We have not received a specific answer to
this from our initial inquiries. However, it
should be noted that the memo sent by Dr.
R.A. Farmer was very broadly distributed
and all staff were advised that this form of
action will not be condoned. Mr. Don
Cornish, Administrator at the time, stated
in his press release on May 26th, 1978,
that the standards for individual programs
and care do not permit staff taking it upon
themselves to administer discipline of this
nature and that all staff have been directed
not to use such an action again. The
reported incident and press release
received significant media coverage in the
Orillia area where staff resided.
Defendant needs
to follow-up.
