Chapter four focuses on the skills development of older workers. It begins by exploring whether there is an age-bias within current workforce development initiatives and then outlines evidence of current good practice. Chapter five assesses the impact of the recession on the adult social care sector, describes the current age profile of the adult social care workforce and outlines the implications of demographic change on the sector. 2. POLICY CONTEXT Why and how is adult social care changing? The white paper Our Health, our care our say – a new direction for community services published in January 2006 set out a new direction for health and social care (Department for Health, 2006) at the heart of which is re-orientation of power from providers and funders to those that use social care. The policy prescriptions articulated in the white paper have been developed in further government communications including the ministerial concordat Putting People First: a shared vision and commitment to the transformation of Adult Social Care (HM Government 2007), two Local Authority Circulars Transforming Adult Social Care (Department for Health, 2009a and 2009b) and, most recently, a Green Paper Shaping the Future of Care Together, outlining options for the funding of adult social care and introducing for the first time, a vision for a National Care Service (2009). The case for change is overwhelming. The current system is: financially unsustainable given projections of future levels of demand; supply driven rather than orientated around the needs of the individual; perceived to be unfair as eligibility and levels of public subsidy vary from local authority to local authority; is difficult for users to navigate due to the complexity of the ‘system’ and the number of organisations contained within it; and has been criticised for not always using taxpayers’ money efficiently due to duplication of services (Department of Health, 2009a). In recognition of these shortcomings and contextual challenges, the Government has identified six things ‘every adult should expect from the National Care Service’ (Department for Health, 2009a). Wherever you are in the country, your care and support needs will be assessed in the same way and you will have the same proportion of your care paid for. Joined up services. All the services that you need will work together smoothly, particularly when your needs are assessed. Information and advice. You can understand and find your way through the care and support system easily. Personalised care and support. The services you use will be based on your circumstances, need, preferences and desired outcomes. Fair funding. Your money will be spent wisely and everyone who qualifies for support will get some help meeting the cost of care and support needs.
