<strong>Transboundary</strong> <strong>Protected</strong> <strong>Areas</strong> <strong>for</strong> <strong>Peace</strong> <strong>and</strong> <strong>Co</strong>-<strong>operation</strong><br />
NOW THE PARTIES have reached an underst<strong>and</strong>ing in regard to the following<br />
matters:<br />
1. The parties as from this date hereby further amend the Memor<strong>and</strong>um of<br />
Underst<strong>and</strong>ing. The parties to the Memor<strong>and</strong>um agree that all matters being<br />
conducted under the terms of the Memor<strong>and</strong>um of Underst<strong>and</strong>ing prior to this date<br />
will continue to be conducted pursuant to the terms set out herein.<br />
2. The parties hereto acknowledge <strong>for</strong> themselves <strong>and</strong> on behalf of their<br />
Governments that:<br />
2.1 The Australian Alps national parks comprise an area of national significance<br />
containing:<br />
a) Australia’s highest mainl<strong>and</strong> peaks <strong>and</strong> most spectacular mountain<br />
scenery;<br />
b) plants <strong>and</strong> animals unique to Australian alpine <strong>and</strong> sub-alpine environments;<br />
c) a rich heritage of use <strong>and</strong> belonging by both Aboriginal <strong>and</strong> non-<br />
Aboriginal people;<br />
d) an outst<strong>and</strong>ing outdoor recreation <strong>and</strong> tourism resource <strong>for</strong><br />
Australians <strong>and</strong> overseas visitors;<br />
e) the headwaters of major river systems flowing from the Australian<br />
Alps national parks, supplying snowmelt waters vital <strong>for</strong> domestic<br />
use, industry, irrigation <strong>and</strong> hydro-electric production in NSW,<br />
Victoria, ACT <strong>and</strong> South Australia; <strong>and</strong><br />
f) important tourist attractions.<br />
2.2 The national significance of the Australian Alps has been recognised by the<br />
<strong>Co</strong>mmonwealth <strong>and</strong> a<strong>for</strong>esaid State <strong>and</strong> Territory Governments by the<br />
extensive reservation of national parks <strong>and</strong> other protected areas within the<br />
region.<br />
2.3 The management <strong>and</strong> protection of the Australian Alps national parks to<br />
conserve them <strong>for</strong> all Australians, present <strong>and</strong> future, require a national<br />
commitment extending across State <strong>and</strong> Territory boundaries.<br />
2.4 There exist <strong>Co</strong>mmonwealth <strong>and</strong> State/Territory responsibilities <strong>for</strong> the<br />
conservation of the unique values of the Australian Alps national parks <strong>and</strong><br />
the need <strong>for</strong> joint commitment by the relevant Governments to conserve<br />
these values.<br />
2.5 The vision of the Australian Alps co-operative program is of participating<br />
Agencies working in partnership to achieve excellence in conservation<br />
management <strong>and</strong> sustainable use through an active program of cross<br />
border-co-<strong>operation</strong>.<br />
3. The parties agree to the following objectives:<br />
3.1 To pursue the growth <strong>and</strong> enhancement of inter-governmental co-operative<br />
management to protect the nationally important values of the Australian<br />
Alps national parks.<br />
