by 24 Eastern and Southern African countries.
The table below shows that most states in Eastern
and Southern Africa have ratified the UN treaties
that are most relevant to HIV and AIDS.
To fulfil their commitments, some countries have
introduced legal and policy reforms and programmes
based on human rights principles (for example,
treatment is being expanded on the basis of nondiscrimination).

rights at the local level indicate that there is a contradiction
between international commitment and
actual implementation.
