In <strong>the</strong> <strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong>, recruit<strong>in</strong>g agencies are licensed by <strong>the</strong> local<br />
Government, but are not closely monitored. Most agencies try to please <strong>the</strong> employer,<br />
ra<strong>the</strong>r than look<strong>in</strong>g after <strong>the</strong> employee’s well be<strong>in</strong>g. Even when <strong>the</strong>y see suffer<strong>in</strong>g, <strong>the</strong><br />
most <strong>the</strong>y will do, if <strong>the</strong> woman is still under <strong>the</strong> four-month warranty — When a domestic<br />
is brought <strong>in</strong> through a recruit<strong>in</strong>g agency, <strong>the</strong>re is a four-month warranty period dur<strong>in</strong>g<br />
which a full satisfaction is promised to both sides. This warranty is later applied only <strong>in</strong><br />
case of major problems such as contagious disease and/or pregnancy — is to f<strong>in</strong>d ano<strong>the</strong>r<br />
sponsor or send her back to her country. Recruit<strong>in</strong>g agencies mostly mediate employeremployee<br />
situation only when <strong>the</strong> employer is compla<strong>in</strong><strong>in</strong>g and not vice versa. Usually,<br />
housekeepers do not bo<strong>the</strong>r compla<strong>in</strong><strong>in</strong>g to <strong>the</strong>ir recruit<strong>in</strong>g agencies.<br />
In addition, recruit<strong>in</strong>g agencies <strong>in</strong> <strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong> are blamed on both sides:<br />
employer and employee. S<strong>in</strong>ce many operate from different parts of <strong>the</strong> <strong>Emirates</strong> without a<br />
license, <strong>the</strong>y have a reputation of cheat<strong>in</strong>g and mishandl<strong>in</strong>g situations. As one agency<br />
representative said, “If a recruit<strong>in</strong>g agency is illegal, he does not m<strong>in</strong>d do<strong>in</strong>g all sorts of<br />
illegal th<strong>in</strong>gs, such as tak<strong>in</strong>g money and runn<strong>in</strong>g away, promis<strong>in</strong>g a warranty period and<br />
not deliver<strong>in</strong>g, mistreat<strong>in</strong>g domestics and so on. A legal agent would not dare to do such a<br />
th<strong>in</strong>g, s<strong>in</strong>ce <strong>the</strong> penalty is high and could cost his license. Illegal agencies have less to lose,<br />
only a table and a chair, and are called “mobile agents” because <strong>the</strong>y move from place to<br />
place, depend<strong>in</strong>g on <strong>the</strong> amount of trouble <strong>the</strong>y get <strong>the</strong>mselves <strong>in</strong>”.<br />
In short, <strong>the</strong> <strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong> is still lagg<strong>in</strong>g beh<strong>in</strong>d <strong>in</strong> terms of awarenessrais<strong>in</strong>g<br />
regard<strong>in</strong>g <strong>migrant</strong> workers’ rights and advocacy for pro-<strong>migrant</strong> policies and<br />
legislation change. No NGOs are work<strong>in</strong>g on <strong>the</strong>se issues that rema<strong>in</strong> social taboos. The<br />
only <strong>in</strong>stitutions remotely work<strong>in</strong> g for <strong>the</strong> well-be<strong>in</strong>g of domestic workers <strong>in</strong> <strong>the</strong> <strong>United</strong><br />
<strong>Arab</strong> <strong>Emirates</strong> are <strong>the</strong> embassies, <strong>in</strong> particular, <strong>the</strong> labour offices perta<strong>in</strong><strong>in</strong>g to <strong>the</strong>se<br />
embassies.<br />
5.2. Assistance and support services<br />
Embassies, specifically labour offices, can be considered <strong>in</strong> some cases, as NGOs.<br />
The Labour Attaché at <strong>the</strong> Philipp<strong>in</strong>e Embassy confirmed this attribute while talk<strong>in</strong>g about<br />
<strong>the</strong> programs and support her office provides to Filipp<strong>in</strong>a domestics and o<strong>the</strong>r unskilled<br />
labour <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong>.<br />
The Embassy of <strong>the</strong> Philipp<strong>in</strong>es <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong> is considered as <strong>the</strong> most<br />
active <strong>in</strong> terms of support<strong>in</strong>g its domestic workers. Among those who see <strong>the</strong> embassy of<br />
<strong>the</strong> Philipp<strong>in</strong>es as highly active one could state: recruit<strong>in</strong>g agencies, <strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong><br />
immigration officers, and domestics <strong>the</strong>mselves. S<strong>in</strong>ce this research began <strong>in</strong> <strong>the</strong> midn<strong>in</strong>eties,<br />
Philipp<strong>in</strong>es Embassy personnel have been <strong>the</strong> most will<strong>in</strong>g to openly address <strong>the</strong><br />
topic, <strong>the</strong> most enlightened, active, and efficient <strong>in</strong> tackl<strong>in</strong>g <strong>the</strong> problem. Nowadays, <strong>the</strong>y<br />
offer <strong>the</strong> best programs for educat<strong>in</strong>g foreign female domestic workers and help<strong>in</strong>g <strong>the</strong>m to<br />
move out of <strong>the</strong> unskilled labour category. The most recent program carried out at <strong>the</strong><br />
Dubai consulate on weekends is exemplary as self-susta<strong>in</strong>ed community work.<br />
Under this program, <strong>the</strong> embassy provides classes rang<strong>in</strong>g from comput<strong>in</strong>g to cook<strong>in</strong>g<br />
and sew<strong>in</strong>g, to photography and o<strong>the</strong>r skills free of charge. Filip<strong>in</strong>os from <strong>the</strong> Dubai and<br />
<strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong> community <strong>the</strong>mselves susta<strong>in</strong> <strong>the</strong>se lessons, teach<strong>in</strong>g and<br />
organiz<strong>in</strong>g classes free of charge.<br />
A visitor to <strong>the</strong> consulate on Friday, <strong>the</strong> holy day <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>Arab</strong> <strong>Emirates</strong>, would<br />
f<strong>in</strong>d it busy with Filip<strong>in</strong>o men and <strong>women</strong>, sometimes accompanied by <strong>the</strong>ir children,<br />
go<strong>in</strong>g <strong>in</strong> and out of classes, register<strong>in</strong>g, chatt<strong>in</strong>g, and ask<strong>in</strong>g for <strong>in</strong>formation, <strong>in</strong> <strong>the</strong><br />
atmosphere of a fair.<br />
