Happy Valentine’s Day!<br />

There’s a lot going on in the coming months, so please read through this newsletter to make sure you<br />

don’t miss out! Here are a few dates to put on your calendar: (1) Feb 21 st is our next Chapter Meeting<br />

with Bill Hurdle as our speaker. Please come out to support him; (2) College of the Canyons Spring<br />

Semester just started on February 4 th , so try to add a class now if you missed it (more information on<br />

pg. 9); (3) on Feb 22 nd , a seminar will be hosted by the Land Surveyors Advisory Council on Technical<br />

Standards (see pg. 16), (4) on Feb 28 th , there will be a webinar hosted by GRAV-D & the GSVS Surveys<br />

(see pg. 3), (5) the much anticipated <strong>CLSA</strong> NALS Conference will be held on March 10 th (see pg. 10),<br />

and finally on July 11 th , we will be hosting a joint meeting with the L.A. Chapter with Jay Seymour as<br />

our guest speaker (topic and location TBD).<br />

Also, the Land Surveyor Examination Preparatory Seminar Series is open to the public if you’d like to sit<br />

in on a lecture. More information is available below with the dates and speakers listed. On behalf of the<br />

Channel Islands Chapter, I’d like to express our gratitude to Debbie Naves and Misha Georgevitch for<br />

the time and effort that they put into organizing and presenting this successful seminar. Please check out<br />

pg. 14, as Debbie Naves writes about her experience with this program and its history.<br />

Introducing our Next Guest Speaker, Bill Hurdle (PLS, CfedS)<br />

Bill started surveying in 1975, working for his father (RCE). His work history consists mostly of the private<br />

sector - Los Angeles, Orange, Kern and Ventura counties. His experience includes working as a Certified<br />

Party Chief for CalTrans from 2000 – 2004 (District 5).<br />

Bill is experienced with control, design, aerial, route, construction, monitoring, and boundary surveys.<br />

He is a self-taught, amateur geodesist.<br />

Licensed in California in 1984, Colorado in 1993, CFedS in 2008<br />

A Loss for the Surveying Community<br />

On January 2, 2013 the National Museum of Surveying (NMoS)<br />

announced it’s closing. Open only a few short years since<br />

September 24, 2010, it was located in the historic central district<br />

of Springfield, Illinois- otherwise known as the land of Lincoln.<br />

Robert Church, a dedicated contributor, volunteer and treasurer<br />

of NMoS- who also fought to have the only national museum of<br />

its kind located in Illinois’s capital- blamed the drop in corporate<br />

donations and the unfortunate state of the economy for it’s downfall;<br />

“we had some funding to help start buying the building and renovating the building. But shortly after that, the<br />

economy went south, and so did our donations. And we’ve been struggling ever since, (Otwell).” Our very own<br />

organization, <strong>CLSA</strong>, donated a total of $25,000.00 to get it up and running.<br />

Abraham Lincoln’s National Museum of Surveying, as it came to be called, featured a 55-foot floor to ceiling mural of<br />

historical images, a mini-theatre that showed the NSPS/NCEES surveying recruitment video, several artifact exhibit<br />

rooms (with old levels, rods, transits, compasses, slider rulers, and chaining pins- of which 70% came from Church’s<br />

personal collection), a community room with a view of the Old State Capitol, and their greatest source of pride- a large<br />

theatre with Science on a Sphere (SOS). Developed by the National Oceanic and Atmospheric Administration (NOAA),<br />

SOS (one of 81 in the world) is a 68-inch globe that hangs from the ceiling. Functioning as a high tech movie screen,<br />

SOS displays detailed images of the Earth’s atmosphere, oceans, weather, and our solar system,” (museum). Using the<br />

SOS, “Church said supporters have discussed reviving the museum through an application to the U.S. Department of<br />

Education’s program for Science, Technology, Engineering, and Mathematics,” (Landis).<br />

We can only hope that this great museum won’t go to waste!<br />

CHAPTER REQUIREMENTS<br />

As set forth in the Association bylaws, Chapters are required to provide the <strong>CLSA</strong> Central Office with the<br />

following information. Please mark your calendar with the following deadlines:<br />

MARCH 1 ST CHAPTER FINANCIAL REPORT DEADLINE<br />

PDF Fill-in form available through the <strong>CLSA</strong> Central Office and is emailed to the Chapter Treasurer in<br />

Feb.<br />

JULY 31 ST CHAPTER MEMBERSHIP ROSTER DEADLINE<br />

Chapters are required to provide the state Association with a list of members in good-standing by July 31 st .<br />

Those members that are both members of the chapter and the state will be used to determine the number of<br />

Directors a Chapter is eligible to elect to the state Board of Directors.<br />

Note: The <strong>CLSA</strong> bylaws require that Chapter members join the state within one year.<br />

<strong>CLSA</strong> Bylaws-Sec. 8.07 Membership in Chapter<br />

No person shall be eligible for membership in a chapter unless such person is eligible for membership in the Association. After<br />

having been a chapter member for one year, no person shall be eligible for membership in a chapter unless also a member in the<br />

A <strong>Message</strong> from The Board: Reporting Unlicensed Activity<br />

It is a violation of state law for an unlicensed individual to offer and/or practice civil, electrical, or<br />

mechanical engineering, land surveying, geology, and geophysics unless he/she is appropriately licensed by<br />

the Board.<br />

Our Board takes this unlicensed offering and/or practice of professional services seriously. Since the<br />

Enforcement Unit is limited in its resources and cannot proactively search for unlicensed activities, we rely<br />

on others to inform staff when unlicensed work is being offered and/or performed.<br />

The Board is asking that any listing of these services by an individual not licensed to perform those services<br />

be sent to our office for review. Licenses can be verified on our websites, www.pels.ca.gov and<br />

www.geology.ca.gov, or by calling the Board Office. If you become aware of unlicensed and/or practiced<br />

activities, please provide us with documentary evidence of the alleged unlicensed activity. This may include<br />

copies of the advertisement, the written contract, a business card, or other documents that may support the<br />

allegation.<br />

You may choose to submit the complaint anonymously, if you wish. The goal of the Board is to ensure<br />

understanding of and compliance with the laws through education to prevent future violations and<br />

enforcement actions, when necessary.<br />

The National Geodetic Survey Releases<br />

Updated Ten-Year Strategic Plan 2013–2023<br />

In their efforts to continually improve their<br />

service to the nation, the National Geodetic<br />

Survey (NGS) periodically undergoes a<br />

reevaluation and planning process. As NGS<br />

approached the halfway point with their<br />

existing Ten-Year Plan (2008–2018), NGS<br />

leadership decided it was time to reevaluate<br />

priorities. With changing technological<br />

developments and revised NGS priorities, it<br />

became clear that an updated plan was needed.<br />

To represent their goals now and into the<br />

future, NGS is pleased to present their new<br />

Ten-Year Strategic Plan 2013–2023.<br />

To improve business operations, in the new plan NGS has focused their efforts and resources on four main goals<br />

College of the Canyons offers both a degree and a certificate program in Land Surveying.<br />

The Spring Schedule begins Monday, February 4, 2013 and ends Thursday, May 30, 2013<br />

Classes: •Survey 101 (Introduction to Land Surveying & Survey 102 (Advanced Land Surveying)<br />

are offered as hybrid courses (all lecture materials provided online and lab courses in<br />

person on the following Fridays from 9a.m.-3:20p.m.)<br />

The Chapter’s LS Review Seminar History<br />

Channel Islands Chapter’s LS review seminar series has a long history of helping many members and others in the survey<br />

community prepare for the Land Surveyors exam. Education committee members have always recognized that review classes<br />

are needed to prepare examinees for the LS exam, dating back to the late 1980s. Instructors included Ernie Newcombe, Gene<br />

Rutledge, Al Echarren, Art Varon, Bob Chacon and Henry Figueroa. We thank them for the groundwork they laid and<br />

example they set. The original seminars had a format of six classes over a three-week period. I attended these early classes in<br />

1989, which provided much of the material I used to prepare for my 1991 exam.<br />

The modern format of one class each week first ran in 1992 for ten weeks. Bob Chacon and others organized the format and<br />

instructors for each topic. Classes were originally held in Ventura and then moved to Simi Valley. We have used a classroom<br />

at Simi Valley High School for over 15 years and have found this to be a great location that draws students from the Ventura<br />

and Santa Barbara areas as well as Bakersfield and most of Los Angeles County. The largest class had 42 students and<br />

smallest had just six. We learned in 2012 that LA and Channel Islands Chapters cannot both run review seminars at the same<br />

time, so now we coordinate them and will alternate. The current enrollment is 30 students.<br />

Some of the volunteer instructors have participated since 1992. We have been lucky enough to find replacement instructors<br />

when someone wants to step down. Each instructor has written his own presentation and prepared his own handouts. Some<br />

are using PowerPoint while others do not. The students start with a notebook full of old test questions and add the new<br />

handout each week, adding their own notes along the way. The 3-inch binder is stuffed full by the end of the final week.<br />

The success of the seminar for all of these years has allowed the Channel Islands Chapter to give many scholarships to<br />

surveying students at CSU Fresno, Cal Poly Pamona and College of the Canyons. The Chapter’s goal is to build a scholarship<br />

endowment that can out-live the LS Review Seminar to provide scholarships indefinitely in the future. We believe the Chapter<br />

should assist surveyors striving to learn and get licensed and generally grow the knowledge and professional skills of the local<br />

survey community.<br />

Thank you to the many Chapter members and others that have given their time to the LS Review Seminar providing<br />

instruction, handouts and support. The long list includes current instructors Frank Maxim, Dennis Hunter, Jay Satalich, Jim<br />

Pilarski, Frank Sobecki, Misha Georgevitch, and Debbie Naves, and past instructors Ric Moore, Don Poppe, Glen Aalbers,<br />

Karl Hinderer, Wayne Battleson, Kurt Lehnhardt, Steve Opdahl, Ralph Ricketson, Les Everard, Joe Tennyson, Earl Magpiong,<br />

Mark Shadburn, Matt Vernon, Ron Pencek, Michael McGee, Gary Salmen, Jerry Hovell, John Adam, Art Varon, and Graham<br />

Dawson. Without this extensive group of volunteers, our seminar could not be successful, and fewer local licensees would be<br />

among us. To the seminar attendees that are too many to name, but you know who you are, thank you for your confidence and<br />

Director’s Report:<br />

Kurt Lehnhardt & I went to the State Association Board Meeting this past Saturday, February 2, 2013, in<br />

Oakland, the day before the Superbowl.... with the San Francisco 49ers playing ... but all went well.<br />

As usual, they covered a lot of ground in the meeting & there were quite a few items that the Chapter Board &<br />

Members should be aware of as follows:<br />

- The new State Board was installed & consists of: *President: Mike Butcher *President- Elect: Rolland<br />

VanDeValk *Secretary: Jay Seymour *Treasurer: Roger Hanlin<br />

- Steve Steinhoff & Ian Wilson were elected as Directors at Large.<br />

-Rolland VanDeValk, the new President-Elect, will be visiting as many Chapter as possible - please invite<br />

him & advise him of meeting dates & times.<br />

- Conference - March 27-27 at the Silver Legacy Resort, Reno, NV:<br />

- Asking for prizes to be donated for the Scholarship Auction<br />

- Asking for student sponsorships, they need $350 / student and have a total of 30 student volunteers<br />

- 2013 Who's Who might need to be corrected for Bill Hurdle - it has a Tehachapi address?<br />

- New <strong>CLSA</strong> Student Chapter: East L.A. College Student Chapter Charter accepted.<br />

- Please update the Chapter web pages (on State link) - ours seemed to be right & up to date!! Hooray!!<br />

-New Affinity Partner Fed-Ex, account must be based on member's name, get 5% discount & <strong>CLSA</strong><br />

State gets a kick back.<br />

-Monument Conservation Committee will have a new web link on the State web site with lots of useful<br />

information for Cities, Counties, Contractors, and Surveyors.<br />

-Cal Surveyor Magazine Editor, John Wilusz, is asking for paragraphs from members for an upcoming<br />

issue themed "Business Lessons Learned"<br />

-The LS Review Videos from last year’s <strong>CLSA</strong> Conference have made a profit!<br />

-The Center of Population for California Monument (somewhere in Bakersfield) is slated to be set and<br />

celebrated this coming October.<br />

-Should <strong>CLSA</strong> require Manditory Membership in NSPS ? We got a heads up that we will be considering<br />

this in the future.<br />

-Robert Reese of the State Professional Practices Committee would like the Chapter to complete a survey<br />

(See Kurt for a copy of said survey).<br />

Much of the meeting was spent discussing various changes to the by-laws. Proposed changes were reviewed<br />

line by line. We were only able to cover about half of the proposed changes. The rest were postponed until the<br />

next meeting. Mostly, the changes reviewed were sent back to the committee for re-writing, with the Board's<br />

suggestions & direction. Many of the undisputed changes reviewed included updating the title of Chapter<br />

Representative to the new title of Director. Some of the changes reviewed adopt wording from the California<br />

Corporations Code, or some intent thereto, as to the duties, responsibilities & powers of each executive officer &<br />

the directors.<br />

The next <strong>CLSA</strong> Board of Director’s will be on April 27 th in Oakland.<br />
