In Virg<strong>in</strong>ia, <strong>the</strong> Department <strong>of</strong> Crim<strong>in</strong>al Justice Services (DCJS) is <strong>the</strong> agency that<br />
receives OJJDP formula grant funds <strong>and</strong> is responsible for submitt<strong>in</strong>g three-year plans to OJJDP.<br />
The Department <strong>of</strong> Juvenile Justice (DJJ) is <strong>the</strong> operational agency that is responsible for all<br />
components <strong>of</strong> <strong>the</strong> juvenile justice system <strong>in</strong> <strong>the</strong> state. Thus <strong>the</strong> raw data for RRI calculations are<br />
provided to DCJS by DJJ. Recently, DJJ developed <strong>DMC</strong> data, <strong>in</strong>clud<strong>in</strong>g RRIs, for each <strong>of</strong> <strong>the</strong><br />
31 juvenile court districts <strong>in</strong> <strong>the</strong> state. DJJ prepared reports that <strong>in</strong>clude data for each <strong>of</strong> <strong>the</strong><br />
decision po<strong>in</strong>ts, calculate <strong>the</strong> RRIs, <strong>and</strong> compare <strong>the</strong>se to state RRIs for <strong>the</strong> same decision po<strong>in</strong>ts<br />
(arrest data are aga<strong>in</strong> excluded). Analysis is provided, <strong>and</strong> problem areas for each locality are<br />
identified. The reports do not <strong>in</strong>dicate what year <strong>the</strong> juvenile justice data represent, although <strong>the</strong><br />
population data are from 2007. These reports were provided to <strong>the</strong> local courts <strong>and</strong> are available<br />
on <strong>the</strong> DJJ Web site (http://www.djj.virg<strong>in</strong>ia.gov/Initiatives/<strong>DMC</strong>.aspx).<br />
DCJS provides a variety <strong>of</strong> <strong>in</strong>formation <strong>and</strong> tools related to <strong>DMC</strong> on its Web site<br />
(http://www.dcjs.virg<strong>in</strong>ia.gov/juvenile/dmc/<strong>in</strong>dex.cfm#3). The site provides <strong>in</strong>formation by<br />
locality <strong>and</strong> race for youth on juvenile population <strong>and</strong> <strong>the</strong> various stages <strong>of</strong> <strong>the</strong> juvenile justice<br />
system. At <strong>the</strong> time this report was prepared, <strong>the</strong> Web site showed data for 2005, with<br />
calculations based on 2004 population data. The Web site also allows each locality to compute<br />
its own RRIs. Localities can download an Excel spreadsheet, enter <strong>the</strong> data from <strong>the</strong> Web site<br />
<strong>in</strong>to <strong>the</strong> spreadsheet manually, <strong>and</strong> have <strong>the</strong> spreadsheet automatically calculate RRIs.<br />
Information on how to <strong>in</strong>terpret or use <strong>the</strong> RRIs is not provided; <strong>in</strong>stead, <strong>the</strong> site l<strong>in</strong>ks to a 2003<br />
Powerpo<strong>in</strong>t presentation on <strong>the</strong> OJJDP Web site (Feyerherm & Butts, 2003). In addition to <strong>the</strong><br />
