<strong>Health</strong> Officer may require the generator or transporter to direct the waste to a<br />
facility permitted to handle such waste.<br />
6. Moderate Risk Waste and Used Oil.<br />
(a) Storage Requirements.<br />

Moderate Risk Waste (MRW), used oil, and hazardous substances shall be<br />
stored in containers which are:<br />
(A) Compatible with the waste contained therein;<br />
(B)<br />
(C)<br />
In good condition and without any leaks, corrosion or other signs of<br />
deterioration;<br />
Securely covered at all times except during the addition or removal of<br />
contents; and<br />
(D) In the case of hazardous substances which are unused products, stored in<br />
their original container.<br />
Containers of MRW, used oil, and hazardous substances shall be stored on an<br />
impervious surface and in a location(s) that is covered and controlled to<br />
prevent:<br />
(A) Container deterioration due to weather exposure;<br />
(B)<br />
(C)<br />
Surface water run-on;<br />
Exposure to extreme temperatures; and<br />
(D) Any other controllable condition, which may cause or increase the<br />
possibility of container failure.<br />
(b) Accumulation. In addition to the quantity exclusion limits (QELs) for small<br />
quantity generators contained in WAC 173-303-070(8), MRW, used oil, and<br />
hazardous substances shall not be accumulated in quantities that, in the opinion of<br />
the <strong>Health</strong> Officer, present a threat to public health or the environment.<br />
(c) Transportation. MRW and used oil shall be transported in accordance with Section<br />
300(3)<br />
(d) Treatment and Disposal.<br />
(i)<br />
Moderate Risk Waste. All MRW shall be transported to a permitted MRW<br />
collection facility, or picked up by a permitted dangerous waste transporter for<br />
treatment or disposal at a facility permitted to accept such waste. MRW may<br />
also be processed using an on-site treatment system approved by Ecology that<br />
renders the waste non-dangerous. MRW shall not be deposited in the general<br />
municipal solid waste collection system, a public sewer system, a storm drain,<br />
an on-site sewage system, in surface or ground water, or onto or under the<br />
surface of the ground.<br />
