2.1 Pay <strong>Park</strong>ing<br />

Since 1995, <strong>Council</strong> has implemented a Pay and Display vehicle parking payment system within<br />

the park. Residents <strong>of</strong> <strong>Pittwater</strong> local government area are issued with a parking sticker (upon<br />

payment <strong>of</strong> rates) which allows parking within the park providing the current <strong>Pittwater</strong> sticker is<br />

displayed on vehicle.<br />

Non-residents <strong>of</strong> the <strong>Pittwater</strong> local government area and people without an authorised parking<br />

sticker are also able to purchase a parking sticker or are subject to pay parking at a rate <strong>of</strong>:-<br />

0-4 hrs $3.00 Mon – Fri $5.00 Sat, Sun & Public Holidays<br />

4-24 hrs $5.00 Mon – Fri $9.00 Sat, Sun & Public Holidays<br />

24-48 hours $12.00<br />

7 day passes $22.00<br />

There are fifteen one hour short stay parking spaces available on Station Beach - $2.00 (<strong>Pittwater</strong><br />

<strong>Park</strong>ing stickers are not valid in the short stay parking spaces).<br />

These rates are applicable at the stage <strong>of</strong> this <strong>Plan</strong> <strong>of</strong> <strong>Management</strong>’s adoption and are subject to<br />

variation.<br />

The issue <strong>of</strong> the payment <strong>of</strong> parking fees by residents and non residents alike is the subject <strong>of</strong><br />

discussions between <strong>Council</strong> and DLWC. A review <strong>of</strong> the whole process will be undertaken within<br />

the next six months.<br />

DLWC’s view on the issue <strong>of</strong> pay parking is that “Crown reserves are to be managed for the benefit<br />

<strong>of</strong> the people <strong>of</strong> NSW (principles <strong>of</strong> Crown Land <strong>Management</strong> Section 11 Crown Lands Act), as<br />

such all <strong>of</strong> the public should be treated similarly.”<br />

<strong>Council</strong>’s view is that as the ratepayers <strong>of</strong> <strong>Pittwater</strong> already heavily subsidise Crown Reserves in<br />

<strong>Pittwater</strong>, which are used extensively by the people <strong>of</strong> NSW, that the “User Pays” principle must be<br />

applied to a reserve <strong>of</strong> such regional significance with the funds collected being added to ratepayer<br />

contributions which assists with the ongoing maintenance and capital improvements in the park.<br />

Half day rates have recently been introduced to further lessen the impact <strong>of</strong> fees on visitors to the<br />

park.<br />

<strong>Pittwater</strong> <strong>Council</strong> have recently approved provision <strong>of</strong> a bus parking area for two buses in the<br />

north-western carpark in response to requests from bus operators for a location to lay-over buses<br />

in the Palm Beach area. As the park is a tourist attraction, provision for bus parking is justified, but<br />

no additional spaces should be reserved for buses which reduces parking available for vehicles at<br />

peak times. These bus lay-over areas should be policed to ensure that extended parking is not<br />

occurring.<br />

Demand for parking spaces exceeds supply, particularly on summer weekends.<br />

2.2 Current uses <strong>of</strong> <strong>Governor</strong> <strong>Phillip</strong> <strong>Park</strong><br />

2.2.1 Buildings and improvements<br />

Palm Beach Golf Course<br />

The Palm Beach Golf Course is a 9-hole, par 32 course that is generally flat and tight and occupies<br />

8 hectares <strong>of</strong> land. A pro-shop is located on the golf course. The golf club’s clubhouse is not<br />

located in the golf course or the park, but on the southern side <strong>of</strong> Beach Road opposite the golf<br />

course entrance. Currently the Club has approximately 800 members. At present approximately<br />

30,000 rounds <strong>of</strong> golf are played per annum.<br />
