Stigma and Discrim<strong>in</strong>ation<br />
Despite such hearten<strong>in</strong>g developments, the subtext of media reports reveals stigma<br />
and discrim<strong>in</strong>ation <strong>in</strong> overt and covert forms. The orientation and slant of some stories<br />
gives a mixed message. This could <strong>in</strong>directly lead to the marg<strong>in</strong>alisation, exclusion<br />
or discrim<strong>in</strong>ation of affected groups who could feel a sense of shame, discredit<br />
and psychological trauma.<br />

Most reports are p<strong>as</strong>sive and seem<strong>in</strong>gly neutral, but the language used <strong>in</strong> some<br />
c<strong>as</strong>es is negative and loaded. For <strong>in</strong>stance, there are some articles that carry headl<strong>in</strong>es<br />
which blame a particular segment of society. The headl<strong>in</strong>e of a prom<strong>in</strong>ently<br />
placed, long article <strong>in</strong> The H<strong>in</strong>du, ‘<strong>HIV</strong> <strong>in</strong>fection is more among non-literate pregnant<br />
women,’ clearly blames this group for be<strong>in</strong>g carriers of the virus. Moreover, the headl<strong>in</strong>e<br />
is mislead<strong>in</strong>g <strong>as</strong> the article deals with the fact that the low literacy levels of<br />
many of those affected needs to be addressed by design<strong>in</strong>g different approaches to<br />
<strong>HIV</strong>/<strong>AIDS</strong> prevention. The sp<strong>in</strong>-off effect of such a headl<strong>in</strong>e is that it could lead to<br />
stigma and discrim<strong>in</strong>ation of the “non-literate pregnant woman”.<br />
A report <strong>in</strong> The New Indian Express states: “Of the 1,300 persons registered with<br />
ARV therapy centres <strong>in</strong> the state, the majority are men, mostly those who had been<br />
work<strong>in</strong>g <strong>in</strong> other states. Many belong to the middle cl<strong>as</strong>s and lower middle cl<strong>as</strong>s.”<br />
This aga<strong>in</strong> could convey the impression that the virus is present only among a certa<strong>in</strong><br />
segment of society and those who are migrants. The reality however is that the<br />
epidemic can be found across all cl<strong>as</strong>ses of people. In yet another c<strong>as</strong>e, the headl<strong>in</strong>e<br />
reads, ‘Men cont<strong>in</strong>ue to be <strong>in</strong> high risk group.’ The article on drought and<br />
<strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong> Vijay Times po<strong>in</strong>ts to families fac<strong>in</strong>g poverty but h<strong>as</strong> an extremely negative<br />
and judgemental statement say<strong>in</strong>g women are resort<strong>in</strong>g “to prostitution <strong>as</strong> an<br />
e<strong>as</strong>ier way of mak<strong>in</strong>g money rather than work<strong>in</strong>g <strong>in</strong> a legitimate manner.”<br />
In the Kannada press, a small report <strong>in</strong> Suryodaya on the <strong>in</strong>cidence of <strong>HIV</strong>/<strong>AIDS</strong> among<br />
BSF soldiers appeared on the front page. It stated that 98 of the two lakh soldiers are<br />
affected by the virus. The <strong>in</strong>fections are played up <strong>in</strong> a manner that <strong>in</strong>directly stigmatises<br />
the entire force. There is no other qualify<strong>in</strong>g statement or balanc<strong>in</strong>g op<strong>in</strong>ion. Another<br />
news item <strong>in</strong> Suryodaya that po<strong>in</strong>ted to a particular segment of people <strong>as</strong> carriers of the<br />
virus related to the Mumbai police. Carried prom<strong>in</strong>ently <strong>in</strong> the central section of the<br />
newspaper, it w<strong>as</strong> b<strong>as</strong>ed on the grow<strong>in</strong>g number of <strong>in</strong>fections <strong>in</strong> the Mumbai police and<br />
that the affected men are allowed to avail of medic<strong>in</strong>es from police hospitals.<br />
