Desis Rising Up and Moving (DRUM) Desis Rising Up and Moving (DRUM), founded in 2000, builds the power of South Asian low wage immigrant workers, youth, and families in New York City to win economic and educational justice, and civil and immigrant rights. DRUM unites its membership base to foster leadership of immigrants, provide critical community services, develop wage campaigns for policy change, and build alliances for social movements.
Appendix C New York State Law Governing New York City Specialized High Schools The pertinent, operative provision of New York state law is N.Y. Educ. Law § 2590-h(1)(b), which states: The chancellor shall have the following powers and duties as the superintendent of schools and chief executive officer for the city district, which the chancellor shall exercise to promote an equal educational opportunity for all students in the schools of the city district, promote fiscal and educational equity, increase student achievement and school performance and encourage local school-based innovation, including the power and duty to . . . (1) Control and operate . . . (b) all specialized senior high schools. The special high schools shall include the present schools known as: The Bronx High School of Science, Stuyvesant High School, Brooklyn Technical High School, Fiorello H. LaGuardia High School of Music and the Arts in the borough of Manhattan, and such further schools which the city board may designate from time to time. The special schools shall be permitted to maintain a discovery program in accordance with the law in effect on the date preceding the effective date of this section; admissions to the special schools shall be conducted in accordance with the law in effect on the date preceding the effective date of this section. The prior provision to which the current law refers is N.Y. Educ. Law § 2590-g(12) (1996), which stated: [T]he [New York] city board [of education] shall have power and duty to . . . 12. (a) Establish and maintain special high schools which shall include the present high schools known as: The Bronx High School of Science, Stuyvesant High School, Brooklyn Technical High School and Fiorello H. LaGuardia High School of Music and the Arts and such further high schools which the city board may designate from time to time. (b) Admissions to the Bronx High School of Science, Stuyvesant High School and Brooklyn Technical High School and such similar further special high schools which may be established shall be solely and exclusively by taking a competitive, objective and scholastic achievement examination, which shall be open to each and every child in the city of New York in either the eighth or ninth year of study, without regard to any school district wherein the child may reside. No candidate may be admitted to a special high school unless he has successfully achieved a score above the cut-off score for the openings in the school for which he has taken the examination. The cut-off score shall be determined by arranging the scores of all candidates who took the examination and who then commit themselves to
