independent opinion on the financial statements.<br />

Basis of Opinion<br />

In the exercise of my function as Comptroller <strong>and</strong> Auditor General, I plan <strong>and</strong> perform my audit in a way which takes account of<br />

the special considerations in relation to management <strong>and</strong> operations which attach to bodies in receipt of substantial funding<br />

from the State.<br />

An audit includes examination, on a test basis, of evidence relevant to the amounts <strong>and</strong> disclosures in the financial statements.<br />

It also includes an assessment of the significant estimates <strong>and</strong> judgements made in the preparation of the financial<br />

statements <strong>and</strong> of whether the accounting policies are appropriate, consistently applied <strong>and</strong> adequately disclosed.<br />

My audit was conducted in accordance with auditing st<strong>and</strong>ards which embrace the st<strong>and</strong>ards issued by the Auditing Practices<br />

Board <strong>and</strong> in order to provide sufficient evidence to give reasonable assurance that the financial statements are free from<br />

material misstatement whether caused by fraud or other irregularity or error. I obtained all the information <strong>and</strong> explanations<br />

that I required to enable me to fulfil my function as Comptroller <strong>and</strong> Auditor General <strong>and</strong> in forming my opinion, I also<br />

evaluated the overall adequacy of the presentation of information in the financial statements.<br />

BASIS OF PREPARATION<br />

The financial statements are prepared in accordance with generally accepted accounting principles under the historical cost<br />

convention <strong>and</strong> with the requirements of the Minister for Education <strong>and</strong> Science.<br />

UNIT OF CURRENCY<br />

The unit of currency in which the accounts are denominated is the IR£.<br />

STATE GRANTS<br />

State Grants for recurrent expenditure are allocated by the Department of Education <strong>and</strong> Science on a calendar year basis. The<br />

grants reported in the Income <strong>and</strong> Expenditure Account are amounts determined by the Department to be appropriate to the<br />

relevant accounting period. State grants for capital expenditure (including grants for recurrent purposes utilised for purchase<br />

of equipment <strong>and</strong> minor works) are capitalised <strong>and</strong> credited to income over the estimated useful lives of the related assets.<br />

RESEARCH GRANTS AND CONTRACTS<br />

Research Grants <strong>and</strong> Contract funds are included in the income of the year in which the related expenditure is incurred.<br />

Research grants <strong>and</strong> contract funds utilised to purchase tangible fixed assets are capitalised <strong>and</strong> credited to income over the<br />

estimated useful lives of the related assets.<br />

STOCKS<br />

Expenditure on books <strong>and</strong> consumable stocks is charged to the Income <strong>and</strong> Expenditure Account as incurred.<br />

Opinion<br />

In my opinion, proper books of account have been kept by the company <strong>and</strong> the financial statements, which are in agreement<br />

with them <strong>and</strong> have been properly prepared in accordance with the Companies Acts 1963 to 1999, give a true <strong>and</strong> fair view of<br />

the state of the company's affairs at 9 December 1999 <strong>and</strong> of its surplus <strong>and</strong> cash flow for the period then ended.<br />

In my opinion, the information given in the <strong>Directors'</strong> <strong>Report</strong> is consistent with the financial statements.<br />

TANGIBLE FIXED ASSETS AND DEPRECIATION<br />

Tangible fixed assets, with the exception of l<strong>and</strong>, are stated at historical cost less accumulated depreciation. L<strong>and</strong> is stated at<br />

historical cost. Depreciation is provided on tangible fixed assets, excluding l<strong>and</strong>, on a straight line basis so as to write off their<br />

historical costs over their useful lives.<br />

from employees are retained by the Institute.<br />

The Institute does not make contributions towards the scheme <strong>and</strong> has no obligations in respect of entitlements.<br />

The Capital Account represents the unamortised value of income allocated for capital funding.<br />

STATEMENT OF INSTITUTE RESPONSIBILITIES<br />

Section 16 of the Regional Technical Colleges Act, 1992 requires the Institute to prepare financial statements in such form as<br />

may be approved by the Minister for Education <strong>and</strong> Science with the concurrence of the Minister for Finance <strong>and</strong> to submit<br />

them for audit to the Comptroller <strong>and</strong> Auditor General. In preparing these financial statements the Institute is required to:<br />

• Select suitable accounting policies <strong>and</strong> apply them consistently,<br />

• Make judgements <strong>and</strong> estimates that are reasonable <strong>and</strong> prudent,<br />

• Prepare the financial statements on the going concern basis, unless that basis is inappropriate,<br />

• Disclose <strong>and</strong> explain any material departures from applicable Accounting St<strong>and</strong>ards.<br />

The Institute is responsible for keeping proper books of account which disclose with reasonable accuracy at any time the<br />

financial position of the Institute <strong>and</strong> which enable it to ensure that the financial statements comply with Section 16 of the Act.<br />

STATEMENT OF ACCOUNTING POLICIES<br />

The Institute of Technology, Blanchardstown was established under the Regional Technical Colleges (Amendment) Act 1999 on<br />

10 December 1999. All assets <strong>and</strong> liabilities held by an interim holding company Institute of Technology Blanchardstown Ltd,<br />

which was established to manage <strong>and</strong> administer the Institute affairs pending its enactment, were transferred to the Institute<br />

on 10 December 1999 under Section 6 of the Act.<br />

ACCOUNTING PERIOD<br />

These financial statements cover the period 10 December 1999 to 31 August 2000<br />

BASIS OF PREPARATION<br />

The financial statements are prepared in accordance with generally accepted accounting principles under the historical cost<br />

convention <strong>and</strong> with the requirements of the Minister for Education <strong>and</strong> Science.<br />

UNIT OF CURRENCY<br />

The unit of currency in which the accounts are denominated is the IR£ with Euro equivalents disclosed for memor<strong>and</strong>um<br />

purposes only.<br />

STATE GRANTS<br />

State Grants for recurrent expenditure are allocated by the Department of Education <strong>and</strong> Science on a calendar year basis. The<br />

grants reported in the Income <strong>and</strong> Expenditure Account are amounts determined by the Department to be appropriate to the<br />

relevant period.<br />

State grants for capital expenditure (including grants for recurrent purposes utilised for purchase of equipment <strong>and</strong> minor<br />

works) are capitalised <strong>and</strong> credited to income over the estimated useful lives of the related assets.<br />

TANGIBLE FIXED ASSETS AND DEPRECIATION<br />

Tangible fixed assets, with the exception of l<strong>and</strong>, are stated at historical cost less accumulated depreciation. L<strong>and</strong> is stated at<br />

historical cost. Depreciation is provided on tangible fixed assets, excluding l<strong>and</strong>, on a straight line basis so as to write off their<br />

historical costs over their useful lives.<br />

(Superannuation) Act, 1980, <strong>and</strong> pension obligations are met by the Exchequer as they arise. Superannuation deductions made<br />

from employees are retained by the Institute. The Institute does not make contributions towards the scheme <strong>and</strong> has no<br />

obligations in respect of entitlements.<br />

CAPITAL ACCOUNT<br />

The Capital Account represents the unamortised value of income allocated for capital funding.<br />

RESEARCH GRANTS AND CONTRACTS<br />

Research Grants <strong>and</strong> Contract funds are included in the income of the period in which the related expenditure is incurred.<br />

Research grants <strong>and</strong> contract funds utilised to purchase tangible fixed assets are capitalised <strong>and</strong> credited to income over the<br />

estimated useful lives of the related assets.<br />

STOCKS<br />

Expenditure on books <strong>and</strong> consumable stocks is charged to the Income <strong>and</strong> Expenditure Account as incurred.

STATEMENT OF INSTITUTE POLICIES<br />

Section 16 of the Regional Technical Colleges Act, 1992 requires the Institute to Prepare financial statements in such form as<br />

may be approved by the Minister for Education <strong>and</strong> Science with the concurrence of the Minister for Finance <strong>and</strong> to submit<br />

them for audit to the Comptroller <strong>and</strong> Auditor General. In preparing these financial statements the Institute is required to :<br />

• Select suitable accounting policies <strong>and</strong> apply them consistently,<br />

• Make judgements <strong>and</strong> estimates that are reasonable <strong>and</strong> prudent,<br />

• Prepare the financial statements on the going concern basis, unless that basis is inappropriate,<br />

opinion I also evaluated the overall adequacy of the presentation of information in the financial statements.<br />

STATEMENT OF ACCOUNTING POLICIES<br />

The Institute of Technology, Blanchardstown was established under the Regional Technical Colleges (Amendment) Act 1999 on<br />

10 December 1999. All assets <strong>and</strong> liabilities held by an interim holding company Institute of Technology Blanchardstown Ltd,<br />

which was established to manage <strong>and</strong> administer the Institute affairs pending its enactment, were transferred to the Institute<br />

on 10 December 1999 under Section 6 of the Act.<br />

ACCOUNTING PERIODS<br />

These financial statements cover the period 1 September 2000 to 31 August 2001<br />

The corresponding figures are for the period 10 December 1999 to 31 August 2000.<br />

BASIS OF PREPARATION<br />

The financial statements are prepared in accordance with generally accepted accounting principles under the historical cost<br />

convention <strong>and</strong> with the requirements of the Minister for Education <strong>and</strong> Science.<br />

UNIT OF CURRENCY<br />

The unit of currency in which the accounts are denominated is the IR£ with Euro equivalents disclosed for memor<strong>and</strong>um<br />

purposes only.<br />

STATE GRANTS<br />

State Grants for recurrent expenditure are allocated by the Department of Education <strong>and</strong> Science on a calendar year basis. The<br />

grants reported in the Income <strong>and</strong> Expenditure Account are amounts determined by the Department to be appropriate to the<br />

relevant period.<br />

State grants for capital expenditure (including grants for recurrent purposes utilised for purchase of equipment <strong>and</strong> minor<br />

works) are capitalised <strong>and</strong> credited to income over the estimated useful lives of the related assets.<br />

DEPRECIATION<br />

Depreciation is provided on tangible fixed assets, excluding l<strong>and</strong>, on a straight line basis so as to write off their historical costs<br />

over their useful lives.The estimated useful lives assigned to tangible fixed assets as follows:<br />

PENSIONS<br />

All pension entitlements of staff are conferred under a defined benefit scheme established under the Local Government<br />

(Superannuation) Act, 1980, <strong>and</strong> pension obligations are met by the Exchequer as they arise. Superannuation deductions made<br />

from employees are retained by the Institute. The Institute does not make contributions towards the scheme <strong>and</strong> has no<br />

obligations in respectof entitlements.<br />

CAPITAL ACCOUNT<br />

The Capital Account represents the unamortised value of income allocated for capital funding.<br />

RESEARCH GRANTS & CONTRACTS<br />

Research Grants <strong>and</strong> Contract funds are included in the income of the period in which the related expenditure is incurred.<br />

Research grants <strong>and</strong> contract funds utilised to purchase tangible fixed assets are capitalised <strong>and</strong> credited to income over the<br />

estimated useful lives of the related assets.<br />

STOCKS<br />

Expenditure on books <strong>and</strong> consumable stocks is charged to the Income <strong>and</strong> Expenditure Account as incurred.<br />

TANGIBLE FIXED ASSETS<br />

Tangible fixed assets, with the exception of l<strong>and</strong>, are stated at historical cost less accumulated depreciation. L<strong>and</strong> is stated at<br />

historical cost.<br />

COST OR VALUATION<br />

Tangible fixed assets in existence on 10 December, 1999 (date of establishment) are stated at cost less accumulated<br />

depreciation. Subsequent additions are stated at cost.
