detention centers <strong>and</strong> from <strong>the</strong> use <strong>of</strong> <strong>the</strong> assessment <strong>in</strong>strument, <strong>and</strong> that <strong>the</strong> analysis <strong>of</strong> those<br />

data will serve as a component <strong>of</strong> <strong>the</strong> evaluation <strong>of</strong> <strong>the</strong> state’s <strong>DMC</strong> efforts. The Virg<strong>in</strong>ia plan<br />

provides no discussion <strong>of</strong> evaluation.<br />

As noted previously, several localities <strong>in</strong> <strong>Iowa</strong> <strong>and</strong> Virg<strong>in</strong>ia are work<strong>in</strong>g with <strong>the</strong> Casey<br />

Foundation on <strong>the</strong>ir JDAI <strong>in</strong>itiative, <strong>and</strong> Newport News <strong>and</strong> Norfolk <strong>in</strong> Virg<strong>in</strong>ia have also<br />

worked with <strong>the</strong> Burns Institute. While both <strong>of</strong> <strong>the</strong>se <strong>in</strong>itiatives have won praise from many<br />

quarters, we would suggest that <strong>the</strong>re is very little <strong>in</strong>formation available on <strong>the</strong> effectiveness <strong>of</strong><br />

ei<strong>the</strong>r, <strong>and</strong> most <strong>of</strong> what is available comes from <strong>the</strong> organizations <strong>the</strong>mselves.<br />

In <strong>the</strong> JDAI summary report released <strong>in</strong> 2009, <strong>the</strong> Casey Foundation claims that JDAI has<br />

resulted <strong>in</strong>: smaller detention populations; improved public safety; cost sav<strong>in</strong>gs; reductions <strong>in</strong> <strong>the</strong><br />

number <strong>of</strong> m<strong>in</strong>ority youth <strong>in</strong> detention <strong>in</strong> a number <strong>of</strong> sites; improved conditions <strong>of</strong> conf<strong>in</strong>ement;<br />

<strong>and</strong> stimulat<strong>in</strong>g broader changes <strong>in</strong> juvenile justice systems (Mendel, 2009). Regard<strong>in</strong>g <strong>DMC</strong><br />

specifically, <strong>the</strong> report states that “[w]hile JDAI sites have not collectively reduced <strong>the</strong> overall<br />

disproportionality <strong>of</strong> <strong>the</strong>ir detention populations, many sites have substantially reduced <strong>the</strong><br />

number <strong>of</strong> m<strong>in</strong>ority youth <strong>in</strong> detention” <strong>and</strong> that “[i]n a h<strong>and</strong>ful <strong>of</strong> sites, JDAI leaders have<br />

substantially reduced disparities <strong>in</strong> <strong>the</strong> detention rates <strong>of</strong> white youth <strong>and</strong> youth <strong>of</strong> color”<br />

(Mendel, 2009, p. 22). In support <strong>of</strong> <strong>the</strong> first claim, <strong>the</strong> report notes that 61 JDAI sites reported<br />

deta<strong>in</strong><strong>in</strong>g 873 fewer m<strong>in</strong>ority youth (an average <strong>of</strong> just over 14 youths per site) <strong>in</strong> 2007 than <strong>the</strong>y<br />

did prior to <strong>the</strong>ir becom<strong>in</strong>g JDAI sites.<br />

In a separate report cit<strong>in</strong>g <strong>the</strong> effectiveness <strong>of</strong> detention reform <strong>in</strong> reduc<strong>in</strong>g <strong>DMC</strong>, <strong>the</strong><br />

Casey Foundation notes that three model JDAI sites have reduced disproportionate m<strong>in</strong>ority<br />

contact by a) lower<strong>in</strong>g <strong>the</strong> proportion <strong>of</strong> youth <strong>of</strong> color <strong>in</strong> secure detention; b) even<strong>in</strong>g <strong>the</strong> odds<br />

that young people <strong>of</strong> color are deta<strong>in</strong>ed follow<strong>in</strong>g arrest; <strong>and</strong> c) reduc<strong>in</strong>g <strong>the</strong> number <strong>of</strong> youth <strong>of</strong><br />
