PUBLIC RELEASE -- August 10, 2009
LANCASTER CITY SCHOOLS BOARD OF EDUCATION
FREE AND REDUCED-PRICE SCHOOL MEALS POLICY
Lancaster City Schools today announced its school year 2009-2010 policy for free and reduced-price meals for families unable to
pay the full price of meals served to their children in the National School Lunch, School Breakfast and After School Care Snack
Programs. Local school officials have adopted the following income eligibility scale for free and reduced-price meals.
ANNUAL INCOME ELIGIBILITY SCALE FOR FREE OR REDUCED-PRICE BENEFITS
EFFECTIVE FOR THE 2009-2010 SCHOOL YEAR
Household Size:
Parents, children and other
household members
1 $14,079 $20,036
2 $18,941 $26,955
3 $23,803 $33,874
4 $28,665 $40,793
5 $33,527 $47,712
6 $38,389 $54,631
7 $43,251 $61,550
8 $48,113 $68,469
For each additional family member add: $4,862 $6,919
Children from households with income at or below the levels shown above may be eligible for free or reduced-price
meals. Schools will distribute applications and the lunch and breakfast menus to parents/guardians of all Lancaster
City school children at the beginning of the school year.
To apply for free or reduced-price meals, parents/guardians must fill out an application and return it to school. Additional
applications are available at the office and the cafeteria in each school. Households that currently receive
SNAP* (formerly the Food Stamp Program) or OWF funds for a child must provide the child’s name, the SNAP*
or OWF case number and signature of an adult household member on the application. All other households must
provide the following information: the names of all household members, the amount and source of income received
by each household member in the last month, the signature of an adult and their social security number (or state
"none" if they do not have one). A complete application is required. Incomplete applications will result in denied
benefits until the required information is provided.
The information provided on the application is confidential and will only be used for the purpose of determining
eligibility and may be verified at any time during the school year by school or other program officials. To discourage
the possibility of misrepresentation, the application form contains a statement certifying that all information furnished
is true and correct. Applications are being made in connection with the receipt of federal funds. Deliberate
misrepresentation of information may subject the applicant to prosecution under applicable state and federal laws.
Parents/guardians will be notified of the approval or denial of benefits. If a SNAP* or OWF case number is listed,
parents/guardians must inform school officials when they no longer receive SNAP* or OWF funds.
Parents or guardians may apply for free or reduced-price meals for their child(ren) anytime during the school year.
If a household is not currently eligible, but the household size increases or income decreases because of unemployment
or other reasons, the family may submit a new application. Such changes may make the children of the
family eligible for free or reduced-price meals if the family income falls at or below the levels shown in the Income
Eligibility Scale in this release.
Applications for free or reduced-price meals may also be approved for foster children, as well as migrant, homeless
or runaway children, regardless of the household's income. Contact the school principal or the food service office
(687-7350) for more information.
Under the provisions of this policy, applications are reviewed by the food service director to determine eligibility.
If a parent or guardian is dissatisfied with the decision on the application or the result of verification, these actions
may be discussed informally with the food service staff. If a formal appeal is desired, parents/guardians have the
right to a fair hearing. A hearing may be requested either by phone (740-687-7350) or by writing the Food Service
Director at 901 E. Fair Ave, Lancaster, Ohio 43130. A copy of the complete meals benefits policy is available for
review in the Food Service Office.
Free Health Care: Families with children eligible for free or reduced-price school meals may be eligible for free
health care coverage through Healthy Start & Healthy Families programs. These programs include coverage for doctor
visits, immunizations, physicals, prescriptions, dental, vision, mental health, substance abuse and more. Please
call 1-800-324-8680 for more information or to request an application. Information can also be found on the web
at http://jfs.ohio.gov.ohp/bcps/hshf/index.stm. Anyone who has an Ohio Medicaid card is already receiving these
services.
Non-Discrimination Statement: Federal law and U.S. Department of Agriculture (USDA) policy prohibits discrimination
in all its programs and activities on the basis of race, color, national origin, gender, age or disability. To file
a complaint of discrimination, write USDA, Director, Office of Civil Rights, Room 326-W, Whitten Building, 1400
Independence Avenue SW, Washington, DC 20250-9410 or call (202) 720-5964 (voice and TDD). USDA is an
