A similar process was <strong>in</strong>stituted <strong>in</strong> Newport News, but it appears that it had not gotten far when<br />

<strong>the</strong> <strong>DMC</strong> committee stopped meet<strong>in</strong>g regularly (as noted above). Our <strong>in</strong>terviews with key<br />

stakeholders <strong>in</strong> Virg<strong>in</strong>ia revealed positive assessments <strong>of</strong> <strong>the</strong> Institute’s efforts <strong>in</strong> Newport News,<br />

<strong>in</strong> that <strong>the</strong>y helped provide a framework for discuss<strong>in</strong>g <strong>the</strong> city’s <strong>DMC</strong> problem. DCJS has<br />

term<strong>in</strong>ated Newport News’ grant with <strong>the</strong> Institute.<br />

Accord<strong>in</strong>g to key stakeholders, <strong>the</strong> Burns Institute submits quarterly reports to DCJS<br />

directly without review or feedback from Norfolk. There is no evidence that any evaluation or<br />

assessment <strong>of</strong> <strong>the</strong> Institute’s work is be<strong>in</strong>g conducted, nor has Norfolk’s <strong>DMC</strong> committee been<br />

asked formally by <strong>the</strong> state to provide feedback regard<strong>in</strong>g <strong>the</strong> Institute’s work. Except for <strong>the</strong><br />

RAC report <strong>the</strong>y received <strong>in</strong> 2006, <strong>the</strong> <strong>DMC</strong> committee has not received any o<strong>the</strong>r documents<br />

from <strong>the</strong> Institute <strong>and</strong> is not expect<strong>in</strong>g any <strong>in</strong> <strong>the</strong> future. Stakeholders we <strong>in</strong>terviewed felt that <strong>the</strong><br />

Institute has been helpful <strong>in</strong> provid<strong>in</strong>g <strong>the</strong> Norfolk <strong>DMC</strong> committee with guidance <strong>in</strong> its <strong>DMC</strong><br />

work, <strong>and</strong> appreciated <strong>the</strong> Institute’s support <strong>in</strong> participat<strong>in</strong>g <strong>in</strong> its 2009 town hall meet<strong>in</strong>g on<br />

<strong>DMC</strong>.<br />

Summary<br />

Both <strong>Iowa</strong> <strong>and</strong> Virg<strong>in</strong>ia have implemented a number <strong>of</strong> strategies at <strong>the</strong> state <strong>and</strong> local<br />

levels to attempt to address <strong>DMC</strong>, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> development <strong>of</strong> risk assessment <strong>in</strong>struments <strong>and</strong><br />

sponsor<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>and</strong> statewide conferences. These approaches are among those recommended<br />

<strong>in</strong> <strong>the</strong> Manual. In addition, localities <strong>in</strong> both states are work<strong>in</strong>g with <strong>the</strong> Casey Foundation’s<br />

JDAI <strong>in</strong>itiative, <strong>and</strong> some Virg<strong>in</strong>ia localities have worked with <strong>the</strong> Burns Institute, both national<br />

<strong>in</strong>itiatives.<br />
