KDOT <strong>Access</strong> <strong>Management</strong> <strong>Policy</strong><br />

7.2.3 Abandoned or retired-in-place access<br />

KDOT removes abandoned or retired-in-place accesses to improve the safety and maintainability<br />

<strong>of</strong> the adjacent roadway. In accordance with the Highway <strong>Access</strong> Permit, the permittee will notify<br />

KDOT (or city) in writing when an access has been abandoned or retired-in-place and is<br />

responsible for all costs associated with removal or Figure 7-6. Highway access removal process<br />

<strong>Access</strong> removal begins with the identification <strong>of</strong><br />

an abandoned or retired access. KDOT or the land<br />

owner can identify the access to be removed. The<br />

KDOT Area <strong>of</strong>fice coordinates with the land<br />

owner or authorized agent to identify the existing<br />

conditions and impacts <strong>of</strong> removing the access.<br />

KDOT documents the GPS coordinates <strong>of</strong> the<br />

access location in the access database records. If<br />

the access is to be removed, the land owner<br />

completes a Use <strong>of</strong> R/W permit (Form 304). The<br />

permittee removes the access in accordance with<br />

the conditions and within the number <strong>of</strong> days<br />

specified in the Use <strong>of</strong> Right-<strong>of</strong>-Way Permit. The<br />

permittee will conduct this work outside <strong>of</strong><br />

construction or other work being performed by<br />

KDOT (or city) or its contractors in the vicinity <strong>of</strong><br />

the access.<br />

Should the permittee fail to properly remove the<br />

access and restore as required in their Use <strong>of</strong> Right<br />

<strong>of</strong> Way permit, KDOT (or city) reserves the right<br />

to remove or close the access at the permittee’s<br />

expense.<br />

After the access has been removed according to<br />

the conditions <strong>of</strong> the permit, KDOT notifies the<br />

permittee in writing that the work has been<br />

completed. The KDOT Area <strong>of</strong>fice notifies the<br />

AMU that the access has been removed and<br />

provides the GPS location <strong>of</strong> access and the<br />

original access permit number (if available).<br />

KDOT may recommend removal <strong>of</strong> an existing<br />

access during the review <strong>of</strong> an Application for<br />

Highway <strong>Access</strong>. In this event, the KDOT Area<br />

<strong>of</strong>fice will follow the access removal process described in this section. The process is diagrammed<br />

in Figure 7-6.<br />

A special circumstance may occur when KDOT identifies access for removal and the access was<br />

not constructed under a Highway <strong>Access</strong> Permit. In this case, the KDOT Area <strong>of</strong>fice will notify the<br />
