KDOT <strong>Access</strong> <strong>Management</strong> <strong>Policy</strong><br />

4.2.1 Full access control<br />

This classification addresses all current and future freeway sections. <strong>Access</strong> to the highway is only<br />

permitted via grade-separated interchanges (Figure 4-11). <strong>Access</strong> control will be extended down<br />

intersecting roadways so that adjacent side road intersections do not interfere with interchange<br />

operations. Guidelines for interchange spacing can be found in KDOT Standard Operating Manual<br />

(SOM) 1.12.2.<br />

• Desirable interchange spacing will be a minimum <strong>of</strong> 4 miles apart in rural areas and 2 miles<br />

apart in urban areas.<br />

• <strong>Access</strong> control along the intersecting roadway ideally will extend one-half mile from the ramp<br />

intersection to the nearest full movement side road intersection or access point. If a traffic<br />

study shows that the distance on the side road from an on- or <strong>of</strong>f-ramp to a full-movement<br />

intersection should be more or less than one-half mile, this information should be taken into<br />

consideration before a final decision is made.<br />

• All new bypasses should have full access control.<br />

• Examples include I-70, I-35, I-135, portions <strong>of</strong> US-69, US-59 between Lawrence and Ottawa,<br />

US-400 SW Dodge City Bypass, and US-36 in Doniphan County.<br />
