The OeNBÕs staff members make a<br />

decisive contribution to fulfilling AustriaÕs<br />

demanding tasks within the<br />

ESCB/Eurosystem and to coping<br />

with a business environment that is<br />

changing at an ever greater pace. Adjusted<br />

for employees on secondment<br />

or leave (such as maternity and parental<br />

leave), the average number of staff<br />

working in the OeNBÕs core business<br />

areas (expressed in full-time equivalents)<br />

came to 957.3 in <strong>2004</strong>. 37.3%<br />

of OeNB staff held university degrees,<br />

which represented a year-onyear<br />

rise by five percentage points.<br />

As an enterprise that strongly relies<br />

on the expertise of its employees,<br />

the OeNB places particular emphasis<br />

on the training and education of its<br />

staff. In training its new staff members,<br />

the OeNB increasingly resorted<br />

to e-learning methods in <strong>2004</strong>. Elearning<br />

allows new employees to familiarize<br />

themselves with the OeNBÕs<br />

and ESCBÕs main tasks on an individual,<br />

unscheduled basis. In <strong>2004</strong> more<br />

than 65% of OeNB staff members<br />

participated in at least one educational<br />

activity. Knowledge exchange<br />

within the OeNB as well as between<br />

the OeNB and the ECB or other<br />

NCBs is additionally promoted<br />

through job rotation programs. In<br />

the reporting year, 46 staff members<br />

took advantage of job rotations to<br />

learn more about other functions<br />

and institutions. The number of job<br />

rotations thus went up by 31% year<br />

on year.<br />

Through its participation in the<br />

Steering Committee for training activities<br />

in the ESCB/Eurosystem, the<br />

OeNBÕs Personnel Division is actively<br />

involved in preparing projects for<br />

joint human resources development<br />

measures. Within the ESCB/Eurosys-<br />

tem training activities in specific<br />

fields are, for example, being harmonized:<br />

International seminars for<br />

new staff members and managers as<br />

well as for language training were organized<br />

under this heading in <strong>2004</strong>.<br />

The OeNB is involved in both the<br />

planning and implementation of these<br />

educational measures. In addition to<br />

the training opportunities outlined<br />

above, the OeNB and the Deutsche<br />

Bundesbank organized specialist<br />

seminars on Basel II-related topics<br />

in Vienna, which were open to all<br />

25 NCBs within the ESCB.<br />

The exchange of know-how<br />

among the individual NCBs is of crucial<br />

importance within the ESCB.<br />

Thus, in <strong>2004</strong>, the OeNBÕs Personnel<br />

Division pioneered a meeting with<br />

central bank representatives from<br />

AustriaÕs neighbors (the Czech Republic,<br />

Hungary, Slovakia and Slovenia)<br />

to intensify relations in the field<br />

of human resources management.<br />

The OeNB is an equal opportunity<br />

employer and lays great store<br />

by a healthy work-life balance. In<br />

the reporting year the percentage of<br />

women in total headcount was 40%.<br />

Among the many measures taken to<br />

improve the compatibility of work<br />

and family, the various part-time<br />

schemes (50% to 80%) the OeNB offers<br />

stand out in particular. Moreover,<br />
