d. Determine initial support operations in coordination<br />

with the LSC and SVBD.<br />

e. Prepare initial organization and assignments for<br />

logistical support.<br />

f. Assemble and brief Support Branch personnel.<br />

g. Determine if assigned branch resources are<br />

sufficient.<br />

h. Maintain oversight of assigned units and inform the<br />

LSC of their activities, problems, or shortages.<br />

i. Resolve problems associated with logistical<br />

requests.<br />

j. Document in writing all significant decisions and<br />

facts relative to your activities.<br />

Facilities Unit Leader (FACL). The FACL reports to the<br />

SUBD and is responsible for the layout and activation of<br />

incident facilities. The FACL provides sleeping and<br />

sanitation facilities, when needed, for incident personnel.<br />

Each facility (JFO and/or Area Field Offices [AFO]) is<br />

assigned a manager who reports to the FACL and is<br />

responsible for managing the operation of the facility.<br />

Primary duties include the following:<br />

a. Review Common Responsibilities (see Chapter 2).<br />

b. Obtain a briefing from the supervisor.<br />

c. Participate in Logistics Section/Support Branch<br />

planning activities.<br />

d. Determine initial and recurring requirements for<br />

each incident facility.<br />

e. Prepare layouts of incident facilities.<br />

f. Activate support incident facilities.<br />

g. Write, or assist those writing, associated<br />

statements of work (SOW) or memoranda of<br />

understanding (MOU) and agreement (MOA) for all<br />

facility sites.<br />

h. Work with the General Service Administration<br />

(GSA) Leasing Agent and appropriate Logistics<br />

Unit Leaders to procure sites for all facility sites.<br />
